About this file
This is a Questions and Answers document addressing vendor inquiries regarding a federal contract opportunity for safety barrier installation and maintenance at FASTC (location identified as involving the Town of Blackstone, Virginia).
The project requires contractors to install Government-furnished water-filled traffic barriers with calcium chloride brine solution meeting a 15°F freeze protection threshold. Key requirements include: establishing a 4-inch thick compacted base extending 6 inches from each barrier side using #3 and #4 stone; verifying brine concentration at 35% material by weight using commercially available hand-held refractometer devices with documented testing results from each barrier; and hauling excess or unsuitable brine off-site for proper disposal with location documentation. On-site water access for high-flow operations requires purchasing a meter from the Town of Blackstone (with associated billing to contractor), though contractors may alternatively supply water via their own truck. Contractors must provide calcium chloride and alternative storage methods for brine transfer and mixing. Compaction testing is not required for the gravel base. All contractors must comply with Federal, State, and Local licensing requirements, including Virginia's Class B contractor license for projects with annual aggregate amounts not exceeding $750,000. The applicable Davis-Bacon wage determination is WD VA20260010 (effective 2026-05-18). Contractor responsibilities include grading, placing, and compacting aggregate to provide a solid, level foundation; no independent testing agency is required for base installation.

Nmbr Section / Topic Question Respond CS AQM Answers
Barrier Make, Model, and Liquid Volume
What is the specific manufacturer, model number, and rated fluid capacity (gallons per unit) of the Government-furnished replacement safety barriers to be installed?
A/DOES See Attachment 7 - traffix-water-filled-barrier-systems
2 Water Source Access Will on-site water access (e.g., hydrant, hose bib, or spigot) be made available at no cost to the Contractor for top-off or mixing additional brine on site, or is the Contractor required to haul and supply all water via water truck?
A/DOES
For high-flow, which is what we generally use, a meter has to be purchased from the Town of Blackstone and a they would issue a bill to the Contractor, DOS does not have their own meter. Contractor may also provide their on water truck.
Brine Chemical Composition
What is the existing chemical composition of the saltwater brine currently inside the barriers (e.g., Sodium Chloride vs. Calcium Chloride), and does the Government mandate a specific chemical type when adding supplemental salt to meet the 15°F freeze threshold?
A/DOES
See Attachment 8 - traffix-sentry_water-freezing-prevention
Vendor must provide the Calcium Cholride. This would also require alternative brine storge method to transfer or mix the solution as needed.
Testing Protocol and Verification Standard
What specific testing method and acceptance standard does the Government require to verify the 15°F freeze rating (e.g., hand-held optical/digital refractometer readings logged in daily QC reports, specific hydrometer readings, or independent third-party laboratory certified testing)?
A/DOES
There are commercially available hand-held refractory meter devices that can be utilized to verify the concertration of each barrier's brine to ensure it is within range to meet 20 degree freezing requirement, 35% material by weight would be the volume required. Testing results from each barrier must be provided/documented throughout the process.
Environmental Handling and Disposal of Excess / Sediment-Laden Brine
In the event that residual brine remains after all replacement barriers are filled, or if pumped fluid contains sediment, silt, or algae unsuitable for reapplication, will an on-site disposal/containment area be designated, or must all excess brine be captured and hauled off-site for licensed commercial/industrial liquid disposal?
A/DOES
The brine would be required to be hauled off-site and disposed of properly, Contractor would have to identify the location and report disposal for documentation under the Government's waste reporting requirements at the site.
Subgrade Depth & Unsuitable Material Remediation
If the existing subgrade along Central Track is soft, rutted, or otherwise inadequate, what depth (in inches) of excavation and aggregate base should the Contractor include in the baseline bid, and will subgrade stabilization fabric (geotextile) be required?
A/DOES
Contractor shall establish a 4"thick compacted base which extends 6" from each side of the barrier comprised of #3 and #4 stone.
Aggregate Base Specification & Gradation
Is there an approved gravel classification or gradation standard preferred by FASTC (e.g., VDOT 21A/21B dense-graded aggregate, CR-6, or #57 open-graded stone), or is the aggregate type left solely to Contractor discretion?
A/DOES
Contractor shall establish a 4"thick compacted base which extends 6" from each side of the barrier comprised of #3 and #4 stone.
Virginia Contractor's License
Is the selected contractor required to hold a current Virginia contractor's license to perform this project? If so, please identify the required license class and any specialty classification.
A/DOES
All Contractors are required to meet all Federal, State, and Local licensing requirements, State of Virginia requires a Class B license for an annual aggregate project amount no larger than 750k.
9 Water Source
Is there an on-site or local water source at FASTC that the Contractor may use for construction operations? If so, please identify the available water source/location and advise whether there is any cost or usage fee to the Contractor.
A/DOES See Answer for Question 2.
10 Barrier Base Aggregate
The Statement of Work requires the Contractor to grade, place, and compact gravel as necessary to provide a solid, level foundation for the barriers. Please identify the required aggregate type/gradation, nominal stone size, minimum compacted base thickness, and required degree or method of compaction.
A/DOES
Contractor shall establish a 4"thick compacted base which extends 6" from each side of the barrier comprised of #3 and #4 stone.
Gravel Base and Subgrade Compaction Testing
Is compaction testing required for the gravel base and/or subgrade? If so, please identify the required test method, testing frequency, acceptance criteria, and whether testing must be performed by an independent testing agency.
A/DOES Compaction testing is not required. Barrier base shall be installed to 4" thickness using #3 or #4 stone.
12 Wage Determination
FAR 52.222-6, Construction Wage Rate Requirements, is incorporated into the solicitation; however, an applicable wage determination is not included in the listed solicitation attachments. Please provide the applicable Davis-Bacon wage determination and current modification that will govern this project.7.

Brine Testing and Replacement
Please identify the required method or standard for testing the saltwater brine to verify freeze protection to 15 degrees F. If the recovered brine is insufficient in quantity or does not meet the required condition after adjustment, please confirm whether the Contractor is responsible for furnishing additional water, salt, and/or replacement brine.
A/DOES
Can be verified through a commercially available, off the shelf, testing device for calcium concentrate levels.
Samples would have to be pulled from each barrier and verified.
