PART 1 - GENERAL

ARTICLE ON “SYSTEM REQUIREMENTS AND CHARACTERISTICS.”>

1.1 SUMMARY

A. This specification describes operation and functionality of continuous-duty Uninterruptible

Power System (UPS) used in Joint Unclassified Computer Rooms (JUCR). This UPS shall utilize rack-mounted redundant, scalable array architecture, with hot-swappable/user-replaceable power modules. Major subcomponents include:

1. Input Power Converter

2. Output Inverter

3. Static Bypass Switch

4. Maintenance Bypass Panel (MBP)

5. Power Distribution Unit (PDU)

6. Extended runtime cabinet

7. Battery system

8. Displays and Controls.

B. Related Sections include the following:

1. Section 260505 “Common Work Results for Electrical, Communications and Electronic

Safety” for facility voltages.

2. Section 260573 “Overcurrent Protective Device Study.”

3. Section 271116 "Communications Cabinets and Frames."

1.2 DEFINITIONS

A. “Joint Unclassified”: “Unclassified” in this context refers to the fact that “classified” systems are not permitted in the JUCR. While systems handling “Sensitive But Unclassified (SBU)” content is permitted in the JUCR, content that is SBU/NOFORN is also not permitted.

B. EMI: Electromagnetic interference.

C. LCD: Liquid-crystal display.

1.4 SYSTEM REQUIREMENTS AND CHARACTERISTICS

A. Coordinated System Performance: UPS and associated equipment shall operate in conjunction with primary power supply and output distribution system to provide quality uninterrupted power for mission critical, electronic equipment load.

B. Power Characteristics: [380 or 400 volt, 50 Hz].

C. Project-Specific Design: Refer to Drawings and coordinate with the following:

1. Project-specific voltage and frequency utilized.

2. Rack layout.

3. UPS size and special accessories.

4. Circuit breaker sizes.

5. Cable lengths.

D. UPS Capacity: Size for 5.0 kW per rack for number of racks indicated on Drawings.

E. UPS Battery Capacity: Size to support continued operation of equipment on rack for 15 minutes.

F. Short Circuit Withstand Rating: Coordinate with analysis for Section 260573 “Overcurrent

Protective Device Study” and with Drawings; minimum permissible rating is 30kA

Symmetrical minimum with gL/gG fuse in front of system.

G. System Configuration: System shall be rated for full kW output in the following frame sizes:

1. Total scalable kVA/kW shall be based on design indicated on Drawings, and shall be configured using power modules in accordance with manufacturer’s standard system.

a. Provide [N+1] Redundancy units.

2. Each scalable size varies by manufacturer, but scalable size shall not exceed

[16kVA/16kW] power module shall contain a full-rated input rectifier and boost converter (Input Converter), full rated output inverter, and battery charging circuit.

3. System shall include the following module types which shall operate in parallel:

a. User-replaceable continuous duty hot swappable bypass static switch modules.

b. Hot-swappable/user-replaceable battery modules.

c. Redundant control modules.

H. Housing: House system components in standard 600mm wide, 1070mm deep, 2000mm high equipment rack; see Section 271116 “Communications Cabinets and Frames.”

I. System Input:

1. AC Input Nominal Voltage: Site Distribution Voltage, with L1,L2,L3,N, and ground.

2. AC Input Voltage Window: 340 - 477 at 100 percent load and 200 - 477 at 50 percent load

3. Maximum Frequency Range: 40-70Hz (autosensing).

4. Input Power Factor: Greater than 0.99 at load greater than 25.

5. Input Current Distortion with no additional filters: Less than 5 percent at 100 percent load.

6. Soft-Start: Shall be linear from 0-100 percent input current, and shall not exhibit inrush.

Soft-start shall take place over 10 seconds time period.

J. Battery Characteristics:

1. Nominal Battery voltage: Plus/minus 192Vdc (2×96 cells at 2V)

2. Float voltage: Plus/minus 218Vdc (2×96 cells at 2.27V)

3. End of discharge voltage (full load): Plus/minus 154Vdc (2×96 cells at 1.6V)

4. End of discharge voltage (no load): Plus/minus 168Vdc (2×96 cells at 1.75V)

K. Battery Charging Characteristics:

1. 10 percent of output power at low input voltage and 100 percent load.

