JETS 2.0 LABOR CATEGORY DESCRIPTIONS
1.0 PERSONNEL REQUIREMENTS
1.1 PERSONNEL MINIMUM REQUIREMENTS
The contractor will provide qualified personnel as required for performance under each task order issued to the contractor.
• The attached Labor Category (LCAT) descriptions represent the maximum potential qualifications that will be required for each position under individual task orders. Contract Modifications may be issued periodically after award to add new Labor Categories that are deemed appropriate for performance of the SOW tasks or to adjust the maximum qualifications for existing positions. Ceiling labor rates will be negotiated/renegotiated for new/revised Labor Categories with each awardee prior to execution of their Modification. A Labor Category will not be added to a contractor’s respective IDIQ contract until the labor rate has been determined fair and reasonable. The Contracting Officer will utilize price analysis techniques described in FAR 15.404-1(b)(2) to determine the proposed rates fair and reasonable.
• Individual task orders using any of these Labor Categories will identify the minimum requirements for each position under that task order, which will not exceed the attached descriptions. All Key Personnel/Non-Key Personnel on this contract are required, when specified within a Task Order performance work statement to meet DOD Directive 8140.01 Cyberspace Workforce Management, DoD Instruction 8140.02 Identification, Tracking, and Reporting of Cyberspace workforce Requirements, and DOD Manual 8140.03 Cyberspace Workforce Qualification and Management Program qualification requirements based on the job duties throughout the entire period of performance. The ceiling rates proposed for each LCAT should be inclusive of the potential work roles and the highest possible proficiency level as defined in the DOD Directive 8140.02.

https://public.cyber.mil/wid/dcwf/ o Contractors may be required to possess a security clearance as specified in the task order at the designated level (Tier 5/IT-I, Tier 3/IT-II, Tier 1/IT-III) at time of the Task Order proposal submission.
1.2 KEY PERSONNEL REQUIREMENTS
Certain skilled, experienced, professional and/or technical personnel are essential for successful accomplishment of the work to be performed under task orders against this contract. These are defined as "Key Personnel" and are those persons whose resumes were submitted as part of the Non-Price and Price Proposals evaluation. The contractor is required to adhere to the requirements set forth in DLAD Procurement Notes C05.
Procurement Note C05: Certain skilled, experienced, professional and/or technical personnel are essential for successful accomplishment of the work to be performed under this contract. These are defined as "key personnel" and are those persons whose resumes are submitted as part of the technical/business proposal for evaluation. The contractor shall use key personnel as identified in its proposal during the performance of this contract and will request contracting officer approval prior to any changes. Requests for approval of any changes shall be in writing with a detailed explanation of the circumstances necessitating the change. The request must contain a complete resume for the new key https://public.cyber.mil/wid/dcwf/ personnel and any other pertinent information, such as degrees, certifications, and work history. New key personnel must have qualifications that are equal to or higher than those being replaced. The contracting officer will evaluate the request and notify the contractor whether the requested change is acceptable to the Government.
a. If one or more of the key personnel, for any reason, becomes or is expected to become unavailable for work under this contract for a continuous period exceeding 30 workdays, or is expected to devote substantially less effort to the work than indicated in the proposal or initially anticipated, the contractor shall, subject to the concurrence of the Contracting Officer or an authorized representative, promptly replace personnel with personnel that meet the minimum requirements of the key position and have at least equal ability and qualifications as the original proposed individual.
b. All requests for approval of key personnel substitutions must be in writing and provide a detailed explanation of the circumstances necessitating the proposed substitutions. The request must contain a resume for the proposed substitute, and any other information requested by the Contracting Officer. The Contracting Officer shall promptly notify the contractor of approval or disapproval in writing.
c. If the Contracting Officer determines that suitable and timely replacement of Key Personnel who have been reassigned, terminated or have otherwise become unavailable for the contract work is not reasonably forthcoming or not meeting task order requirements as to impair successful completion of the contract, the Contracting Officer may terminate the contract for default or for the convenience of the Government, as appropriate, or make an equitable adjustment to the contract to compensate the Government for any resultant delay, loss or damage.
d. All Labor Categories are subject to being Key Personnel and will be defined at the Task Order level in which case the contractor will be required to submit resumes for that labor category and adhere to all applicable Key Personnel clauses for that specific task order.
e. Resumes and required certifications must be submitted for all Key Personnel and all personnel proposed as Key Personnel substitutions (i.e. alternative labor categories.)
