About this file

This is a Determination & Findings (D&F) document authorizing single-source procurement for the 496 Air Base Squadron, Elmendorf Richardson (496 ABS/PK). The contracting activity seeks to procure a Rolatube Antenna Mast through a sole-source acquisition at or below the Simplified Acquisition Threshold (SAT).

The Government requires a rapidly deployable antenna mast capable of supporting VHF/UHF communications with interoperability to existing PRC-152 and PRC-163 handheld radio systems. The antenna mast must support landing zone operations and contingency air traffic control missions, with rapid deployment, portability, and interoperability identified as mission-essential requirements. The procurement is justified under multiple regulatory authorities: RFO 8.401 and GSAR 538.7104-3(a) for Federal Supply Schedule (FSS) orders, RFO 11.204(a)(2)(ii) for brand-name requirements, RFO 12.102(a) for commercial products, and RFO 13.101(b) for noncommercial products, with the determination finding that only one source is reasonably capable of meeting the agency's needs. The D&F was approved and signed by Ryan Hopkin, TSgt, USAF, Contracting Officer, on August 28, 2026, with the Contracting Officer serving as the approval authority in accordance with DAF Approval Authorities Matrix PM 26-C-11.