2. 20 percent of output power at nominal voltage and 100 percent load (optional).

L. UPS Output:

1. AC Output Nominal Output: Site Distribution Voltage, with L1,L2,L3,N, and ground.

2. Output frequency regulation: Synchronize frequency to bypass input when available over standard range of 47 to 53 Hz. Optional plus/minus 0.1 Hz and plus/minus 10 Hz setting from front panel. When no bypass input is present, output frequency shall be 50 Hz.

3. AC Output Voltage Regulation: Plus/minus 1percent for 100 percent linear load, plus/minus 3 percent for 100 percent non-linear load.

4. Voltage Transient Response: Plus/minus 5 percent maximum for 100 percent load step.

5. Voltage Transient Recovery within less than 50 milliseconds.

6. Output Voltage Harmonic Distortion:

a. Less than 2 percent THD maximum for 100 percent linear load.

b. Less than 5 percent THD maximum for 100 percent non-linear load as defined by

EN50091-3/IEC 62040-3.

7. Overload Rating:

a. Normal and battery Operation:

1) 150 percent for 60 seconds in normal and battery operation.

2) 125 for 10 minutes in normal and battery operation.

b. Bypass Operation:

1) 125 percent continuous.

2) 1000 percent for 100 milliseconds.

8. System AC-AC Efficiency: Greater than 95 percent at 35–100 percent load.

9. Output Power Factor Rating: For loads exhibiting a power factor of 0.5 leading to 0.5 lagging no derating of the UPS shall be required.

M. Audible Noise Limitations: Nominal max at 1m from surface of unit.

1. Lesser than 57dBA at greater than 70 percent load.

2. Lesser than 63dBA at 100 percent load.

N. Altitude Adjustments: Maximum installation with no derating of the UPS output shall be

1000m above sea level.

1. 1500 m: 95 percent load.

2. 2000 m: 91 percent load.

3. 2500 m: 86 percent load.

4. 3000 m: 82 percent load.

1.5 SUBMITTALS

A. Product Data: Include data on features, components, ratings, and performance for each UPS component indicated.

B. Shop Drawings: Include partial enlarged floor plan to show access, workspace, clearance, and cable layout. Include enlarged equipment elevations at racks where UPS is located. Detail assemblies of equipment indicating dimensions, weights, components, and location and identification of each field connection. Show access, workspace, and clearance requirements;

details of control panels; and battery arrangement.

1. Wiring Diagrams: Power, signal, and control wiring.

C. [Manufacturer Seismic Qualification Certification: Submit certification that UPS equipment will withstand seismic forces defined in Division 26 Section on vibration and seismic controls for electrical systems when anchored to concrete base. Include the following:

1. Basis for Certification: Indicate whether withstand certification is based on actual test of assembled components or on calculation.

a. Term "withstand" means "unit will remain in place without separation of any parts from device when subjected to seismic forces specified and unit will be fully operational after seismic event."

2. Dimensioned Outline Drawings of Equipment Unit: Identify center of gravity and locate and describe mounting and anchorage provisions.

3. Detailed description of equipment anchorage devices on which certification is based and their installation requirements.]

D. Qualification Data: For Installer, power quality specialist, manufacturer and testing agency.

E. Manufacturer Certificates: For each product, signed by manufacturers.

F. Factory Test Reports: Demonstrating compliance with specified requirements.

G. Field Quality-Control and Performance Test Reports: Indicate test results compared with specified performance requirements, and provide justification and resolution of differences if values do not agree.

H. Operation and Maintenance Data: For UPS units to include in emergency, operation, and maintenance manuals. In addition to items specified in Division 01 Section "Operation and

Maintenance Data," include the following:

1. Lists of spare parts and replacement components recommended being stored at Project site for ready access.

2. Detailed operating instructions covering operation under both normal and abnormal conditions.

I. Warranties: Special warranties specified in this Section.

1.6 QUALITY ASSURANCE

A. Installer Qualifications: An experienced installer who is authorized representative of UPS manufacturer for both installation and maintenance of units required for this project.

B. Manufacturer Qualifications: A firm who maintains service center capable of providing training, parts, and emergency maintenance and repairs for equipment at Project site, with 48 hours' maximum response time.

