About this file

This is a Statement of Work (SOW) for the U.S. Department of Agriculture Forest Service describing maintenance requirements for the Rocky Gap ATV Trail system on the Allegheny National Forest. The contractor must provide all labor, supervision, equipment, and materials to perform normal tread maintenance (1.16 miles), heavy tread maintenance (2,300 linear feet), seeding and mulching, silt fencing installation, erosion control, ditch cleaning, vegetation removal, and litter collection. The work involves supplying 642 tons of DSA Limestone and 143 tons of Riprap Size R-3 aggregate materials. Work must be completed between April 1, 2026, and June 30, 2026, with preference for completion by May 21, 2026 (before Memorial Day when trails open to the public). The trail width requirement is 50 inches or less, requiring contractors to access work sites via public trailheads, though coordination with gas and mineral rights owners for alternative road access is permitted at the contractor's discretion.

All equipment and vehicles must be inspected and cleaned of invasive species, grease, and oil before entering federal lands, with intact protective plating required. Weekly inspections will be conducted with work acceptance prior to weekend shutdowns. No evening, weekend, or federal holiday work is permitted without Contracting Officer's Representative approval, and work is limited to appropriate weather conditions only. The deliverables include mobilization, normal and heavy tread maintenance tasks with specified work site breakdowns across seven identified locations on the North Loop and South Loop trails, and material supply items. A site visit is encouraged to assess the scope of work.

Project ALF Heavy and Normal Maintenance on the Rocky Gap ATV Trail system

General Information

1.0 Scope of Work

This SOW is for OHV/ATV trail maintenance work at Allegheny National Forest by means of a firm fixed price contract. Work sites are located on the OHV/ATV trail systems and are accessible from public trailhead locations.

General Requirements: The Contractor must furnish all labor, supervision, equipment, and materials necessary to provide trails maintenance services in accordance with the requirements specified herein. The operations to be performed must include normal tread maintenance, heavy tread maintenance, seeding, mulching, silt fencing, Riprap (R-3), collection and disposal of litter and trash, vegetation cutting and removal, under brushing, erosion control, ditch cleaning, and other miscellaneous services as described herein.

Trail width requirement is less than or equal to 50 inches, and contractors must access site locations via the trailhead. Bidders must consider this requirement for their equipment. We will note, however, that the contractor may have the opportunity to work with local gas and mineral rights owners to utilize their road infrastructure. It is up to the contractor to coordinate this. Forest Service can provide Gas and Mineral Rights Owner's contact information to contractors upon award.

Work must be completed between 01APR2026 – 30JUN2026. Trails open on Memorial Day. We would like the work to be completed no later than the Thursday before Memorial Day (21MAY2026). The trails will open to the public on Memorial Day. A portion of the trail may need to be closed to safely complete the work after it is open to the public. Trails may remain open during the contract, unless agreed to by the FS that a section may be closed for safety or resource protection. No evening work or work on weekends or federal holidays will be allowed without approval of the Contracting Officer’s Representative. Work will only be allowed during appropriate weather conditions. Inspections will be performed weekly, and work will be accepted prior to contractor shutting down for the weekend.

Measurement and payment for contract work will be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials will be considered incidental and shall be included in the payment of the PAY ITEMS in the SCHEDULE OF ITEMS.

All equipment and vehicles to be used at the job site shall be cleaned and free of invasive species (noxious weeds), seeds, external grease and oil and shall be inspected prior to entrance onto Federal lands. The restriction shall include equipment and vehicles intended for off-road use as well as road use, whether they are owned, leased, or borrowed by the Contractor or Subcontractor.

All protective plating and armoring shall be intact and properly functioning on the equipment to reduce the potential for damaging hydraulic hoses or the undercarriage.

Spill kit approved by OSHA for petroleum product leaks will always be on site.

Visiting the site is highly encouraged to gauge the scope of work. To set up a site visit please contact:

Contractor Requirements

3.0 Technical Requirements / Tasks

Insert Technical Requirements / Tasks Here

· Mobilization

· Preparatory phase where a contractor moves personnel, equipment, materials, and supplies to a project site.

