About this file

This Performance Work Statement (PWS) details janitorial services for three facilities of the San Bernardino National Forest: the Supervisor's Office, Front Country Ranger Station, and Big Bear Discovery Center & Mountain Top Ranger Station. The contract requires bi-weekly basic cleaning services and bi-annual periodic cleaning across approximately 73,432 total square feet of facilities. Cleaning must be performed outside business hours, with specific time windows for each location (Supervisor's Office is 24/7, others have restricted after-hours access). Key cleaning requirements include maintaining floors, removing trash, cleaning entrances, disinfecting restrooms, vacuuming carpets, and performing periodic deep cleaning tasks like floor waxing and carpet shampooing.

The contractor must use biobased cleaning products, provide their own cleaning equipment, undergo a background investigation for personnel, maintain strict building security protocols, and submit invoices electronically. The government will conduct regular inspections, and the contractor must have a quality control plan. Personnel must be English-speaking, follow specific conduct guidelines, and are prohibited from certain activities like smoking, gambling, and bringing unauthorized individuals onto the premises. The contract includes provisions for scheduling disruptive activities, managing personnel changes, and adjusting contract terms if facility usage changes.
