About this file
This is a cost breakdown and bid chart for the FASTC Barrier Replacement Project that establishes the pricing structure for a construction project involving barrier removal, site preparation, and installation of new barriers. The document is organized by construction divisions and includes line items for General Requirements (site supervision, QC, safety, and temporary facilities), Existing Conditions/Demo (removal of 149 existing barriers and disposal documentation), Earthwork/Grading (grading, leveling, compaction, and gravel supply), and Exterior Improvements (installation of 249 new barriers per Statement of Work and manufacturer requirements, freeze protection, QC testing, paint/stenciling, and relocation of existing barriers as identified). All cost values in the bid chart are currently listed as $0.00, indicating this is a template awaiting contractor pricing input.
The document also contains supplementary information including IDIQ contract definitions, internal funding rules regarding AQM fees (1.35%), WCF fees (14%), GSA RWA fee structures, and detailed requirements for asbestos abatement procedures with a comprehensive checklist for the removal and disposal process. Additional sections address white board/TV installation specifications, client-supplied doors, accessibility requirements, material and labor availability assumptions, work hour parameters (6-hour standard business days with weekend-only asbestos work), and compliance requirements for permits and existing condition restoration. The estimate assumes no hazardous materials will be discovered beyond the asbestos tiles already identified and is based on prevailing market rates in the Blackstone, Virginia area with standard labor availability and uninterrupted site access during business hours.

What is Construction IDIQ?
An Indefinite Delivery/Indefinite Quantity (IDIQ) contract is a type of contract used by government agencies to procure supplies and services when the exact quantities and times of future deliveries are not known at the time of contract award.
Here are some key points:
Key Components of IDIQ Contracts
Base Contract: Establishes the fundamental terms, scope of work, pricing structures, and contractual obligations.
Task Orders: Specific work assignments issued under the base contract, detailing delivery requirements, performance metrics, and precise pricing.
Contract Period: Typically spans multiple years and may include option periods.
Order Quantities: Defines minimum and maximum order quantities and establishes an overall ceiling value.
Benefits for Government Agencies
Streamlined Procurement Process: Reduces administrative burden and simplifies contract management.
Flexibility: Allows agencies to adjust order quantities and respond to changing needs.
| Cost Control: Predetermined pricing structures and budget predictability. | $0.00 | |||

Notes:
Leased Buildings = All projects that incorporates/includes the building infrastructure, even just a power outlet, must go through GSA and the work will be performed by the landlord’s contractor. Building Examples: SA-15, SA-9, SA-5 (Special exception – SA-7’s, FMS has delegation to work on the inside of the buildings. Anything on the outside must go through GSA, Landlord.)
Federally owned = RPM/FMS has delegation (**typically up to $500,000). Anything over, must go through GSA. Building Examples: HST, SA-20, SA-1 (If for some reason the project cannot be completed using FMS or the IDIQ, we still have the option of sending the project cost to GSA to execute.)
*Also, the delegation threshold for HST was rasied and the new limit for the Congressional prospectus threshold for alterations for this FY is set for around $3.9M. We are in the process of raising it for some of our other buildings around HST (SA-1, 5, parts of 9, etc).
Department of State Owned (this is rare.) = We have full delegation. Building Example: FSI Campus (If for some reason the project cannot be completed using FMS or the IDIQ, we still have the option to send to GSA to execute.)

Asbestos Checklist
Asbestos Removal Check Sheet
Asbestos removal is accomplished by a specialty contractor who understands the federal and state regulations regarding the handling and disposal of the material. The process of asbestos removal is divided into many individual steps. An accurate estimate can be calculated only after all the steps have been priced.
The steps are generally as follows:
1. Obtain an asbestos abatement plan from an industrial hygienist.
1b. Obtain an building Survey-Commercial Building.
2. Monitor the air quality in and around the removal area and along the path of travel between the removal area and transport area. This establishes the background contamination.
3. Construct a two-part decontamination chamber at entrance to removal.
4. Install a HEPA filter to create a negative pressure in the removal area.
5. Install wall, floor and ceiling protection as required by the plan, usually area 2 layers of fireproof 6 mil polyethylene.
6. Industrial hygienist visually inspects work area to verify compliance with plan.
7. Provide temporary supports for conduit and piping affected by the removal process.
8. Proceed with asbestos removal and bagging process. Monitor air quality as described in Step #2. Discontinue operations when contaminate levels exceed applicable standards.
9. Document the legal disposal of materials in accordance with EPA standards.
10. Thoroughly clean removal area including all ledges, crevices and surfaces.
11. Post abatement inspection by industrial hygienist to verify plan compliance.
12. Provide a certificate from a licensed industrial hygienist attesting that contaminate levels are within acceptable standards before returning area to regular use.

What is the RWA Fee Structure?
The RWA fee structure applies a stepped percentage to the overall direct project costs. The fee percentage rate decreases as total project costs rise. The chart below shows the fee structure, including ranges of the project cost and rate applied.
Note that this fee structure will apply to all project costs except for certain personal property expenses. Recurring RWAs are charged a flat $500 RWA fee.
Background and Benefits:
The Public Buildings Service is mandated by federal law to recover the full cost of providing reimbursable work, and we aim to do so while providing our customers with the highest level of service. Every few years we reevaluate the fee structure to ensure we meet our fiscal obligations while identifying ways to make project delivery more efficient.
Example of the RWA Fee:
RWAs within the $200,000 - $249,999 range will have an 11% fee applied. Under the RWA fee structure, the fee for a project with a cost of $200,000 would be $22,000 while a project with a cost of $240,000 would have a $26,400 fee.
Fee for Severable Services:
Severable Services on N type RWAs are charged the stepped percentage RWA fee.
Recurring RWAs (typically Overtime utilities in GSA-owned space) are charged a flat $500 fee per child estimate.
