About this file

This specification document outlines the technical and operational requirements for vending machines to be procured by the California Department of Rehabilitation for installation at Sacramento State Prison under an Informal Competitive solicitation. The procurement encompasses eight vending machines: four frozen vending machines (specifically Alpine USI 3000 Combi units) and four cold food vending machines (either USI Evoke Elevator or Vendo Sanden UM8 G-Snack models). The specification details comprehensive machine requirements including dimensions not exceeding 80 inches in height and 38 inches in depth, electrical specifications of 110/120 VAC at 60Hz with GFCI protection, and mandatory ADA compliance. All machines must be front-accessible for product loading, feature removable coin and bill boxes, include price displays, sold-out indicators, and uniform keying. Additionally, the winning bidder must arrange removal of eight existing vending machines via trade-in or recycling. The supplier must deliver, install, and operationalize all equipment within 35 calendar days of order receipt.

The contract requires the selected supplier to provide a two-year limited warranty with manufacturer on-site warranty services passed through to the user, plus an additional 90 days of free parts and labor from the installation date, covering setup, programming, training, and all warranty repairs or maintenance. All machines must meet applicable Federal, State, and local regulations including standards from Underwriters Laboratories, the Americans with Disabilities Act, California Appliance Efficiency Regulations, EPA Energy Star Version 3.0 certifications, and ANSI/NSF standards. The supplier must be responsible for coordinating with the visually impaired operator to obtain requested machine configurations, labels, and selections, and must ensure compliance with all manufacturers' recommended practices and State procurement requirements. If subcontractors are used for delivery, installation, or warranty services, the primary supplier retains full responsibility for all work performed.