C. Source Limitations: Obtain UPS and associated components specified in this Section from single manufacturer with responsibility for entire UPS installation.

UNINTERRUPTIBLE POWER SUPPLY (UPS)

1.7 DELIVERY, STORAGE, AND HANDLING

A. Deliver equipment in fully enclosed vehicles after specified environmental conditions have been permanently established in spaces where equipment is to be placed.

B. Store equipment in spaces with environments controlled within manufacturers' ambient temperature and humidity tolerances for non-operating equipment.

1.8 WARRANTY

A. Warranties, General: Special warranties specified in this Article shall not deprive Government of other rights Government may have under other provisions of the Contract Documents and shall be in addition to, and run concurrent with, other warranties made by Contractor under requirements of the Contract Documents.

B. Special Battery Warranties: Written warranty, signed by manufacturer and Installer agreeing to replace UPS system storage batteries that fail in materials or workmanship within specified warranty period.

1. Warranted Cycle Life for Premium Sealed Lead-Acid Batteries: Equal or greater than that represented in manufacturer's published table, including figures corresponding to the values in Table 1.8, “Warranted Battery Cycle Life,” based on annual average battery temperature of 25 deg C:

C. Special UPS Warranties: Written warranties, signed by manufacturer and Installer agreeing to replace components that fail in materials or workmanship within special warranty period.

1. Special Warranty Period: Two years from date of installation/power-up.

1.9 MAINTENANCE

A. Extra Materials: Furnish extra materials described below that match products installed and that are packaged with protective covering for storage and identified with labels describing contents.

1. Fuses: One for every 10 of each type and rating, but not less than one of each.

2. Cabinet Ventilation Filters (if so equipped): One complete set.

3. One spare Power Module.

4. One spare Intelligence Module.

UNINTERRUPTIBLE POWER SUPPLY (UPS)

B. Maintenance Service: Beginning at Substantial Completion, provide full maintenance service for the UPS and UPS batteries for a minimum of 12 months, using factory-trained service personnel. Maintenance shall, at no additional cost to the Government. Service shall include quarterly preventive maintenance, repair or replacement of worn or defective components, and adjusting as required for proper operation. Use parts and supplies as recommended by manufacturer based consistent with installed equipment.

1. Service personnel shall arrive on-site within 24 hours of any request, and replacement parts shall arrive on-site within 24 hours of determining need for the part.

PART 2 - PRODUCTS

2.1 MANUFACTURERS

A. Availability of Service Personnel: Manufacturers shall have worldwide service organization, with factory-trained service personnel available within 5000 kilometers to be able to provide support 24 hours a day, 7 days a week, 365 days a year.

B. Availability of Spare Parts: Manufacturers shall have worldwide component and system distributorships, with replacement parts available from manufacturer using their regularly available expediting delivery for receipt within 24 hours of request.

C. Available Manufacturers: Subject to compliance with requirements, manufacturers offering products that may be incorporated into the Work include, but are not limited to, the following:

1. APC Symmetra PX UPS

2. Chloride UPS

3. Eaton UPS

4. Liebert UPS

2.2 MODES OF OPERATION

A. Normal: Input converter and output inverter shall operate in on-line manner to continuously regulate power to critical load. Input and output converters shall be capable of full battery recharge while simultaneously providing regulated power to load for all line and load conditions within range of UPS specifications.

B. Battery: Upon failure of AC input source, critical load shall continue being supplied by output inverter, which shall derive its power from battery system. There shall be no interruption in power to critical load during both transfers to battery operation and retransfers from battery to normal operation.

C. Recharge: Upon restoration of AC input source, input converter and output inverter shall simultaneously recharge battery and provide regulated power to critical load.

D. Static Bypass: Static bypass shall be used to provide transfer of critical load from Inverter output to bypass source. This transfer, along with its retransfer, shall take place with no power interruption to critical load. In event of emergency, this transfer shall be automatic function.

E. Maintenance Bypass: Equip system with Maintenance Bypass Panel (MBP) used to electrically isolate UPS and supply load directly from mains supply, if UPS system has to undergo maintenance or service.

2.3 INPUT POWER CONVERTER

A. House converters within parallel connected, removable power modules. Converters shall constantly control power imported from mains input of system to provide necessary UPS power for precise regulation of DC bus voltage, battery charging, and Main Inverter regulated output power.

