Deliverables include individual inspection reports for each system with FMSS location numbers submitted as Adobe PDF files within 30 days of NPS comment receipt, a consolidated Excel deficiency log with sufficient detail and pictures for independent contractors to perform repairs, and documented cost estimates for identified deficiencies. Draft reports must be submitted within 21 days of site completion, and final consolidated logs are due by October 30th annually. Personnel must hold current NICET Level II certification and have at least three years of fire system inspection experience; alarm systems at Denali and Glacier Bay require factory-trained Edwards technicians. All inspection reports must be reviewed by an independent Fire Protection Engineer. Payment is structured at 50% for field work (in five 10% increments), 25% upon draft report submittal, and 25% upon government approval of final reports. Work is scheduled for March through May annually, with specific park system operation dates and coordination requirements detailed for each location.

SCOPE OF WORK

INSPECTION, AND TESTING of the NATIONAL PARK SERVICE
ALASKA REGION STRUCTURAL FIRE SYSTEMS
January 9, 2026
I. BACKGROUND
The purpose of this contract is to maintain fire protection systems and related components in facilities located throughout the Alaska Region of the National Park Service in a state of readiness such that if called on in the event of an emergency, there is a high level of confidence that these systems will perform their intended function. Fire Protection Systems, as used throughout this document, refers to either mechanical or electrical systems utilized for the suppression of structural fires and the notification of fires and emergencies to building occupants and firefighting personnel.
The basis of all work defined herein is taken from the most current versions of the National Fire
Protection Association (NFPA) 25, entitled Inspection, Testing, and Maintenance of Water Based
Fire Protection Systems; NFPA 72, entitled National Fire Alarm and Signal Code; UFC-3-601-02, entitled Operation and Maintenance: Inspection, Testing, and Maintenance of Fire Protection
Systems; UFC-4-021-01, entitled Design and O&M: Mass Notification Systems; and NPS RM-58.
If there is any deviation between these specifications and the current version of the International
Fire Code, the more stringent shall govern.
II. DESCRIPTION OF WORK
The Contractor shall furnish all labor, supervision, tools, materials, equipment, transportation, lodging and management necessary to provide inspection, testing, and documentation of fire suppression, fire alarm systems and all their components at 12 national parks across the Alaska
Region.
Fire suppression systems and fire alarm and notification systems vary in type and size depending on the intended service and the location of the system. There are typically multiple systems located within a single building. This contract will service fire systems at multiple facilities as per Table 1 below and Attachment 1 NPS AKR Structural Fire Asset Details.

Structural Fire Asset Details

The Scope of this contract shall include testing and inspection services as follows:
A. INSPECTIOND AND TESTING SERVICE REQUIRED:
1. Perform annual inspections/tests of fire alarms, sprinkler and clean agent systems, pumps, and backflow preventers. Each individual alarm, fire suppression, pump, clean agent, and backflow preventor shall have its own form with the FMSS Location number and building description written clearly in the title block. The following forms and reference documents are provided:

