About this file
This document is a Standard Form 30 Amendment of Solicitation and accompanying Questions and Answers for USDA Forest Service solicitation 12444326Q0013, issued by USDA-FS CSA EAST 5 in Atlanta, Georgia.
Amendment 0002, effective March 13, 2026, posts an updated Questions and Answers document dated March 30, 2026, with a period of performance from April 3, 2026 to June 30, 2026. The solicitation concerns heavy and normal maintenance services on the Rocky Gap ATV Trail system, with work including limestone and riprap delivery and installation. Key clarifications from the Q&A include: all aggregate materials must be limestone (not sandstone); site visits can be arranged by contacting Kelsey Meacham at kelsey.meacham@usda.gov or (814) 227-4740; Attachment 9 provides site-specific breakdowns of materials and compaction rates; no coordinated job walk will be held; no bid bond is required for submission, and no payment or performance bond is required if awarded; bids must be submitted to michael.simpson@usda.gov by Friday, April 3, 2026 at 1700 Central Time; and payment will be made upon Forest Service acceptance of completed work portions, allowing contractors to invoice incrementally for delivered materials and completed trail sections rather than waiting for full project completion.

a. Payment can be made upon the completion of any portion of the work that has been accepted by the Forest Service as completed satisfactory.
i. For example, you may submit an invoice for the delivery of Limestone and Riprap once it has been delivered. You may also submit an invoice for any portion of the trail that has been completed and accepted by the Forest Service. You would NOT need to wait until the entire project is completed to submit invoices for portions of work that has been completed.
