About this file

This is an evaluation criteria document (52.212-2) for a grease trap maintenance contract at Goodfellow AFB. The government will utilize Lowest Price Technically Acceptable (LPTA) procedures with two evaluation factors: Price and Technical capability.

The price evaluation involves determining Total Evaluated Price (TEP) by multiplying CLIN quantities by unit prices, conducting price reasonableness and realism analyses through comparative analysis and commercial price lists. For technical evaluation, contractors must submit a Capability Statement demonstrating their ability to clean up and dispose of grease, sludge, mud, and wastewater, including detailed descriptions of cleaning methods, transportation, and disposal locations. They must also prove capability in monthly and quarterly pumping, cleaning, scraping, transporting and disposal of waste from grease traps. Technical proposals receive either an Acceptable or Unacceptable rating based on meeting minimum requirements in the Performance Work Statement (PWS).

52.212-2 Evaluation-Commercial Products and Commercial Services (Nov 2021)

Evaluation Criteria

The Government will utilize lowest price technically acceptable (LPTA) procedures. The Government will award a contract resulting from this solicitation to the responsible offeror conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The price is more important than technical, and past performance, even when combined. The Government will first establish a competitive range based on price and then evaluate the lowest offer within that range for technical acceptability. If the lowest offer is not technically acceptable, the Government will proceed to evaluate the next lowest offer, and so on, until a technically acceptable offer is identified.

The following two factors shall be used to evaluate offerors:

Factor 1: Price

An offeror’ s Total Evaluated Price (TEP) will be determined by multiplying the quantities identified by the proposed unit price for each Contract Line Item Number (CLIN) to confirm the extended amount for each. The Government will first conduct a review of the overall quoted pricing and place the offerors in order from lowest to highest based on price. The government will conduct both price reasonableness and price realism to establish a competitive range. Generally, adequate price competition will satisfy the criteria of price reasonableness;

other methods include, but are not limited to, historical prices paid and comparison to the Independent Government Cost Estimate. In addition, the Government will conduct a price realism analysis to ensure that the proposed price is realistic for the work to be performed, reflects a clear understanding of the requirements, and is consistent with the offeror's technical proposal.

This analysis will include one of the following:

• Comparative Analysis: Comparing proposed prices with the Government estimate, historical prices, or prices submitted by other offerors.

• Commercial Price Lists or Industry Catalogs: Using commercial price lists or industry catalogs to verify that proposed prices are in line with industry standards for similar goods or services.

Factor 2: Technical

Technical proposals shall include a Capability Statement that will be evaluated using the attached Performance Work Statement (PWS) in the solicitation. Each will receive an Acceptable or Unacceptable rating indicating whether the quote is technically acceptable.

Technical Acceptable / Unacceptable Ratings Acceptable Quote clearly meets the minimum requirements of the solicitation.

Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.

• Contractor must demonstrate capability in Clean Up and Disposal of grease, sludge, mud, or wastewater in accordance with PWS 1.1.4 and 1.1.5.

o Contractor must provide description of method of cleaning and transportation of grease, sludge, mud, or wastewater.

o Contractor must provide disposal method and location.

• Contractor must demonstrate capability in providing monthly and quarterly pumping, cleaning, scraping, transporting and disposal of waste from grease traps.