2. On occasion, the deficiency is only a very minor repair or adjustment. After notifying the Contracting Officer in advance for authorization of the work, and receiving approval, the Contractor shall be prepared to make the repair or adjustment during that year’s inspection provided the necessary parts are available. Examples might include but are not limited to adjusting the orientation of a sprinkler head sidewall, “snugging up” a sprinkler head or gage with a very slow leak, resecuring a loose wire, etc. It is anticipated that this will not be a common occurrence and will be at no additional cost to the government.
3. If a deficiency is identified that relates to imminent concern for life and safety, the deficiency shall be reported immediately to the Contracting Officer, Lead Government
Representative (LGR) and Park Facility Manger or their representative. Depending on the deficiency the Contracting Officer or their representative will provide further guidance.
4. If the deficiency was not corrected while on site, provide a detailed description of the work necessary to correct the deficiency on the inspection report and in the Structural
Fire Deficiency Log.
5. For sites that report to an alarm monitoring service, the contractor is responsible for notifying the monitoring agency and restoring the system to normal status. Test devices to ensure that they are reporting alarms, supervisory signals, and trouble signals (where applicable) properly to the alarm monitoring service. 6. Glycol filled fire suppression systems must be tested annually to confirm the system meets current NFPA requirements and findings reported to include type of test performed and high and low sample values.
7. Where glycol freeze protection is determined to be above -20 deg F, the contractor must contact the LGR immediately following the site visit to determine whether a contract modification is required to refill the systems with an approved -25 deg F (or lower)
NFPA product. The contractor will legally dispose of any drained freeze protection mixture.
8. When a system is due or past due the periodic (5-year and 10-year) Obstruction
Inspection or internal inspection of piping, it shall be documented on the inspection form as a deficiency and a cost estimate will be provided to conduct this inspection and return the sprinkler system to fully operational and ensure no leaks are present.
9. When non-functional systems are encountered, investigate and provide a report of repairs or improvements that are likely needed in order to make the system operational. Report shall include a detailed description of the work that is necessary to repair the system and a cost estimate for the work.
10. Any discrepancy between NPS data provided and conditions found in the field shall be documented with the attachment FILLABLE INVENTORY FORM - Structural Fire
Classifications to document new systems.
11. Utilities: Anytime any utilities (water, heat, AC, gas etc.) will need to be shut down for any period during the life of the contract, the contractor shall provide 48 hours advance notice to the LGR/PM. No system will be left out of service at the end of a workday or over a weekend without written permission from the LGR.
12. Any damages to Park property resulting from the Contractor’s performance of the contract shall be repaired to the Park’s satisfaction at the Contractor’s expense. All repairs must be approved by the LGR prior to being initiated.
13. Government Transportation: The Government will provide the following transportation:
DENA – Ground transportation at Denali for access to “west district” is restricted.
Contractor shall be required to obtain a Denali Park Road permit for transportation from the park headquarters area to the “west district” facilities, see attached “DENA Coordination Requirements”.
KATM – Ground transportation at King Salmon and at Brooks Camp shall be provided by the government. Transportation from King Salmon to Brooks Camp and back to King Salmon shall be at the contractor’s expense and should be included in the bid.
WEAR – Ground transportation in Kotzebue shall be provided.
YUCH – Ground transportation in Eagle shall be provided.
WRST – Kennecott – Ground transportation to Kennecott is restricted. Contractor may be provided Government transportation from the bridge in McCarthy to the
Kennecott Mill site or by local concessionaires.
14. Government Lodging: The Contractor and their subcontractors are responsible for their own lodging. In extremely rare circumstances, the Contractor may make a request to the Contracting Officer or their representative consideration for Government Lodging.
If granted the contractor shall pay the Government nightly rate.
15. New Systems: It is likely that the NPS will add alarm and fire suppression systems during the period of this contract. An adjustment in the contract cost for Inspection and
Testing of the added systems will be made for the contract year the systems are first inspected and any contract out years.
16. Inspection Schedule:
a. After contract award, the Contractor shall coordinate a fire protection system inspection and testing schedule with the Lead Government Representative (LGR) and park representatives as designated by the LGR.
b. The LGR may or may not choose to set up a brief virtual meeting with the
Contractor and park staff approximately one week prior to the Contractor’s inspection visit at each park.
c. The Contractor should plan to work within each park’s work hours, typically 7:00 am to 5:30 pm, Monday through Thursday. Requests to work outside these hours may be grated on a rare case by case basis with prior approval from the park at least one week in advance. Work on Federal Holidays is not allowed.
d. The field inspection and testing work of this contract is expected to occur for all parks in the spring during March through May except for WRST which may be delayed until early June. This is to ensure summer staff housing has been inspected prior to staff arrival. Most park fire suppression systems are charged year-round except for GAAR, KATM, SITK, and WRST as per below:

