About this file
This is a Technical Specification for elevator and wheelchair lift maintenance and repair services at the Defense Supply Center Columbus (DSCC), a federal facility operated by the Defense Logistics Agency.
The scope requires the contractor to furnish all labor, materials, tools, and supervision for inspection, service, preventative maintenance, testing, and repair of 19 pieces of equipment across six buildings: 12 traction passenger elevators (2,500 lbs capacity), two traction service elevators (4,500 lbs capacity), one traction freight elevator (10,000 lbs capacity), one hydraulic passenger elevator (2,500 lbs capacity), one hydraulic freight elevator (3,000 lbs capacity), two hydraulic passenger elevators (2,500 and 3,500 lbs capacity), and two wheelchair lifts (750 lbs capacity). All work must comply with ASME A17.1, ASME A17.2, ASME A18.1, manufacturer manuals, and NFPA 72 code requirements. The contractor must submit a detailed Service Plan within five days of contract award and obtain manufacturer operation and maintenance manuals. Monthly safety/life safety inspections are required, and all equipment must be maintained in fully operational condition. Level 1 Emergency Service calls require response within two hours (one hour for life safety emergencies) with no reimbursement during normal duty hours but overtime differential payment for non-normal hours. Level 2 Services cover equipment replacement, repairs, or modifications not included in basic maintenance and require prior Government approval and cost agreement. Work excluded includes electrical power supply, hydraulic cylinders and buried piping, interior finishes, smoke/heat sensors, and failures from Government misuse or uncontrollable acts. Contractors must have minimum five years of relevant experience, employ only manufacturer-certified mechanics, and contractor personnel must be journeymen or state-licensed in Ohio. The contract requires quarterly management meetings with the Contracting Officer's Representative, monthly invoicing via Wide Area Work Flow, and participation in environmental/safety compliance programs. Performance is considered unsatisfactory if more than five emergency service calls per month are required on the same equipment.
