About this file
This is a Justification and Approval (J&A) document for Other Than Full and Open Competition from the Department of Veterans Affairs Program Contracting Activity Central (PCAC) for brand-name Physical Access Control System equipment from Cahoon and Associates at the Loch Raven VAMC.
The J&A supports the Electronic Health Record Modernization (EHRM) Infrastructure Upgrades minor construction project, valued between $10-20 million. The document justifies sole-source procurement of Cahoon and Associates' Physical Access Control System as they are the contracted vendor for all physical security needs for VISN 05 Medical Centers. The justification cites that installing a different manufacturer's system would create significant cost duplication and integration issues with existing systems. While the specific components will be sole-sourced, the overall construction project will be competed as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, with market research identifying 216 potential SDVOSB vendors nationally for this type of construction work.