King Salmon systems are year-round; the water is on at Brooks typically by the middle of May
SITK
Systems are charged year-round. Ideally inspection dates would be mid-March to mid-April before the first cruise ship on April 25th.
WRST
Typically, all systems are up and running by the first week of June; Kennecott is the last one up.
17. Delays in Travel: The contractor shall always keep weather conditions in mind when making travel plans throughout the life of this contract. Travel delays in March through
May due to weather should not be included in the contract Proposal. Rather, up to two
“instances” of travel delays per park can be billed to the Government with proper documentation at a rate of 8 work hours per day, per employee, the standard government per diem rate, and travel expenses incurred. If a group of employees traveling together to a park are all delayed, it will be considered one “instance”. Travel delays that occur outside of the expected spring work period is the responsibility of the contractor.
18. Coordination of Inspection Work: Work in general and where multiple subcontractors will be performing inspections at a single park, the Contractor will make every effort possible to schedule their visits to coincide to limit the impact to park resources, and disruption to park operations.
19. Inspection Reports:
a. Each system/component identified on Attachment 1: 2026 NPS AKR Structural Fire
Asset Details shall have its own report.
b. Draft inspection reports shall be submitted for review and comment within 21 days of the completion of inspection at each specific site. Final inspection reports shall be submitted within 30 days of receipt of comments from NPS.
c. All final inspection reports shall be submitted electronically in Adobe.pdf format no later than September 30th of each year.
d. All professional and technical information developed under this contract, and all work sheets, reports, and related data shall become the property of the National Park
Service.
20. Consolidated NPS Structural Fire Deficiency Log:
a. Deficiencies identified on inspection reports shall be consolidated into a single Excel workbook with one sheet for each park. Attachment 11: Example NPS Structural
Fire Deficiency Log is largely fictitious but is provided for the contractor to see the format and level of document required for this contract.
b. Deficiencies shall be documented in sufficient detail including pictures where appropriate so that an independent contractor can order materials and make repairs without an initial pre-scoping trip to the park.
As an example, if the Deficiency Description is:
“Head's over 20 years old test or replace.”
Then the Required Repair Description should be:
“Replace 18 HSW white ISS + Head for Head box”
If the Deficiency Description is:
“Manual pull station is blocked.”
Then the Required Repair should include a picture, and the Repair Description should be:
“Remove cabinet blocking the pull station, see picture 1”
Pictures should be titled: Location Number, Location Name, picture number. As an example: “18918 Talkeetna Walter Harper Ranger Station 1”.
c. Once the contract has been awarded, the Contractor shall request from the LGR a copy of the most recent NPS Structural Fire Deficiency Log so the Contractor can update with each year’s inspection deficiencies. Each deficiency shall be individually documented in the spreadsheet and shall include an estimated cost for the repair.
d. The updated NPS Structural Fire Deficiency Log shall be returned to the LGR no later than October 30th of each year.
21. Correspondence:
a. Correspondence including technical issues (where technical issues relate to compliance with the requirements herein), invoices, (that which proposes or otherwise involves waivers, deviations or modifications to the requirements, terms, or conditions of this SOW) will be addressed to both the Contracting Officer and the LGR.
b. Deliverables including fire system inspection reports, yearly list of consolidated fire system deficiencies, and inventory sheets will be addressed to the LGR.
III. PERSONNEL REQUIREMENTS
All workmanship shall meet the standards specified herein and shall be accomplished in conformance with approved and accepted standards of the industry; equipment manufacturers; all applicable Federal, State, and Local standards; and all applicable building and safety codes, including the National Fire Protection Association, National Electrical Code, International
Plumbing Code, International Building Code, etc.
A. Qualifications: Fire Suppression and Alarm System technicians/inspectors performing work under this contract must hold a current Institute for Certification in Engineering
Technologies (NICET) Level II certification. Additionally, the craftsman must have at least three years of experience in fire system inspection and testing in buildings and equipment comparable to the buildings and equipment covered by this contract. All tasks requiring work within a fire alarm panel program shall be performed by a technician certified by the manufacturer of the corresponding panel.
B. At the start of the Contract Base year and each Option year submit qualifications for approval. Provide a list of the parks at which each personnel will be performing tests.
C. Experience: Contractor shall have continuously performed inspection and testing of fire alarm systems, their components and appurtenances for the past five years.
D. Alarm Systems at DENA and GLBA: Inspections and testing of the alarm systems at
DENA and GLBA are EdwardsTM based systems and must be performed by a factory trained technician with the ability to reprogram Edwards System Technology (EST) alarm systems.
E. Quality Control: All inspection reports shall be reviewed for correctness and to provide references to NFPA codes by an independent Fire Protection Engineer.
IV. PERIOD OF PERFORMANCE: The work of this task order shall be provided from approximately date of execution of task order through September 30th of each contract period.
V. DEFINITION OF BID ITEMS

VI. DELIVERY PAYMENTS
A. Request for Delivery Payments shall be made IAW the following schedule of deliveries of completed work. Invoices shall include a description of the work, the cost for the billing component, and the cost to date for each item of service performed correlated to Task number on Table 1.
B. Payment Schedule
a. Field Work - 50% of total contract value (TCV).
1. 1st 20% of fieldwork accomplished, documents submitted to COR: 10% TCV.
2. 2nd 20% of fieldwork accomplished, documents submitted to COR: 10% TCV.
3. 3rd 20% of fieldwork accomplished, documents submitted to COR: 10% TCV.
4. 4th 20% of fieldwork accomplished, documents submitted to COR: 10% TCV.
5. 5th 20% of fieldwork accomplished, documents submitted to COR: 10% TCV.
b. Submittal of draft inspection reports – 25% of TCV
1. 1st 3/5s of draft reports complete and submitted to COR: 15% TCV.
2. last 2/5s of draft reports complete and submitted to COR: 10% TCV.
c. Gov’t approval of final inspection reports with cost estimates: 25% TCV.
