1.0 SCOPE
1.1 Purpose
A. The purpose of the Tyndall Air Force Base (TAFB) project XLWU 23-4011 is to address significant safety hazards to users of the EOD Training facility located at 839 Suwannee Road, Tyndall AFB, Florida (B729). Users report that there is standing water up to 6” deep for the (+/- 150’) after rainstorms which block access to rear entry doors and service ramps, the side doors are also blocked during extended periods of rain and saturation. This project aims to restore drainage from and around B729 to Suwannee Road by means of sheet flow. This will require that low areas be filled and that a portion of or all of the existing parking lot be repaved with an asphalt wearing course. This project will also add earthen fill between the existing building and new asphalt to promote water flow away from the building, this earthen fill area will be re planted with Bermuda type grass or equivalent. Lastly, the parking lot will be re-striped for up to 30 vehicle parking areas with at least two of the parking spaces nearest Suwannee Road being designated for handicap parking.
B. The Contractor shall adhere to the following guidance during construction phase(s) of this project: Unified Facilities Criteria (UFC) 3‐250‐01, Pavement Design for Roads and Parking Areas; UFC 3‐250‐03, Standard Practice Manual for Flexible Pavements; United States Army Corps of Engineers; Uniform Building Code (UBC); those sections of the Southern Standard Building Codes not incorporated in the UBC/International Building Code (IBC) for our respective area; Air Force Standards; Department of Defense (DOD) Directives; Florida State Statutes; Florida Department of Transportation (FDOT); the Tyndall AFB Facility Excellence Plan (Base Regulations); 325th Fighter Wing Bird Aircraft Strike Hazard (BASH) Plan 910; National Electric Code (NEC); Occupational Safety and Health Administration (OSHA) Requirements; Department of Environmental Protection (DEP) Regulations; Environmental Protection Agency (EPA) Regulations; and any related Americans with Disabilities Act (ADA) Compliance Requirements. If there is a conflict between these codes, regulations and specifications the most stringent requirements shall apply at all times.
Documents listed by and/or provided by the Government are for reference only and do not relieve the Contractor from adherence with applicable codes not specifically addressed.
C. This project delivery method is Design-Build (D-B). The Contractor shall be responsible for all professional services, permits, equipment, labor, tools, materials, and ancillary items necessary to complete the tasks defined by the SOW. The performed tasks shall be based on the project description, other data furnished in this SOW, and information covered during a pre‐performance/criteria review meeting to be held prior to Contractor mobilization.
D. This project has an estimated period of performance from Notification to Proceed
(NTP) through completion and submittal of report to the Government of 90 calendar days.
1.2 General:
A. Field Changes: The Contractor and the Government may agree to perform a no cost field change. Field changes are made when the change appears to be mutually beneficial to all parties and would not require changing the negotiated items. All field changes must be approved by the CO prior to execution. Only the CO may authorize field changes or deviations from the SOW.
B. Ancillary Task: The tasks in this scope of work do not describe all the ancillary tasks required to complete the task. The contractor is required to complete all ancillary tasks to meet codes and standards that results in a complete report. Any task omissions by the contractor in their proposal will be the responsibility of the contractor.
C. Quantities and Measurements: All quantities and measurements are approximations or summaries, and the contractor is responsible for verification during the proposal development. For example, measurements for drywall and painting is a square footage for the room versus the actual wall square footage.
2.0 Summary of Work
The Project intent is to eliminate ponding after rains and restore grade so that waters are shed from and around B729 on to Suwannee Road, this will entail design and repaving of at least one half of the parking lot. The grass area between the building and new asphalt will also require earthen fill near the building which will slope to zero at the edge on new asphalt to promote drainage away from building. Where new earth meets new asphalt, there shall be a swale of constant grade toward Suwannee Road. Where new asphalt meets existing entry apron at Suwannee Road, the contractor shall utilize and match the existing apron.
Approximately 25 new parking spots will be striped after old striping is removed or blacked out, two of these areas shall be designated and marked/painted for ADA accessible parking.
Additional striping may be required to comply with standards and criteria above. Existing users will be required to park off-site during construction, Contractor shall coordinate alternate parking arrangements with CO and CES. Toward project end, the contractor will restore vegetated areas. The Contractor will abide by and follow all environmental protection rule/law. Throughout construction, the contractor will assure pedestrian traffic routes are safe and are usable.
2.1 Task 1.0 – Design and Permitting
A. Provide working drawings which show existing and proposed elevations, all crowns, swale locations, traffic flow, striping geometry and new signage if any.
Show details of proposed asphalt sections and transitions to Suwannee Road.
This task shall include all tasks associated with permitting. Contractor shall generate and maintain SWPPP drawings through beneficial occupancy.
B. It is the contractor’s responsibility to verify the requirement and provide for any and all permits for the approved project activities.
2.2 Task 2.0 – Parking Lot Reconstruction
A. Provide a repair plan 15 days in advance of the work for acceptance by CO, this repair plan shall include SWPPP, repair criteria, equipment, material cutsheets and methodology to assure a quality repair and finished product.
B. Install and maintain erosion control and traffic control measures. The contractor must report any major incidents and take action without delay to minimize any environmental impact in event of incident. These control measures must ensure that any storm water runoff does not adversely affect surrounding sites.
C. Perform demolition or milling as-needed, prepare subgrade as-needed, remove all debris and excess material.
D. Install new asphalt paving and fill as required.
E. Remove all debris and erosion control devices at project end.
2.3 Task 3.0 – Parking Lot Striping & Signage
A. Remove or blackout existing parking stall striping as-needed.
B. Paint new parking lot stripes, stop bars and handicap parking areas
2.4 Task 4.0 – Install and Compact Earthen Fill
A. Import, spread and compact new fill between B729 and new asphalt to assure positive drainage from building rear to Suwannee Road.
2.5 Task 5.0 – Replant Grass, Sod or Hydro mulch
A. Install and maintain new grassed area until beneficial occupancy date (BOD).
B. Install temporary garden hoses and sprinklers to establish new grass area. Use existing hose bibs for above. Leave hoses and sprinklers in place for users when finished.
2.6 Task 6.0 – FINAL REPORT – As-built Drawings
A. Provide As-built drawings showing existing and new conditions, elevation data shall be certified by a licensed surveyor. Drawings shall show new striping, signage and stop bars where occurs.
