About this file

This is a pricing template for the FBI's Enterprise Centralized Uninterrupted Power Supply (UPS) Program, a small business set-aside solicitation (NAICS 811310) issued under Solicitation Number 15F06726Q0000271. The Government intends to award a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract and will evaluate quotations without discussions unless deemed necessary. Questions are due by August 7, 2026 by 2:00 PM EST, and quote submissions are due by August 28, 2026 by 11:00 AM EST.

The template establishes four primary Contract Line Items (CLINs) for a base year plus four option years: CLIN X001 covers Planned Preventive Maintenance and Planned Corrective Maintenance Services for Government-owned UPS systems, including inspections, diagnostics, testing, battery maintenance, firmware updates, and component replacement; CLIN X002 addresses Unplanned Corrective Maintenance and Emergency Repair Services with 24/7 emergency response capability for troubleshooting, repairs, and component replacement; CLIN X003 covers UPS Replacement, Installation and Modernization Services including site surveys, equipment removal, installation, configuration, testing, and commissioning; and CLIN X004 provides reimbursement for authorized Other Direct Costs (ODCs) such as Government-approved travel, shipping, and specialized services. All services must be performed in accordance with the Performance Work Statement, OEM recommendations, applicable industry standards, and FBI operational requirements. Offerors must propose labor rates across three categories (normal hours 6 AM–6 PM, after-hours 6:01 PM–5:59 AM, and Sunday/Holiday rates) for the base year and all four option years. The Government has established ceiling values for CLINs 0002 and 0003, though specific amounts are not shown in this template excerpt.