B. Input Current Total Harmonic Distortion: Hold input current THDI to 5 percent or less at full system, while providing conditioned power to critical load bus, and charging batteries under steady-state operating conditions. This shall be true while supporting loads of both linear or non-linear type, and shall be accomplished with no additional filters, magnetic devices, or other components.

C. Soft-Start Operation: UPS shall contain soft-start functionality, capable of limiting input current from 0-100 percent of nominal input over default 10 seconds period, when returning to

AC utility source from battery operation. Change in current over change in time shall take place in linear manner throughout entire operation (di/dt= constant).

D. Magnetization Inrush Current: UPS shall exhibit 0 inrush current.

E. Input Current Limit:

1. Input converter shall control and limit input current draw from utility to 135 percent of

UPS output. During conditions where input current limit is active, UPS shall be able to support 100 percent load, charge batteries, and provide voltage regulation.

2. In cases where source voltage to UPS is nominal and applied UPS load is equal to or less than 100 percent of UPS capacity, input current shall not exceed 110 percent of UPS output current while charging batteries.

F. Charging:

1. Battery charging circuit shall contain temperature compensation circuit which shall regulate battery charging to optimize battery life.

2. Battery charging circuit shall remain active when in requested Static Bypass and in

Normal Operation.

3. Back-feed Protection: Use logic controlled contactor to provide back-feed protection.

2.4 BATTERY

A. Modular construction made up of user replaceable, hot swappable, fused, battery modules.

Each battery module shall be monitored for voltage and temperature for use by UPS battery diagnostic, and temperature compensated charger circuitry.

B. Battery block housed within each removable battery module shall be of Valve Regulated Lead

Acid (VRLA) type.

C. UPS shall incorporate battery management system to continuously monitor health of each removable battery module. This system shall notify user in event that failed or weak battery module is found.

2.5 OUTPUT INVERTER

A. The UPS output inverter shall constantly recreate UPS output voltage waveform by converting

DC bus voltage to AC voltage through set of IGBT driven bi-directional power converters. In both normal operation and battery operation, output inverters shall create an output voltage independent of mains input voltage. Input voltage anomalies such as brown-outs, spikes, surges, sags, and outages shall not affect amplitude or sinusoidal nature of recreated output voltage sine wave of output inverters.

B. Overload Capability: Steady-state overload conditions of up to 150 percent of system capacity shall be sustained by inverter for 60 seconds in normal and battery operation. Should overloads persist past outlined time limitation, critical load shall be switched to automatic static bypass output of UPS.

C. Output Contactor: Provide output inverter with output mechanical contactor to provide physical isolation of inverter from critical bus. With this feature, failed inverter shall be removed from critical bus.

D. Battery Protection: Provide inverter with monitoring and control circuits to limit level of discharge on battery system.

E. Redundancy: Configure UPS with redundant output inverters, each with semiconductor fusing, and logic controlled contactors to remove failed component from critical bus.

2.6 STATIC BYPASS

A. As part of UPS, provide system static bypass switch. System static bypass shall provide no break transfer of critical load from inverter output to static bypass input source during times when maintenance is required or when inverter cannot support critical bus (such times may be due to prolonged or severe overloads, or UPS failure). UPS and static bypass switch shall constantly monitor auxiliary contacts of their respective circuit breakers, as well as bypass source voltage, and inhibit potentially unsuccessful transfers to static bypass from taking place.

B. Static switch power path shall consist of Silicon Controlled Rectifiers (SCR) with continuous duty rating of 125 percent of UPS output rating.

C. Automatic Transfers: Automatic transfer of load to static bypass shall take place whenever load on critical bus exceeds overload rating of UPS. Automatic transfers of critical load from static bypass back to normal operation shall take place when overload condition is removed from critical bus output of system. Automatic transfers of load to static bypass shall also take place if for any reason UPS cannot support critical bus.

D. Manual Transfers: Manually initiated transfers to and from static bypass shall be initiated through UPS display interface.

E. Overloads: Static bypass shall be rated and capable of handling overloads equal to or less than

125 percent of rated system output continuously. For instantaneous overloads caused by inrush current from magnetic devices or short circuit conditions, static bypass shall be capable of sustaining overloads of 1000 percent of system capacity for periods of up to 100 milliseconds.