1.3 NON-KEY PERSONNEL POSITIONS
Personnel positions will be identified as Non-Key Personnel at the Task Order level. Submission of resumes for Non-Key Personnel positions are not required.
In situations that may arise for specific purposes (ex: IT access, government site access):
• The Government reserves the right to review non-Key resumes prior to onboarding.
• The Government reserves the right to reject non-Key personnel that do not meet the minimum requirements listed.
• If the necessary access credentials are not met, the Government reserves the right to bar personnel from accessing government systems, property information, and locations.
1.4 SCOPE
JETS Contractors shall provide the full range of IT services, technical and management expertise that support applications, software, hardware, infrastructure, systems, and research and development across the DLA IT Enterprise. Support will be provided for information technology solutions, technical support, maintenance, and sustainment; operations support; application development, maintenance, and technical support; and lifecycle management. This acquisition also supports administrative program management support for IT program offices and the DLA Information Operations (J6) Office.
Additionally, this contract will support the DLA Information Technology R&D program which executes programs and projects for all of DLA participating in programs in the Defense Industrial Base Manufacturing and Small Business Innovation Research. To ensure support for the entire DLA R&D Program, a broad range of scientific, technical, and engineering disciplines are needed to support the established programs. While JETS will primarily support DLA IT services requirements, the resultant contracts will also allow for de-centralized ordering by other DoD agencies.
2.0 LABOR CATEGORY DESCRIPTIONS
The categories and descriptions below provide the minimum requirements for each category. The Government reserves the right to add additional labor categories during the performance period, when deemed appropriate. If the Government determines additional labor categories are needed, each respective JETS IDIQ holder will be required to provide a ceiling labor rate for each category for each remaining year of the IDIQ. The labor category will not be added to each respective contractor’s IDIQ until the labor rate has been determined fair and reasonable. The Contracting Officer will utilize price analysis techniques described in FAR 15.404-1(b)(2) to determine the proposed rates fair and reasonable.
ACCOUNT MANAGER
Assists with account provisioning, management, and compliance monitoring. Creates new job roles and performs account maintenance for internal and external users. Performs system testing to include creation and management of test accounts within assigned applications as necessary. Performs system access profile development and maintenance for external users within applications.
Minimum Requirements:
• Five (5) years relevant experience
• Relevant certification from a nationally recognized technical authority.
• Must possess IT-II Non-Critical Sensitive security clearance or Tier 3 (T3) at time of proposal submission.
ACTIVE DIRECTORY (AD)/GROUP POLICY ADMINISTRATOR:
Manages, plans, and implements AD in an Enterprise Network. Modifies AD Schema. Manages AD sites and Services. Manages AD Physical architecture and AD Logical architecture. Designs, plans, and implements AD Sites and Subnets. Monitors and troubleshoots AD replication. Prepares a Domain Controller Strategy. Manages AD Domains and Trust. Designs, plans, implements, and manages Organizational Units (OUs). Monitors and performs backup and restore of AD. Creates AD disaster recover documentation. Designs, plans, implements, and manages group policies for an enterprise environment. Plans and performs Group Policy optimization, security, etc. Performs Group Policy backup and recovery. Manages administrative templates for Group Policies. Creates a strategy for configuring the user environment and the computer environment with Group Policy. Maintains security compliances at the domain controller server and domain level using all applicable DOD security check list and taskings. Manages, plans, and implements AD Cloud services such as Microsoft M365 (ADFS, AD Connect, and Azure AD) and Amazon Active Directory Connector.
• Seven (7) years of progressive experience in Microsoft Windows Server 2008 r2 or newer administration, Microsoft Active Directory 2016 or newer administration, Microsoft M365 Azure AD, and/or Microsoft Exchange 2010 or newer administration experience. Experience should include at least five projects in one or more of these technical areas. At least one project must have occurred within the past three (3) years.
