About this file
Attachment 3 - Evaluation Factors is a document detailing the evaluation methodology for solicitation FA441925Q0039, which involves replacing an overhead door and motor at Altus Air Force Base. The document outlines two primary evaluation factors: Price and Technical Acceptability. For pricing, the total evaluated price will be determined by CLIN 0001, and the contracting officer must verify price fairness. For technical evaluation, quotes will be rated as either "acceptable" or "unacceptable" based on meeting the Statement of Work requirements.
The evaluation process will initially review the three lowest-priced quotes for technical compliance, with the goal of identifying two technically acceptable quotes. If fewer than two quotes meet technical requirements, the evaluation will progressively examine higher-priced quotes until two technically acceptable quotes are found. The solicitation is a 100% Small Business Set Aside under NAICS code 339999, requiring vendors to be registered in the System for Award Management (SAM) database with a UEI number to be eligible for award.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES
(Feb 2024)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Price
2. Technical Acceptability
(End of provision)
ADDENDUM TO FAR 52.212-2:
Most advantageous to the Government is expected to result from selection of the technically acceptable quote with the lowest evaluated price. By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions. Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation.
The evaluation criteria are detailed below:
Factor 1: Price The total evaluated price will be determined by the total of CLIN 0001. Before a contract may be awarded, the contracting officer must determine the price fair and reasonable per
FAR 13.106-3. No telephonic responses will be processed.
Factor 2: Technical Acceptability The purpose of the technical factor is to assess whether the vendor’s quoted item meets all of the provided salient characteristics for the required item.
Each vendor’s quote will be evaluated against technical requirements and will be assigned a rating of “acceptable” or “unacceptable.”
Rating Description:
“Acceptable” - Quote clearly meets the items specifications of the solicitation.
“Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation.
The quote will be determined technically acceptable if it reflects the requirements specified in Attachment 1 - Statement of Work.
The evaluation will begin with the three lowest-priced quotes to determine their technical acceptability. If fewer than two quotes meet the technical requirements, the process will continue by evaluating the next lowest-priced quote. This evaluation will repeat, moving to progressively higher-priced quotes, until two technically acceptable quotes are identified.