F. Static bypass switch shall be of modular design and hot swappable.

G. System Protection: Incorporate back-feed protection in static bypass circuit. To achieve back-feed protection, mechanical contactor in series with bypass SCR(s) shall be controlled by

UPS/static switch to open immediately upon sensing condition where back-feeding of static switch by any source connected to critical output bus of the system is occurring.

2.7 DISPLAY AND CONTROLS

A. Control Logic: Control UPS by two fully redundant, user-replaceable/ hot-swappable control modules. These modules shall have separate, optically isolated, communication paths to power and static switch modules. Derive logic power for control modules from redundant power supplies, each having separate AC and DC input and output. Communication of control modules shall be of Controller Area Network (CAN Bus).

B. Display Unit: Locate microprocessor controlled display unit on hinged door in front of system.

Display shall consist of alphanumeric display with backlight, four LEDs for quick status overview, and keypad consisting of pushbutton switches.

C. Metered Data: The following metered data shall be available on alphanumeric display:

1. Year, Month, Day, Hour, Minute, Second of occurring events

2. Source Input Voltage

3. Output AC voltage

4. Output AC current

5. Input Frequency

6. Battery voltage

D. Event log: Display unit shall allow user to display time and date stamped log of most recent status and alarm events.

E. Alarms: Display unit shall allow user to display log of all active alarms. Provide the following minimum set of alarm conditions:

5. Intelligence Module removed

6. Redundant Intelligence Module inserted

7. Redundant Intelligence Module removed

F. Controls: Accomplish the following controls or programming functions by use of display unit.

Pushbutton membrane switches shall facilitate these operations.

1. Silence audible Alarm

2. Display or set the date and time

3. Enable or disable the automatic restart feature

4. Transfer critical load to and from static bypass

5. Test battery condition on demand

6. Set intervals for automatic battery tests

7. Adjust set points for different alarms

8. Program the parameters for remote shutdown.

G. Potential Free (Dry) Contacts: Provide the following potential free contacts on relay interface board:

1. Normal Operation

2. Battery Operation

3. Bypass Operation

4. Common Fault

5. Low Battery

6. UPS Off

H. Communication Interface Board: Board shall provide the following communication ports which can be used simultaneously:

1. RS232 Serial Port #1

2.8 MAINTENANCE BYPASS PANEL (MBP)

A. Maintenance bypass panel, housed within same UPS cabinet, shall enable UPS system to be transferred to maintenance bypass mode and to be isolated for essential maintenance.

Maintenance bypass panel shall contain protection of all UPS/external static-switch feeder and outgoing busbars and all necessary ACB/isolating switch interlocking to allow fail-safe start-up, shutdown and transfer to maintenance bypass.

2.9 POWER DISTRIBUTION UNIT (PDU)

A. General:

1. House 100A rated Modular Power Distribution Unit within UPS frame.

2. Provide PDU with 18 pole positions available for installation of modular output distribution breakers. Provide feeds to server racks with single or three pole 16A or 32A circuit breakers. Channel power to cabinets from PDU via overhead power feeds exiting through top of PDU. Feeds shall lay across top of cabinets via overhead troughing system. These troughs shall sit on top of cabinets and shall be of tool-less installation.

Provide PDU with branch circuit monitoring that links to management system interface.

B. Electrical:

1. House PDU functionality within same frame as UPS, with both in standard 600mm IT equipment rack.

2. Provide PDU with at least one 3-phase distribution panel. Feed panel by output of 3-phase Symmetra modular UPS system. Panel shall be rated for Site Distribution Voltage, L1,L2,L3,N, PE. Populate PDU with standard modular distribution breakers either as 1p

(18) or 3p (6), or with RCD breakers either as 1p (9) or 3p (3).

3. Input and Output distribution for panel shall be from top, with power cables provided by

UPS vendor connecting distribution breakers identified elsewhere in this Article to equipment rack. Provide each cable with IEC-309 plug that connects to rack PDU (outlet strip). Length of power cable shall be related to layout of IT room equipment racks.