• Two (2) years of Microsoft PowerShell for AD experience
• Must possess IT-I Critical Sensitive security clearance or Tier 5 (T5) at time of proposal submission.
• Clearance: Secret
ADDITIVE MANUFACTURING (AM) Subject Matter Expert (SME):
Provides high-level expertise for work described in the task. Provides advanced knowledge and analysis of highly specialized AM applications and operational environments. Provides functional direction with system analysis, design, configuration, development, testing and training of AM enterprise applications.
• Master’s degree in Engineering
• Five (5) years with additive manufacturing experience or other relevant experience
• Familiar with a variety of the additive manufacturing concepts, practices, and procedures.
• Provides specialized experience in the requirements analysis, deployment, and sustainment of Additive Manufacturing requirements for various supply chain systems.
• Must possess IT-II Non-Critical Sensitive security clearance or Tier 3 (T3) at time of proposal submission.
ADDITIVE MANUFACTURING (AM) TECHNICAL SPECIALIST:
Provides technical support in the evaluation of Additive Manufacturing (AM) data, applications, and hosting environments. Provides technical direction with design, configuration, and development of AM enterprise applications and supply chain solutions. Coordinates requirements and schedules with users.
Designs, develops, engineers, and implements solutions for AM requirements. Evaluates applications in support of specific requirements and interface with other equipment and systems. Determines potential and current risks, proposes workable recommendations for their elimination and makes recommendations for systems improvements.
• Bachelor’s degree in Engineering or related field
• Three (3) years of additive manufacturing experience or other relevant experience
• General experience includes all aspects of additive manufacturing.
• Demonstrates an ability to work independently or under only general direction.
• Must possess IT-II Non-Critical Sensitive security clearance or Tier 3 (T3) at time of
ADMINISTRATIVE SUPPORT AND GRAPHICS SPECIALIST
Basic Level: Directly supports Program Manager or Project Manager by maintaining personnel and other files; prepares correspondence and memos, and schedules. Assists in the preparation of presentation graphics and supports the development of contract deliverables and reports by developing and updating graphic presentations to improve the quality and enhance the usability of these documents.
• Three (3) years of relevant experience.
• Must have experience with the following programs: SharePoint, Microsoft Word, Excel, and Power Point
Senior Level: Compiles, types and edits periodic reports, letters, memos, proposals, manuals and cost estimates from copy or rough draft; integrates text and graphics to format cohesive presentations; uses word processing application programs to produce reports, briefings and graphical enhancements;
prepares spread sheets, PowerPoint presentations, reviews material prepared for supervisor's approval for typographical accuracy, grammar, spelling, punctuation, composition and format; prepares special reports, summaries or replies to inquiries, using relevant data from other reports, documents.
Responsible for integrating the graphics generated with automated tools and the deliverable documents.
Other administrative duties include events coordination for highly visible seminars, conferences, and program meetings.
• Must have experience with the following programs: SharePoint, Microsoft Word, Excel, and Power Point
• Expert experience in logistics and contact with the public coordinating highly visible seminars, conferences, and program meetings.

AGILE COACH
Enables delivery teams to adopt Agile methodology and perform development activities. Establishes processes for managing a portfolio of work in an Agile way. Drives strategic change across the organization for adoption of Agile techniques. Embeds an Agile culture using techniques from a wide range of Agile and Lean methodologies and frameworks. Enables stakeholders to find accurate and current project or program status, without disruption to delivery. Applies the best tools and techniques to team roles, behaviors, structure and culture, Agile ceremonies and practices, knowledge transfer and sharing, program management, cross-team coordination, and overall governance of digital service delivery. Ensures key metrics and requirements that support the team and delivery are well defined and maintained. Equips staff with the ability to coach others.
• Five (5) years of relevant experience
• Undergraduate degree required.
• Experience demonstrating relevant tools and techniques such as coaching, advising, workshops, and mentoring.
• Experience at the Organization level, executive coaching on the fundamental considerations of digital service delivery design.
• Scrum Alliance Certified Enterprise Coach or equivalent.

Delivers multiple Agile projects and removes blockers using the appropriate Agile project management methodology. Defines the roadmap with the product owner for any given product and translates this into user stories. Prioritizes the user stories within the product backlog. Manages a multi-disciplinary team and tests to ensure quality levels are achieved.
