About this file
This document outlines the quotation evaluation and award criteria for RFQ W50S6S26QA014. The Government intends to award one firm fixed-price purchase order to the responsible offeror whose quote represents the best value, considering both price and non-price factors. All responses undergo initial screening for completeness and conformance with RFQ instructions, and incomplete or non-conforming responses are ineligible for award. The Government reserves the right to award only a portion of the work based on the offeror's source approval memo and may determine offers unacceptable if pricing is significantly unbalanced. Offerors must quote the requirement in its entirety; partial quotes are considered unacceptable.
Evaluation comprises three factors: Factor 1 addresses Price, requiring all-inclusive submitted pricing with a detailed breakdown including material costs, FOB destination shipping, labor, equipment costs, transportation with fuel, incidentals, and subcontracting if applicable, with applicable taxes included. Factor 2 addresses Technical Capability, weighted as follows: Technical Merit (55%) evaluating functionality, ergonomics, durability, and standards compliance; Design Innovation & Aesthetics (25%) assessing creativity, visual appeal, and workspace adaptability; and Price (20%) considering total cost of ownership including delivery, installation, and warranty. Vendors receive either an "Acceptable" rating (clearly meets RFQ requirements) or "Unacceptable" rating (does not clearly meet requirements), with an Unacceptable technical capability rating eliminating the vendor from further consideration. The Government intends to award without discussions and requires offerors to submit their best terms initially, though the Contracting Officer reserves the right to conduct discussions if necessary. Award results in a binding contract upon written notice of award mailed or furnished to the successful offeror within the time specified in the offer.

Quotation Evaluation and Award Criteria: W50S6S26QA014
(a) The Government intends to award one firm fixed priced purchase orders to the responsible offeror(s) whose quote conforming to the RFQ requirements represents the best value, price and non-price factors considered. Note: The Government reserves the right to award only a portion of the work based on offeror’s source approval memo (refer to factor 2 below).
All responses will be subjected to an initial screening for completeness and conformance with RFQ instructions before being evaluated. A response that is incomplete or non-conforming will not be considered for award. The following factors shall be used to evaluate offers (Factors other than price when combined are approximately equal when compared to price):
FACTOR 1 - Price
Submitted pricing must be all inclusive; a breakdown is required to include, but not limited to: Material costs, FOB destination shipping, labor, equipment costs, transportation with fuel, incidentals and subcontracting if applicable. Proposed prices shall be evaluated for completeness, and reasonableness for the scope of work to be accomplished. The Government may determine that an offer is unacceptable if the prices are significantly unbalanced.
Quote must include applicable taxes.
FACTOR 2 - Technical Capability -
•Technical Merit (55%) – Functionality, ergonomics, durability, and compliance with standards.
•Design Innovation & Aesthetics (25%) – Creativity, visual appeal, and adaptability to workspace needs.
•Price (20%) – Total cost of ownership, including delivery, installation, and warranty.
Offerors must attempt to quote the requirement in its entirety, offers for partial portions of the requirement will be considered unacceptable. Based upon the Government’s evaluation of offeror provided information, one of the following adjectival ratings will be assigned.
Adjectival Rating Description Acceptable Offeror clearly meets the requirements of the RFQ Unacceptable Offeror does not clearly meet the requirements of the RFQ.
*Note: A technical capability rating of Unacceptable will eliminate vendor from further consideration for this RFQ.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
The Government intends to award without discussions. Offerors shall ensure their initial proposal contains its best terms from a technical and price standpoint. However, the Contracting Officer reserves the right to hold discussions if necessary.
