About this file
This is a Questions and Answers document for RFP 70Z03826QE0000009, issued by the United States Coast Guard (USCG) on February 9, 2026. The document addresses 35 contractor inquiries regarding the installation of intrusion detection systems (IDS) and closed-circuit television (CCTV) systems at two USCG facilities in Elizabeth City, North Carolina: Building 80 (300-400 square feet, 10-12 years old) and a Leased Hangar (1,200-1,600 square feet, 15-25 years old). Building 80 will require three motion sensors while the Leased Hangar will require five. Both locations have single main entrance doors with existing IDS sensors of unknown manufacturability and reusability. An existing CCTV system is in place at Building 80, but none exists at the Leased Hangar. The Government cannot verify equipment reusability and encourages on-site visits for clarification.
Key requirements include integrating the new IDS with the existing access control system, installing DMP XR-550 panels and high-security switches, implementing 24/7 remote security monitoring through a UL-licensed central monitoring station, and providing battery backup with 24-hour capability (each building has a backup generator). Both facilities feature suspended drop ceiling tiles, concrete block/concrete perimeter walls, and metal door frames. The Government will not release facility drawings for the classified workspaces, provide a budget range, or allow partial or progressive payments. Exterior cameras should be mounted at 6' to 10' heights. Both buildings already have proper cipher locks or CDX series pedestrian door combination locks installed. Interested parties are encouraged to schedule on-site visits to assess existing infrastructure, including cable reusability, cable tray availability, and conduit requirements.
