About this file

This is a Questions and Answers document for federal contract opportunity 12444326Q0013, issued on March 18, 2026, related to heavy and normal maintenance on the Rocky Gap ATV trail system.

The document addresses four vendor inquiries: (1) confirmation that R-3 rip rap aggregate must be limestone rather than sandstone, (2) procedures for site inspections via Forest Road 245 through contact with Kelsey Meacham at kelsey.meacham@usda.gov or (814) 227-4740/814-927-5562, (3) notification that Attachment 9 contains site-specific material breakdowns and compaction rates for each work location, and (4) clarification that no coordinated job walk is scheduled but individual site visits can be arranged through the aforementioned contact. Amendment 0001 to the solicitation updates estimated quantities of DSA limestone and riprap in the Schedule of Items (highlighted in green), makes multiple corrections to Attachment 2 (Statement of Work) due to original errors with changes marked in green and deleted text lined through in red, and introduces Attachment 9 as a new document providing site-specific material estimations and compaction depth requirements with updated figures shown in green and obsolete information crossed out in red.

a. You may set up a site visit by contacting: Kelsey Meacham – kelsey.meacham@usda.gov - (814) 227-4740 or 814-927-5762

3. Does it specify a breakdown of total material for each site estimated?

a. Attachment 9 - Site Specific Breakdown of Materials and Compaction Rates has been added to the solicitation at SAM.gov with a breakdown for each site.

4. Will there be a job walk for this project?

a. There is not a coordinated job walk. If you would like to visit the site, please contact Kelsey Meacham - kelsey.meacham@usda.gov - (814) 227-4740 or 814-927-5762 - to set up a site visit.
