About this file

This is a Statement of Work (SOW) for the FASTC Barriers Replacement project located at the Department of State facility at FASTC, 700 C Ave, Blackstone, VA.

The Contractor shall remove and install 249 new safety barriers around Central Track, with a Firm Fixed-Price (FFP) contract covering all contract management, construction services (materials, labor, and supervision). The base scope requires grading and preparing gravel foundations to ensure barriers are level and will not sink; installing barriers on solid gravel bases with pinning and commercial rubber tape over the lid to prevent water infiltration and evaporation; applying commercial rated paint with stenciled identification (4-6 inches tall) marking the month and year of replacement; and testing and reapplying the existing saltwater brine solution (adding salt as needed to prevent freezing at 15 degrees F) to the new barriers. The Contractor must relocate 100 of the removed barriers to a Government-identified location (empty only, no refilling required) and dispose of the remaining 149 barriers to an approved landfill or disposal site with supporting documentation. The overall Period of Performance is 180 calendar days from Notice to Proceed to Substantial Completion, with 28 additional calendar days for Ultimate Contract Completion. The Contractor must coordinate all phased work activities with the Government and Contracting Officer's Representative (COR) to accommodate ongoing mission schedules. Work hours are restricted to 0600-2000 Monday through Friday, with flexibility available via Request for Information (RFI). The Contractor shall provide a Work Plan, Risk Assessment, Quality Control Plan (QCP), and Safety Plan (both based on EM-385 and OSHA requirements) for Government approval within 15 calendar days of award before construction begins. Additional requirements include a detailed MS Project schedule submitted within 7 days of the Construction Kickoff Meeting, biweekly progress meetings and inspections, daily construction progress reports submitted weekly, and product data manuals combined into hard copy sections by product. The Contractor must supply portable latrines, provide all inspection and testing, coordinate with other contractors and mission activities, and warrant all work for one year with three original signed copies of all warranties. A Schedule of Values must be submitted 14 calendar days prior to the first Request for Payment, with line items for mobilization, demobilization, and close-out costs. Prior to final payment, the Contractor must furnish a release of all claims against the Government.

SBU - CONTRACTING AND ACQUISITIONS

STATEMENT OF WORK (SOW) FOR FASTC BARRIERS REPLACEMENT

PROJECT IDENTIFICATION

Project Title: FASTC Barriers Replacement Building Location: Department of State FASTC 700 C Ave. Blackstone VA SOW Author: Rob Woodson

PROJECT INFORMATION

PROJECT BACKGROUND

FASTC has identified two hundred and forty-nine (249) safety barriers that need to be replaced around Central Track. The Government will furnish all required barriers needed for the repairs. The Government will show the Contractor the location of the barriers to be replaced; the Contractor can mark the two hundred and forty-nine (249) barriers for identification. The Contractor will need to move all barriers from staging location to Central Track.

The safety barriers have saltwater brine mixture inside to prevent freezing; the Contractor will need to pump out the saltwater brine mixture and reapply it to the new barriers. The Contractor will test the saltwater brine to ensure that the mixture will not freeze at 15-degrees F.

The barriers are all linked together using a pin system. When the barriers are installed correctly and pinned in a row configuration, and set on a solid foundation, the barriers are designed to stop a car traveling between 30-mph to 60-mph.

The Government will keep one hundred (100) of the two hundred and forty-nine (249) replaced barriers; the Contractor will empty and turn over these barriers to new location identified by the Government. They do not need to be refilled or re set.

The Contractor will dispose of the remainder to the landfill or approved disposal site that the Contractor has identified. The Contractor will provide the documents supporting an approved disposal site.

The Contractor will need to coordinate with the Government on phasing barrier work, the Government will work with the Contractor to ensure areas are open for the Contractor to do work.
