About this file

This is a Responses to Questions document (Amendment 3) for United States Coast Guard Request for Quote 70Z03826QE0000009, with answers provided on 18 February 2026. The document addresses eight questions (numbered 36-43) regarding Intrusion Detection System (IDS) installation and monitoring requirements at two secure spaces at CG Base Elizabeth City, NC.

Key requirements clarified include: two simple rectangular spaces each requiring one exterior camera and one balanced magnetic switch; a localized, non-network NVR (such as Avigilon) to be located inside the secure space with no network access provided; battery backup capability for 24-hour system operation in case of local power and generator failure; existing IDS systems in both spaces that are not currently connected to outside monitoring; standard contractor reports meeting SOW specifications are acceptable; contractor-authorized UL monitoring stations are acceptable, with responsibility for relaying IDS alerts to CG Base Elizabeth City NC Central Dispatch Center for further distribution to CG Security or Fire Department; and registered UL Certification for both spaces including annual UL inspections is required. The responses confirm that network access will not be provided, emergency generators are already operational at both buildings, and two forms of network redundancy complying with UL-634 level 2 standards are acceptable in lieu of a cellular communicator.

This document provides United States Coast Guard (USCG) responses for questions that have been asked regarding Request for Quote (RFQ) 70Z03826QE0000009. Question numbers are provided simply as a reference and in no way infer a prioritization of the questions.

Number Question USCG Response

36 In reference to section "2.0 Requirements" of the SOW, is there a floor plan we can access that will give us door counts for exterior cameras needed, Balance Magnetic Switches needed, as well as any and all other IDS required devices needed?

There isn’t a floor plan to provide. Each of the two spaces is a simple rectangle shape with one primary entrance/exit door. One exterior camera needed for each space for a total of two. One balanced magnetic switch for each space for a total of two.

37 In reference to "2.0 Requirements, Section D" of the SOW, will a localized "not-on-network"NVR such as an Avigilon NVR be sufficient for this requirement and would the NVR/Recorder be located inside the secure space or outside of the secured space?

Inside the secure space. Network access is not provided.

38 In reference to "2.0 Requirements, Section F" of the SOW, is a cellular communicator required, or will two forms of network redundancy which is allowed by UL-634 level 2 be sufficient and will network access be provided?

Network access will not be provided.

39 In reference to "2.0 Requirements, Section G" of the SOW, what is the the Physical Access Control being used?

Are there already requirements for certain integration uses, if so, what are those requirements and uses?

There is an existing IDS in each of the two secure spaces, but neither are currently connected to an outside monitoring service.

40 In reference to "2.0 Requirements, Section H" of the SOW, will there already be plans to have an emergency generator on site providing up to 24 hours of back up power, and will having a UPS connected to the main power supply in the space's MDF/IDF be able to run off the emergency generator or will a separate connection

Emergency generators are operational for both buildings. Battery backup for the IDS should be capable of powering the system for 24 hours.

This would become necessary in the event of local power and generator failure.
