About this file
This is a supplier instructions document for contractors delivering services to Sacramento State Prison, a California Department of Corrections and Rehabilitation (CDCR) facility, in connection with an informal competitive solicitation for vending machines. The document outlines mandatory compliance requirements for all contractor personnel, agents, and employees entering the institution grounds. Key operational requirements include adherence to strict clothing restrictions prohibiting blue denim pants and shirts, orange/red/yellow/white/chartreuse jumpsuits, and yellow rainwear that match inmate attire. All contractor personnel must obtain gate clearance a minimum of ten working days prior to service commencement through submission of a Request for Gate Clearance containing personal identifying information, which triggers a California Law Enforcement Telecommunications System (CLETS) check including Department of Motor Vehicles, Wants and Warrants, and Criminal History checks. Gate clearance may be denied if an individual presents a serious security threat, has been charged with a serious crime committed on institution property, provides inadequate information for identity verification, or deliberately falsifies identity.
The document establishes comprehensive security and conduct regulations that all contractors must observe, including compliance with the facility's tobacco-free environment policy pursuant to Penal Code Section 5030.1 and adherence to the CDCR Prison Rape Elimination Policy requiring zero tolerance for sexual misconduct. Contractors must park in designated visitor parking areas, secure all vehicles and equipment when unattended, remove ignition keys, and comply with all institutional security procedures and gate checks without compensation for time delays. Electronic and communicative devices including cell phones, pagers, and cameras are prohibited on institution grounds. The document references applicable California Penal Code sections and Code of Regulations provisions governing contractor conduct and associations with incarcerated individuals, including prohibitions on bringing contraband, providing gifts or gratuities to inmates, and conducting unauthorized inmate interviews.