• Two (2) years relevant experience
• Experience delivering multiple Agile projects and removing blockers using the appropriate Agile project management methodology.
• Experience defining the roadmap with the Product Owner for any given product and translating this into user stories.
• Experience prioritizing the user stories within product backlog.
• Experience managing a multi-disciplinary team.
• Experience with testing to ensure quality levels.
• Undergraduate degree required.
• Certified PMP, Scrum Master or equivalent.
• Must possess IT-II Non-Critical Sensitive security clearance or Tier 3 (T3) at time of proposal submission.
ANALYTICS ADMINISTRATOR
Junior Level: Responsible for the administration of advanced analytics tools for the agency.
Generates, configures, and optimizes the performance of the analytics tools (e.g., SAS, SAP HANA, R).
Operates and supports multiple Analytics products (e.g., SAS GRID, Studio, Enterprise Miner, Enterprise Guide, Model Manager, Office Add-in, Password Manager). Supports optimizing analytics tools for simple to medium complexity supply chain environments. Works with the configuration management to determine change control and impact analysis. Supports planning of disaster recovery and execution activities.
• Four (4) years of relevant experience
• Undergraduate Degree required.
• Experience supporting the administration of analytical applications.
• Must possess IT-II Non-Critical Sensitive security clearance or Tier 3 (T3) at time of proposal submission.
Senior Level: Responsible for the administration of advanced analytics tools for the agency. Experienced leading teams of system administrators for analytical applications. Generates, configures, and optimizes the performance of the analytics tools (e.g., SAS, SAP HANA, R). Operates and supports multiple Analytics products (e.g., SAS GRID, Studio, Enterprise Miner, Enterprise Guide, Model Manager, Office Add-in, Password Manager). Documents benchmarks and procedures needed to optimize performance. Provides input on any design decisions for interfacing or integrating. Works with the configuration management to determine change control and impact analysis. Leads and plans disaster recovery and execution activities.
• Eight (8) years of relevant experience
• Undergraduate Degree required.
• Experience optimizing analytics tools for complex supply chain environments.
• Must possess IT-II Non-Critical Sensitive security clearance or Tier 3 (T3) at time of proposal submission.
ANALYTICS SPECIALIST
Junior Level: Provides the extraction, processing, and preparation of data in support of analysis objectives. Applies critical problem-solving skills and quantitative methods for examining data sets to derive correlations and causal factors. Builds models that support key performance indicators (KPIs) and metrics. Develops descriptive and diagnostic models that provide both business intelligence (BI) and explore patterns or deviations from expected performance. Effectively communicates analytic methods, processes, and outcomes.
• Undergraduate Degree in Computer Science, Statistics, Engineering, Economics, Business, Applied Math, or related field.
• Two (2) years of relevant professional experience with Supply Chain and/or Operations analytics in delivering analytics solutions, reports, or dashboards.
• Experience programming or developing statistical analyses with SAS, R, SPSS, or SQL, Microsoft Office.
• Must possess IT-II Non-Critical Sensitive security clearance or Tier 3 (T3) at time of proposal submission.
Mid-Level: Independently designs and develops analytic solutions that investigate both quantitative and qualitative aspects of strategic and tactical service activities. Provides outputs or results in self-service formats - e.g., dashboards, visuals, graphical displays. Translates customer needs and/or use cases into analytic solutions with minimal oversight. Analyzes large, complex data sets specific to supply chain and operations and formulate insights for vaguely defined problems. Identifies, sources, and analyzes data sets from disparate systems. Utilizes statistical models and algorithms to produce a range of insights that influence systemic, process, or business-related courses of action. Recognizes deviations from expected process or systems performance, apply appropriate analytical techniques, and effectively communicates methods and outputs for specific supply chain functions: e.g., Planning, Fulfillment, Procurement, Finance
• Undergraduate Degree in Computer Science, Statistics, Engineering, Economics, Business, Applied Math, or related field.
• Four (4) years of relevant professional and practical experience with Supply Chain and/or
Operations analytics.
• Basic professional certification with analytics tools (e.g., SAS, R).
