About this file
This document is an addendum to a solicitation that provides tailored instructions to offerors for federal contract F3G3CE5230A001 (Nellis Custodial), issued by the U.S. Air Force on 26 February 2026. The solicitation covers commercial products and commercial services and establishes specific submission requirements and evaluation criteria. Offerors must submit two separate volumes: Volume I (Price & Offer Documentation, maximum 25 pages) and Volume II (Technical, maximum 25 pages). All submissions must be sent via email as PDF documents, with the Pricing Exhibit also submitted as a Microsoft Excel file that is not read-only. Offers must remain valid for 90 days after the solicitation posting date, and page limitations are enforced as maximums with excess pages removed during evaluation. The document specifies strict formatting requirements, including 8.5 x 11 inch pages, single-spacing, Times New Roman font size 10 minimum, and one-inch margins.
The Price & Offer Documentation Volume must include a cover letter with the offeror's CAGE code, DUNS number, and Tax Identification number; proof of current SBA 8(a) Business Development Program participant status; signed copies of Standard Form 30 for all solicitation amendments; completed representations, certifications, and acknowledgements; and a completed Pricing Schedule with unit prices, extended prices, and total prices verified for accuracy with no more than two decimal places. The Technical Volume must demonstrate the offeror's capability to meet all mission capability requirements in the Performance Work Statement, including a Quality Control Plan, Scheduling/Staffing Methodologies with appropriate staffing plans, and a detailed Equipment and Supplies list. Technical proposals must be specific and complete, outlining actual proposed methods rather than merely restating PWS requirements. The Government points of contact are Mrs. Addlene Williams (Contracting POC) and Mrs. Julia Pettit (Contracting Officer), with all email correspondence requiring the subject line "F3GECE5230A001 – Nellis Custodial."
