About this file
This is a Statement of Need for the removal and replacement of five exterior shade canopies at the 9th Communications Squadron atrium located at Beale Air Force Base in California.
The existing shade canopies have exceeded their service life due to weather exposure and age-related degradation, resulting in material wear, reduced tension integrity, and diminished protective capability. The contractor must remove the existing canopies and install five replacement shade sails fabricated from commercial-grade fire-resistant (FR) shade cloth in multiple colors (2 red, 1 blue, 2 yellow). Approximate dimensions include a 21x20 ft red tarp, a 43x43 ft coverage across the entire atrium, a 23x23 ft blue canopy, and 10 ft lengths at each corner. The contractor shall conduct an initial site visit to verify field measurements, assess the condition of existing mounting posts, cables, and brackets, and determine suitability for reuse. Materials, fabrication, delivery, installation, hardware replacement, and disposal of existing canopies are the contractor's responsibility. All work must comply with applicable safety and structural standards including UFC, AFOSH, NFPA, OSHA, CBC, and Beale AFB supplemental requirements. The replacement canopies must include a minimum one-year warranty on workmanship and materials.
Delivery and installation must be coordinated with the Government Point of Contact at least two weeks prior to the anticipated performance start date. Work shall be performed Monday through Friday between 0730–1630 hours, with installation, assembly, and cleanup occurring on the same day unless otherwise coordinated. The contractor must submit an Entry Authorization List to Pass and Registration within two weeks of delivery, and all contractor personnel must obtain base passes or be listed on the Entry Access List with two forms of identification or REAL ID to access Beale Air Force Base via the Wheatland Gate.

The Contractor shall fabricate and install the replacement canopies using the existing cables and hardware to the extent they are determined suitable for reuse. Any component shall be replaced only as necessary to ensure proper fit, functionality and structural integrity.
The Contractor shall promptly notify the Contraction Office of any discrepancies between site conditions and the requirement identified during the initial site visit that may impact ordering and installation. The Contractor shall not proceed with material procurement or install associated with such discrepancies without direction from the Contracting officer.