• Experience with delivery lifecycle using AGILE methodology, SQL, Relational and/or
Non-Relational Database Design.
Senior Level: Leads and/or supervises initiatives utilizing advanced analytics to provide actionable insights for addressing strategic and tactical mission objectives across a multitude of supply chain disciplines. Develops predictive and prescriptive analytics using advanced statistical techniques that yield proactive insights for planning, budgetary, IT, financial, and general supply chain improvements. Works with stakeholders across multiple domains to align analytics objectives and formulate a solution for collecting and processing data, providing analytic outputs, measuring impacts, and ultimately delivering analytics in customer-centric formats. Leads large-scale, analytics projects that result in integrated solution development/ deployment, leveraging existing IT infrastructure, data, and analytical tools. Identifies potential emergent data sources and analytics opportunities that provide better service to customers or mission readiness. Leads and develops analytical frameworks and/or dashboards that support organic customer enablement and transition complex statistical analyses in a simplified visual or graphical manner.
• Master's degree and four (4) years of relevant experience or Eight (8) years of relevant professional and practical experience with Supply Chain and/or Operations analytics
• Advanced professional certification with SAS or R.
• Experience leading and supervising in a relevant field.
• Certification for AGILE delivery methods.
• Must possess IT-II Non-Critical Sensitive security clearance or Tier 3 (T3) at time of proposal submission.
APPLICATION ADMINISTRATOR:
Junior: Serves as the technical support role for one or more applications. This position will work closely with server administrators and database administrators, but maintain a level of separation, to facilitate segregation of duties. Responsible for the installation, configuration, and maintenance of all software products utilized by the application. This includes, but is not limited to, the installation/upgrade of software versions, installation of software patches, support for data center migrations, identifying application specific firewall/network requirements, setup/administration of interfaces & APIs, technical support for break/fix incidents, and support of application requirements being driven by organizational transformation initiatives. Responsibilities will cover both pre-production & production environments, and directly support the application’s code release process. Researches resolution of cyber security vulnerabilities discovered because of routine scanning.
• Three (3) years of relevant experience
• BS, BA, or four (4) additional years of related experience
• Must possess IT-II Non-Critical Sensitive security clearance or Tier 3 (T3) at time of proposal submission.
Senior: Serves as the primary technical support role for one or more applications. Works closely with server administrators and database administrators, but maintains a level of separation, to facilitate segregation of duties. Installs, configures, and maintains of all software products utilized by the application. This includes, but is not limited to, the installation/upgrade of software versions, installation of software patches, support for data center migrations, identifying application specific firewall/network requirements, setup/administration of interfaces & APIs, technical support for break/fix incidents, and support of application requirements being driven by organizational transformation initiatives.
Responsible for both pre-production & production environments, and directly supports the application’s code release process. Leads in implementing any applicable application-based Security Technical
Implementation Guides (STIGs) and Security Requirements Guides (SRGs), to include providing any required STIG/SRG output in support of the program. Researches and implements resolution of cybersecurity vulnerabilities discovered because of routine scanning.
• Seven (7) years of relevant experience
• BS, BA, or four (4) additional years of related experience
APPLICATION DATABASE ADMINISTRATOR:
Provides all activities related to the administration of database schemas and their objects. Projects long-range requirements for database schema administration and design in conjunction with Infrastructure DBAs in the information systems function. Designs, creates, and maintains databases schemas in a client/server environment. Conducts quality control and auditing of database schemas in a client/server environment to ensure accurate and appropriate use of data and permissions. Advises users on access to various client/server databases. Designs, implements, and maintains complex database schema objects with respect to user requirements, access methods, access time, device allocation, validation checks, organization, protection and security, documentation, and statistical methods. Applies knowledge and experience with database technologies, development methodologies, and front-end programming languages (e.g., SQL). Performs database programming and supports systems design.
• Five (5) years progressive experience of database query languages such as Oracle, PL SQL, SQL Server, and MS Access.
• At least three years hands-on experience and expertise in Database Schema management.
• Experience also shall include capability to work on various operating systems and additional programming languages.
• Has experience in at least two projects in a large organization responsible for administering, operating, maintaining, and securing a large-scale computer database.
