About this file
This document is a Federal Acquisition Regulation (FAR) provision for evaluation of commercial products and commercial services. The government will award the contract to the responsible offeror offering the most advantageous proposal, with the intent to evaluate and award based on initial proposals. The evaluation will be conducted using two primary factors: Technical Capability and Price Reasonableness.
For Technical Capability, proposals will be rated as either "Acceptable" or "Unacceptable" by reviewing technical certifications to ensure all requirements are met. Contractors failing to demonstrate acceptable technical capability will be disqualified. For Price Reasonableness, the government will evaluate proposed prices using FAR Subpart 13.5 guidelines, adding estimated amounts for each line item to determine total evaluated price. All prices must be considered fair and reasonable, and price quotes must be held firm and valid for sixty (60) days. The award will ultimately go to the Lowest Price Offeror receiving an acceptable technical rating.
