About this file
This document provides descriptions of seven training kits required for specialized security training. The kits include inert improvised explosive device components, firearms, and prohibited items for classroom and operational checkpoint environment training. Modular Bomb Set kits contain IEDs and components for x-ray and explosive trace detection training. A Weapons Training Kit provides handguns, stun guns, and knives for detection training. An Advanced Imaging Technology Kit contains IED items for passenger screening training on AIT machines. A Thumbprint Quality Control kit produces explosive traces for explosive detection training. A Bottle Liquid Scanner Kit supports training for liquid screening using laser technology. The related federal contract opportunity is solicitation number 70T01021R7670N004 for the Transportation Security Administration's Specialized Security Training requirement, with due dates and instructions in the solicitation. The agency is the Department of Homeland Security's Transportation Security Administration.

List and Description of Kits
1. Modular Bomb Set (MBS) II Training Kit
2. MBS IIA Training Kit
3. MBS IIS (Super) Training Kit
4. Weapons Training Kit
5. AIT Training Kit V2
6. Thumbprint Quality Control (TQC)
7. Bottle Liquid Scanner (BLS) Training Kit
Modular Bomb Set (MBS) II
The MBS II kit contains training aids designed for classroom training for IED and IED component recognition and for IED detection and resolution training in an operational environment (i.e. Checkpoint and Checked baggage). The kit contains multiple inert IED components that are visual, tactile and X-ray correct. Components and fully assembled IEDs can be run through the x-ray and EDS by themselves for image presentation or hidden in bags to train TSOs how to recognize the IEDs and their components and how to correctly resolve these situations in accordance with Standard Operating Procedures (SOP’s). They can also be hidden on person or in personal property for training with the WTMD, HHMD, Pat-Down and Whole Bag Search procedures. All components show realistic images on the x-ray and EDS.
MBS IIA Kit
The MBS IIA kit is designed to work in conjunction with the MBS II kit to support TSO pat-down training and testing in the classroom and in an operational environment at the checkpoint.
The kit contains numerous training aids to facilitate placing IEDs, IED components, weapons or other prohibited items on the body for TSO training and testing. Additionally, the kit contains one pair of shoes with a shoe bomb built in. There are nine different pairs of shoes available with nine different IEDs built in.
MBS IIS (Super) Kit
The MBS Super Kit is a combination of the MBS II and MBS IIA kits with no additions or deletions. Its purpose is to combine the two kits into one.
Weapons Training Kit
The Weapons Training kit is designed to provide TSO’s with the training aids needed for identification and detection training of firearms and other prohibited items in the classroom and checkpoint environment. The kit includes handguns, stun guns a knife and other weapons components. The handguns represent a selection of handgun types both semi-automatic and revolvers. Some of the weapons can be disassembled to allow the TSOs to train on weapon components. None of the training aids are operational weapons. All items and their disassembled components show realistic images on the x-ray. The kit allows for realistic weapons detection training.
Advanced Imaging Technology (AIT) V2 Training Kit
The AIT Training Kit contains training aids designed to provide TSOs with the opportunity to train on IED, and IED component detection and resolution, using pat-down procedures in accordance with the latest SOP, in the operational environment at the checkpoint using the AIT machines. The kit contains inert IED components and simulants that, by themselves or fully assembled, can be used for all facets of passenger screening on AIT technology. In addition to the IED components, pat-down and concealment training aids have been added to increase realistic training opportunities for the TSOs.
Thumbprint Quality Control (TQC) Kit
Thumbprint Quality Control (TQC) is an explosive surrogate designed to produce an alarm on Explosive Trace Detector (ETD) machines for use in Transportation Security Officers (TSO) training and testing in ETD operations, explosives detection and alarm resolution.
Bottle Liquid Scanner (BLS) Training Kit (For the Smiths RespondeR BLS only)
The BLS Training Kit contains training aids designed to provide TSOs with training aids for basic operator training for the screening of liquids and the detection of liquid explosives using laser technology. The kit contains a number of different types of plastic and glass containers with various inert liquids and one container of an alarming substance to be used with the Smiths RespondeR unit. Presently the kit only supports training on the Smiths RespondeR unit.
