The requirement includes two contract line items: Item 0001 specifies five canopy shades (PSC 7230) with firm fixed pricing, and Item 0002 specifies the installation service as one job (PSC J041) also on a firm fixed price basis. Both items must be delivered and completed by September 30, 2026. Inspection and acceptance will occur at the destination (Beale AFB, building 2445) with Aaliyah Villalobos designated as the point of contact. Awards will be F.o.b. destination with electronic invoicing required through the Wide Area WorkFlow (WAWF) system using the routing data provided. Multiple FAR and DFARS clauses apply, including buy American provisions, small business protections, whistleblower rights, and contractor access requirements for Air Force installations.

(a) Evaluation factors. The Government intends to award a contract resulting from this Request for Quotation (RFQ) to the responsible offeror whose quote conforming to the RFQ represents the overall best value to the Government, price and other factors considered.
Best value will be determined by using tradeoff procedures considering the following factors: Technical Approach, Delivery and Installation Schedule, and Price.
To be eligible for award, the offeror must be registered in the System for Award Management (SAM) at SAM.gov, have current representations and certifications, and not be listed on the SAM exclusions list.
The Government will review each offeror's price and order them from lowest to highest priced. The Government will evaluate quotations in ascending price order until a minimum of two (2) quotations are determined to be Technically Acceptable. Only those quotations determined to be Technically Acceptable will be further evaluated under the remaining evaluation factors and considered in the best-value tradeoff decision. The Government reserves the right to evaluate fewer or more quotations if necessary to ensure adequate competition and support a best value determination.
Award may be made to other than the lowest priced quotation if the Government determines a higher rated quotation provided greater overall benefit in response to the
RFQ.
Factor 1: Technical Approach
The Government will evaluate the offeror's 10-pagecapability statement to determine the Offerors understanding of the requirement and ability to successfully perform the requirements of the Statement of Need (SON). The evaluation will include:
Sub-Factor 1: Technical Approach: The Government will evaluate the technical approach to determine whether the offerors quote meet or exceeds the SON requirements.
Sub-Factor 2: Product Specification: The Government will evaluate product specification, or other descriptive documentation to determine whether the quote meets or exceeds the salient characteristics and requirements of the SON. Failure to provide sufficient information for the government to determine compliance with the solicitation may result in the quotation being determined unacceptable.
Sub-Factor 3: Delivery and Installation Schedule: The Government will evaluate the Offerors proposed delivery and installation schedule to determine the extent to which it supports timely and efficient completion of the requirement and provide overall benefit to the government.
Proposed schedules offering faster completion of the requirement may be considered more favorable by the Government.
Factor 3: Price The Government will evaluate price quotes for fairness, reasonableness, and balance in accordance with RFO Part 12procedures.
(b) Notice of award. A written notice of awardor acceptance of a quote, furnished to the successful offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