· Normal Tread Maintenance (1.16 miles)

· Normal Tread Maintenance will primarily include the maintenance of existing trails with not more than 6” deep ruts or holes from the tread surface for longer than 500-foot sections. Reconditioning of the trail surface may include the maintenance of any or all trail tread, including pulling in material from undesirable berms and reincorporating into tread, compacting and correcting damage that corrupts drainage patterns. The work will include reshaping the trail to the original in-sloped / out-sloped condition and controlling surface drainage to prevent further degradation of the trail. All dips will be reconstructed as shown in the drawings. Culvert maintenance by cleaning culverts of deposited/debris materials to allow free flow of water. Ditch maintenance includes removal of deposited/debris materials to allow free flow of water while maintaining depth and slope. Drain Dip maintenance ensuring leadoff ditches be opened and free of deposited/debris materials and compaction of materials to maintain side slope stability. Additional surface aggregate may be needed to supplement pulled-in slough material that is recaptured, watered (as determined by the COR) and compacted within specifications and tolerances. Such surfacing aggregate will include:

· DSA Limestone

· Riprap Size R-3

· The work will include reshaping the trail to the original in-sloped /out-sloped or crowned condition and controlling surface drainage to prevent further degradation of the trail and compact all disturbed areas. All dips will be reconstructed. Maintain all existing ditches, dips and leadoff ditches as part of the trail tread maintenance. Normal maintenance will include reconditioning of trails with not more than 6” deep ruts or holes in the tread surface for longer than 500-foot sections. The depth will be measured using a 60” straight edge across the drivable surface and measuring the depth of ruts/holes from the bottom of the straight edge to the deepest depth of the ruts or holes. If more than 20% of the ruts in a section are over 6” deep, the section will be evaluated under heavy tread maintenance.

· Seeding and mulching of disturbed sites shall occur to ensure protection of the soil resource within 14 days of disturbance.

· Installation of 36” staked silt fencing or staked straw bale sediment structures to collect sediment, if necessary.

· Heavy Tread Maintenance (2300 linear feet)

· This item will be used for heavily damaged trail tread that would require more than normal maintenance to return to original shape. Heavy maintenance will include areas that are deeply rutted, have large water holes and drainage has been significantly changed and where more than normal amount of work is needed to repair. In all cases the trail is still defined but has significant reshaping to be performed. Heavy tread maintenance will include the following: Remove and reshape berms as needed, pulling in material from undesirable berms and reincorporating into tread and compacting, correcting damage that corrupts drainage pattern, reshaping the trail to the original in-sloped/out-sloped condition and controlling surface drainage to prevent further degradation of the trail. All dips will be reconstructed as shown in the drawings. Maintain all existing ditches, dips, and leadoff ditches as part of the heavy trail tread maintenance. Use Heavy Tread maintenance if the ruts/holes are more than 6” and less than 18” deep as measured with a 60” straight-edge, and less than 30 CY of material needs to be moved over a 150’ length of trail. Trail tread will be compacted using a 3-pass process after heavy maintenance is completed. Trail tread depth after compaction should be 4” or greater.

· Placement of drivable surface aggregate (DSA) will be placed on compacted trail surface 4” thick and 8’ wide. It will be compacted using three passes and leaving a surface with a crown unless directed by COR. The DSA surface stone will stay within the limits directed by the prescription.

· On sites prescribed placement of limestone drivable surface aggregate (DSA) and Heavy Maintenance restoration will be completed on identified sections of the OHV/ATV trail. A map of the work sites and trail locations is included. Work locations will also be marked with yellow markers. This work will restore the trail to its original template. Work will include removing slough and berm, filling ruts and troughs, reshaping trail tread, removing protruding rock, roots, stumps, and berms. This work will reclaim suitable materials that has been pushed to the edges of the trail. Trail surface will be bladed and shaped to original trail template or as directed by COR.

· Additional surface aggregate may be needed to supplement pulled-in slough material that is recaptured, watered (as determined by the COR) and compacted within specifications and tolerances. Such surfacing aggregate will include:

· DSA Limestone

· Riprap Size R-3

· Seeding and mulching of disturbed sites shall occur to ensure protection of the soil resource within 14 days of disturbance.

· Installation of 36” staked silt fencing or staked straw bale sediment structures to collect sediment, if necessary.

· Provide DSA Limestone (642 tons)

· This is the estimated quantity of materials required for the project. If the vendor finds that additional material is required to successfully complete the project, the vendor will notify the COR immediately in writing as to their concerns and the amount of additional material that may be required. No additional material shall be acquired without prior written authorization.

· Provide Riprap Size R-3 (143 tons)

· This is the estimated quantity of materials required for the project. If the vendor finds that additional material is required to successfully complete the project, the vendor will notify the COR immediately in writing as to their concerns and the amount of additional material that may be required. No additional material shall be acquired without prior written authorization.
