About this file
This document is a Responses to Questions Amendment 4 for USCG Request for Quote 70Z03826QE0000009, providing answers to questions 44-72 submitted by contractors regarding a security system installation project. The answers were provided on 26 February 2026.
The RFQ involves installing a Closed-Circuit Television (CCTV) system and Intrusion Detection System (IDS) at two USCG locations: Building 80 and a Leased Hanger. Key requirements include two interior cameras (one outside the entrance door to each room) with no cameras required on roofs, exterior areas, or in hangers. The CCTV system will not be connected to the facility's network, and a new Command Control/Security Operations Center (SOC) is planned. No specific brand preference exists for the CCTV system. Building 80's access control system is Bosch; the Leased Hanger uses DMP. For the IDS, contractors may use manufacturers other than DMP provided equipment meets all system requirements. Two keypads and two external audible alarm sensors (one per location) are required, with IDS sensor coverage adequate for room interiors including areas above false ceiling tiles. Installers must be certified as HSPD-12 providers. Power stability at both locations is moderate. Office walls consist of sheetrock. Additional facility details regarding ceiling types, perimeter walls, door frames, cable routing, and conduit requirements are referenced in prior amendment responses. The proposed system must demonstrate cybersecurity vulnerabilities testing capability.

This document provides United States Coast Guard (USCG) responses for questions that have been asked regarding Request for Quote (RFQ) 70Z03826QE0000009. Question numbers are provided simply as a reference and in no way infer a prioritization of the questions.
Number Question USCG Response 44 How stable is the power in both locations? Moderate
45 Is there a dropped ceiling in all areas of installation?
See response to question #11 on Response to Questions Amendment 1.
46 What type of walls are there in the perimeter areas?
See response to question #12 on Response to Questions Amendment 1.
47 What type of walls are inside the offices? The office walls consist of sheetrock.
48 Do we need to drill between the walls to run our cable infrastructure?
See response to question #13 on Response to Questions Amendment 1.
49 Do we need to use conduit? If yes, what do you estimate the total conduit footage will be?
See response to question #14 on Response to Questions Amendment 1.
50 Are the door frames metal and concrete filled?
See response to question #15 on Response to Questions Amendment 1.
51 To integrate the Intrusion Detection System, can you provide the name of the existing access control systems; and is the software updated?
BLDG 80’s access control system is Bosch and Leased Hanger’s is DMP. The status of the system’s software is unknown.
52 Does the installer have to be certified as an HSPD-12 provider?
Yes.
53 Are you planning to have a new Command Control (SOC) for the new CCTV System?
Yes.
54 Is there a preference of a brand for the new CCTV system?
No.
55 Is there a special room with HVAC allocated for the new CCTV servers?
There is one for the leased hanger. The bldg 80 location is a single room so it would likely be best mounted on an interior wall.
56 How many cameras are to be installed in interior areas and where?
Two (2) (One (1) outside the entrance door to each room.
57 How many cameras are to be installed in a hanger?
None.
How many cameras are to be installed on the roof, how high is it, and where will they be located?
None.
59 How many cameras are to be installed outside the buildings?
None.
60 Do you need 360-degree view in some areas? If so, can you specify what areas?
A 360-degree view is not a requirement.
61 Do you need Pan/Tilt/Zoom for some areas?
No.
62 Is there a parking area to be viewed by any camera? If yes, please specify what type of camera.
See response to answer question #59 above.
63 Is there a requirement to install some cameras on poles? If yes, how many and is there an existing connection to existing conduit to the poles?
See response to answer question #59 above.
64 Are the cameras to be standard-alone cameras, as in not connected to the facility’s network?
Yes, they will not be on the facility’s network.
65 Based on the SOW, there is a need for an intrusion detection system (IDS). Can you tell us how many IDS sensors points are to be installed; and where?
Enough to provide adequate coverage of room interior, including area above false drop ceiling tiles.
66 Is there a floor plan for the installation of the sensors?
See responses to questions #7 and # 35 in Response to Questions Amendment 1.
67 Is DMP the only brand accepted as a sole source, or can we install another equivalent brand?
Other manufacturers’ equipment that meets all system requirements would be acceptable.
68 How many keypads do you need in your facilities?
Two (2); One (1) for each location.
69 Do you currently have existing IDS Sensors in your doors? Please specify which doors.
See response to question #17 on Response to Questions Amendment 1.
How many external audible alarm sensors are required?
Two (2); one (1) for each location.
71 How many High Security Switched are required, and do you have a floor plan available?
See responses to questions #2, #7, and # 35 in Response to Questions Amendment 1.
72 Does the proposed system need to demonstrate a cyber security vulnerabilities test?