2.10 BATTERY DISCONNECT BREAKER

A. Provide each UPS sized for system (e.g., 250A 500Vdc-rated) thermal-magnetic trip molded-case circuit breaker. Equip each circuit breaker with shunt trip mechanism and 1A/1B auxiliary contacts (1 AUX contact for the internal DC circuit breaker). Locate circuit breakers within

UPS enclosure or as part of line-up-and-match type battery cabinet.

2.11 MAINTENACE BYPASS

A. Maintenance bypass shall provide power to critical load bus from bypass source during times when maintenance or service of UPS is required.

B. Provide sized for system in front of Mains input. For dual mains, provide 80A gL fuse on bypass input.

2.12 SOFTWARE AND CONNECTIVITY

A. Network Adaptor: Ethernet Web/SNMP Adaptor shall allow one or more network management systems (NMS) to monitor and manage UPS in TCP/IP network environments. Provide management information base (MIB) in DOS and UNIX "tar" formats.

B. Unattended Shutdown

1. UPS, in conjunction with network adaptor, shall be capable of simply, quickly, and reliably shutting down one or more operating systems.

2. UPS shall also be capable of using an RS232 port to communicate by means of serial communications to gracefully shut down one or more operating systems during an on battery situation.

2.13 REMOTE UPS MONITORING

A. Provide the following three methods of remote UPS monitoring:

1. Web Monitoring: Remote monitoring via web browser such as Internet Explorer.

2. RS232 Monitoring: Remote UPS monitoring via either RS232 or contact closure signals from UPS.

3. Simple Network Management Protocol (SNMP): Remote UPS Monitoring through standard MIB II compliant platform.

2.14 SOFTWARE COMPATIBILITY

A. UPS manufacturer shall provide software to facilitate simple, quick, and reliable attended and unattended shutdown and remote monitoring for the following systems:

PART 3 - EXECUTION

3.1 INSTALLATION

A. Install UPS components in accordance with manufacturer’s instructions.

3.2 FACTORY ASSISTED START-UP

A. Factory trained service personnel shall perform inspections and test procedures identified in this

Article, and on-site training required in this Section. Perform each visual and mechanical inspection and electrical test identified in NETA ATS. Certify compliance with test parameters.

B. Contractor shall perform start-up work in accordance with applicable construction security requirements identified in Division 01 Sections.

C. Visual Inspection:

1. Inspect equipment for signs of damage.

2. Verify installation in accordance with manufacturer’s instructions.

3. Inspect cabinets for foreign objects.

4. Inspect Battery Units.

D. Mechanical Inspection:

1. Check all UPS and external maintenance bypass cabinet internal control wiring connections.

2. Check all UPS and external maintenance bypass cabinet internal power wiring connections.

3. Check all UPS and external maintenance bypass cabinet terminal screws, nuts, and/or spade lugs for tightness.

E. Electrical Inspection:

1. Verify correct input and bypass voltage.

2. Verify correct phase rotation of all mains connections.

3. Verify correct UPS control wiring and terminations.

4. Verify voltage of all battery modules.

5. Verify neutral and ground conductors are properly landed.

6. Inspect external maintenance bypass switch for proper terminations and phasing.

F. Monitoring and Testing Schedule: Follow manufacturer’s instructions, and document with appropriate dates and observations in order to preserve warranty.

1. Ensure proper system start-up.

2. Verify proper firmware control functions.

3. Verify proper firmware bypass operation.

4. Verify proper maintenance bypass switch operation.

5. Verify system set points.

6. Verify proper inverter operation and regulation circuits.

7. Simulate utility power failure.

8. Verify proper charger operation.

9. Document, sign, and date all test results.

3.3 TRAINING

A. Training During Startup: During factory-assisted start-up, factory-trained technician shall provide 2-day operational on-site training for post personnel (as identified by Contracting

Officer/COR). Topics shall include key pad operation, LED indicators, start-up and shutdown procedures, maintenance bypass and AC disconnect operation, and alarm information.

B. Training Prior to Closeout: Factory-trained technician shall provide 2-day UPS service on-site training workshop for post personnel (as identified by Contracting Officer/COR). Workshop format shall include combination of lecture and practical instruction with hands-on laboratory sessions. Workshop content shall include instruction about safety procedures, UPS operational theory, sub-assembly identification and operation, system controls and adjustment, preventative maintenance, and troubleshooting.