• Must possess IT-II Non-Critical Sensitive security clearance or Tier 3 (T3) at time of
APPLICATION DEVELOPER - SENIOR
Develops software based on requirements developed by Business Analysts to meet the needed business solution at enterprise, large-scale level. All work is within the application development framework used by the organization. Collaborates with a Business Analyst to meet the requirement of fulfilling the client’s goals to implements the business solution. Proficiently executes the work using the tools and techniques implemented for the project. Works directly with Systems Architect to develop and implement new third-party applications, tools, and programming libraries to meet the business development goals of the client. Utilizes web-based software such as Java, HTML, .NET, AngularJS, JavaScript, SOAP, REST API, mobile development, and Web Based API in the building of software applications.
• Five (5) years of total work experience developing.
• Experience with application programming interfaces (APIs) to support Low-Code/No- Code Development Platform models.
• Experience using low-code/no-code business process modeling notation (BPMN) tools.
• Experience developing application/process automation software based on BPMN models, experience using software tools such as Appian, Salesforce, Nintex, etc. with Microsoft SQL Server databases and Microsoft .NET development environment.
• Experience in agile and hybrid low-code application development.
• Relevant certification from a nationally recognized technical authority.
• BS in Computer Science, Information Systems, Engineering, Business, or related discipline.
• Must possess IT-II Non-Critical Sensitive security clearance or Tier 3 (T3) at time of proposal submission.
APPLICATIONS ENGINEER - SENIOR
Analyzes and studies complex system requirements. Designs software tools and subsystems to support software reuse and domain analyses and manages their implementation. Manages software development and support using formal specifications, data flow diagrams, other accepted design techniques and Computer-Aided Software Engineering (CASE) tools. Estimates software development costs and schedule. Reviews existing programs and assists in making refinements, reducing operating time and improving current techniques. Supervises software configuration management.
• BA/BS in a technical discipline with at least ten (10) years of experience.
APPLICATIONS PROGRAMMER
Basic Level: Provides experience and knowledge of sustainment life cycle management activities for programs and project operations. Participates in the design of software tools and subsystems to support reuse and domain analysis. Assists with the management, development, testing, and maintenance of computer programs to ensure that the application meets the needs of the users of the system. Assists systems analysts and/or designers in researching and documenting computer user requirements.
Analyzes objectives and problems identified by analysts and/or designers. Translates the solutions provided by systems designers into detailed program specifications. Assists with preparation of documentation for other programmers, users of the system and other support services workers. Assists with program design activities including definition of data and error message arrangements. Assists with the modification and documentation of program code to correct errors or to enhance an application’s capabilities. Assists with the testing of applications; and assists with the preparation of reports on the status, operation and maintenance of system software applications for use by the customer.
• BA/BS in a technical discipline with Eight (8) years of experience.
• Experience and knowledge of sustainment lifecycle management activities for programs and project operations.
• Relevant certification from a nationally recognized technical authority.
Senior Level: Serves as Sustainment Lead or Sustainment Subject Matter Expert (SME). Provides expert-level knowledge of sustainment life cycle management activities for programs and project operations. Analyzes functional business applications and design specifications for functional areas such as finance, accounting, personnel, manpower, logistics, and contracts. Develops block diagrams and logic flowcharts. Translates detailed design into computer software. Designs, codes, tests, debugs, and refines the computer software to produce the required product. Prepares required documentation, including both program-level and user-level documentation. Enhances software to reduce operating time and improve efficiency. Provides technical direction to programmers, as required, to ensure that program deadlines are met. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results.
• Bachelor’s Degree in Information Technology related field with ten (10) years of relevant experience.
• Expert experience and knowledge of sustainment lifecycle management activities for programs and project operations.
• Experience with application programming interfaces (APIs) to support Low-Code/No- Code Development Platform models.
• Experience using low-code/no-code business process modeling notation (BPMN) tools.
• Experience developing application/process automation software based on BPMN models.
• Experience in agile and hybrid low-code application development.

BUSINESS COLLABORATION APPLICATION ADMINISTRATOR:
Responsible for planning, designing, troubleshooting, and providing day-to-day support for the business collaboration application (e.g., SharePoint).
