About this file

This is a Determination & Findings (D&F) document authorizing single-source procurement from Motorola for land mobile radio (LMR) equipment at Morón Air Base.

The contracting activity seeks to procure a Motorola Land Mobile Radio Kit for Airfields to maintain operational continuity at the installation. Morón currently operates 14 Motorola LMRs that are integrated with the facility's existing Motorola LMR network supporting airfield operations and management. The justification for sole-source procurement centers on compatibility and interoperability requirements with the government's established Motorola system. Procurement of Motorola-branded LMRs is deemed necessary to ensure seamless integration with existing equipment and network infrastructure while avoiding programming, integration, and operational risks associated with introducing equipment from alternative manufacturers. The single-source authority is cited under RFO 11.204(a)(2)(ii) (Brand Name), with supporting reference to RFO 8.401 and GSAR 538.7104-3(a) for FSS Orders. The determination was approved by SSgt Vida M. Mata, USAF Contracting Officer, on August 28, 2026. The action is at or below the Simplified Acquisition Threshold (SAT), with approval authority vested in the Contracting Officer in accordance with DAF Approval Authorities Matrix PM 26-C-11.

4. Findings:

Morón currently operates 14 Motorola land mobile radios (LMRs) that are integrated with the installation’s existing Motorola LMR network and support airfield operations and management. To maintain reliable communications and interoperability with the existing radio fleet and network, the required LMRs must be compatible with the established Motorola system. Motorola is the primary approved LMR platform currently utilized for airfield operations at Morón. Procurement of Motorola-branded LMRs is necessary to ensure compatibility and interoperability with the Government’s existing equipment and network, while avoiding integration, programming, and operational risks associated with introducing radios from a different manufacturer. Standardizing on Motorola LMRs will maintain continuity of operations and provide reliable communications for airfield personnel.

5. Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.
