The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Engineering Services Division (ESD) has a requirement for the installation, configuration, and monitoring of Intrusion Detection Systems (IDS), including DMP XR-550 panels with Keypads, at Building 80 and the upstairs secure space of the leased hangar (formerly known as the Telephonics Hangar). These systems must meet the requirements for classified workspaces as outlined in COMDTINST M5530.1C Chapter 4 and must be installed and configured in accordance with the original equipment manufacturer (OEM) specifications. The IDS systems are critical to ensuring compliance with physical security standards for classified workspaces, including continuous monitoring, backup power, and integration with access control systems.

2.0 Requirements

The Contractor shall install, configure, and test both IDS systems in both locations to meet the mandated security standards for classified workspaces. The Contractor shall perform all work between the hours of 7:00 a.m. and 4:00 p.m., Eastern Time, Monday through Friday (excluding Federal holidays). Performance under this order shall be at:

United States Coast Guard Aviation Logistics Center ESD, Building 80 1664 Weeksville Road Elizabeth City, NC 27909

The Contractor’s representative shall travel to ALC for on-site visits to perform services based on a mutually agreed upon schedule. The Government’s technical point of contact (POC) for this effort is Mr. Stephen Smith.

He should be contacted either by phone at (757) 375-4270 or by email at Stephen.C.Smith@uscg.mil to schedule service. Mr. Smith will also be the Contractor’s POC to arrange access to the USCG base and provide any further visit instructions.

The firm-fixed prices listed in the schedule include: travel time; on-site labor hours; airfare; lodging; baggage fees; rental car; per diem; and any other travel costs related to the service call. The Contractor shall provide all of the parts, materials, labor, supplies, and test equipment required to provide the services described in this SOW at the firm-fixed price listed in the Schedule.

The prices in the schedule include all required IDS components and installation kits, but do not include the cost of any additional hardware or parts that require repair and/or replacement. IDS installation kits should be shipped to ALC at the address above to the attention of Mr. Stephen Smith. The Contractor shall confirm receipt of all IDS installation kits prior to traveling.

mailto:Stephen.C.Smith@uscg.mil

At a minimum, the Contractor shall perform the following actions for each Intrusion Detection System:

a. Control Panel Installation: Install and configure DMP XR-550 panels with Keypads in accordance with the Electronic Security System Standards Technical Specifications Handbook (to be provided by the government’s technical POC) to meet UL-634 Level II standards. The Premise Control Unit (PCU) itself must be installed inside the protected Classified Workspace (CWS).

b. Install High Security Switches (HSS) or Balanced Magnetic Switches (BMS) on all perimeter doors, windows, and other accessible openings.

c. Install motion detectors to provide complete coverage within the secure spaces, including coverage of false ceilings and false floor areas.

d. Install a closed caption TV (CCTV) system to monitor the exterior of all CWS perimeter doors. The system must provide a minimum of 30-days of continuous video recording.

e. Install an external audible alarm (e.g., siren or bell) that activates upon a confirmed intrusion.

f. Install exterior antennas and associated cables to support primary or redundant cellular communication for alarm monitoring.

g. Integrate the IDS with existing security protocols, including access control systems compliant with

Homeland Security Presidential Directive 12 (HSPD-12).

h. Provide and install a backup power system for the IDS and CCTV systems via Uninterruptible Power

Supply (UPS) or connection to an emergency generator to ensure continuous operation for at least 24 hours.

i. Conduct a full system test of all components (control panel, sensors, communicators, alarms, power backup, and tamper features) to ensure full operational capability.

j. Provide post-installation reports detailing the final system configuration, comprehensive testing results, and recommendations for future maintenance.

k. Provide and affix decals indicating system compliance, installation date, and the next scheduled maintenance date.

2.1 Calibration and Documentation

Calibration shall be performed after each recertification cycle and shall include adjustment and correction so that the item performs at an acceptable level. Calibration shall also encompass identifying and determining the cause(s) of errors and performing corrective action(s) when applicable. Calibration shall consist of a comparison of the device under test with a calibration standard of known accuracy. The calibration standard shall be traceable to a national or international standard.

The installed IDS systems shall meet all requirements outlined in COMDTINST M5530.1C Chapter 4, including:

1. Continuous Monitoring: IDS systems must be monitored 24 hours a day by an authorized central monitoring station.

2. Backup Power: IDS systems must have immediate backup power capable of sustaining operations for at least 24 hours. If power loss exceeds 24 hours, a live watch must be posted until power is restored.

3. Tamperproof Features: IDS systems must incorporate tamperproof features to alert for abnormal operating conditions.

4. Certification Documentation: The Contractor shall provide the following documentation for each IDS system:

o Installation Certificate: A certificate confirming the IDS system meets all applicable security requirements.

o Maintenance Schedule: A recommended schedule for future testing and maintenance to ensure continued compliance.

o Decals: Decals applied to the IDS system to indicate installation date, next maintenance due date, and system specifications. Decals shall be applied in a manner that does not damage the equipment or hinder its operation.

2.2 Over and Above Hardware and/or Repairs

If the Contractor determines that one or both of the IDS systems will require the repair or replacement of hardware, additional labor hours, and/or additional travel expenses not already covered under this order, the Contractor shall provide a separate quote for this work. The quotation shall include a firm fixed-price for additional travel expenses, a description of repairs, itemized pricing of replacement hardware, and the number of labor hours required to complete the repairs.

The Contracting Officer will be responsible for reviewing the quotation. Every effort will be made to provide approval in time to allow the Contractor to complete the repair during their visit. In the event that this is not possible, the Contracting Officer will respond to the quotation no later than 30 days after receipt. Additional work shall not be performed until the quotation is accepted and a modification is provided by the Contracting Officer.

The USCG shall not be liable for any amount expended by the Contractor in excess of the applicable firm fixed prices reflected in the schedule unless prior written authorization has been given by the Contracting Officer.

2.3 Replacement Parts

Parts of the IDS System found to be in a serviceable condition as a result of functional testing shall be reused.

4.0 Policies and Regulations

4.1 Access to USCG Base Elizabeth City

ALC is a tenant command of Base Elizabeth City. The Contractor shall be met at the gate by a Government representative and shall be continually escorted by the representative for the duration of the visit. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee.

4.4 Tobacco Policy

The USCG prohibits the use of smoking tobacco and smokeless tobacco in the workplace to protect the health of all its workers. The USCG shall assume no liability or responsibility for the Contractor's compliance or non-compliance with such requirements. In addition, the Contractor is required to flow down the safety requirements/specifications to all subcontracts/subcontractors. Safety requirements listed herein that do not concern Contractor’s operations or services shall be considered self-deleting as mutually agreed by the Contracting Officer and the Contractor.
