This page includes definitions of the services included in each price and detailed information that Contractor considered when proposing a price for each type of service.
Additional Information | Operational requirements are listed in the Performance Work Statement (PWS) and were factored into Contractor's price proposal (e.g., Government's technology requests and quality KPIs were factored into the prices included in Contractor's price proposal).
Shipment Count Determination | Shipment counts provided in DFTS II Attachment 2 are not estimated workload quantities under the contract. Shipment counts provided within this file are utilized solely for the calculation of the Total Evaluated Price (TEP). Refer to Attachment 10 - DFTS I Historical Data for historical shipments information.
Weight Determination | Minimum weight for domestic less-than-truckload (LTL) and time definite service level (TDSL) zone linehaul per cwt shipments is 1.5 cwt (150 lbs.). Shipments are based on gross weight. The gross weight is the aggregate weight of all articles plus necessary packing materials and shipping containers. Minimum weight for all international shipments is 1.5 cwt (150 lbs.). Minimum weights are not applicable for origin / destination pair shipments.
Mileage Determination | Baseline linehaul mileage is calculated based on Zip3 to Zip3 using the Rand McNally Mileage Guide 19. The application of specific distance-based items will also be governed by the Rand McNally Mileage Guide 19. Linehaul charges will be based on the mileage between the origin pickup address and the destination delivery address.
Economic Price Adjustments (EPAs) | Contractor proposed prices assuming a fuel cost of $2.50. For fuel surcharge, Contractor shall refer to Appendix I - TR-12 Fuel Rate Adjustment Policy. Fuel surcharge is processed as an accessorial. For fuel surcharge calculations, Contractor shall refer to PWS, Appendix I - TR-12 Fuel Rate Adjustment Policy. Fuel surcharge is processed as an accessorial charge. As outlined in PWS Appendix J - EPA, fuel related direct material costs will be excluded from the EPA calculation. Refer to PWS Appendix J for additional detail.
2b - Domestic LTL Zone Linehaul
Domestic LTL Zone Linehaul Prices (per mile per cwt) - all costs associated with transportation of a LTL shipment from a point to point meeting either Tier 1 or Tier 2 requirements; based on origin SA, mileage range, and weight bands. Tier 1 shipments are defined as shipments in which the Contractor shall respond with a service response (EDI 220) within four customer support hours of receipt of logistics service request (EDI 219). Contractor shall pick up order within eight operational hours of EDI 219 receipt. Tier 2 shipments are defined as shipments in which the Contractor shall respond with a service response (EDI 220) within 24 customer support hours of receipt of logistics service request (EDI 219). Contractor shall pick up order within 48 operational hours of EDI 219 receipt. Standard shipments shall be ordered utilizing the following equipment codes: AA1, AA2, V1, AV2, AY1, AY2, AV3, AA3, AG3

Domestic TL Zone Minimum Charges - Contractor proposed a minimum charge per origin SA and Tier 1 / Tier 2 requirement. When a linehaul rate per mile results in a total linehaul price less than the minimum charge, the Contractor may apply the minimum price. Contractor shall not propose a minimum charge that results in the corresponding per unit rate becoming prohibitive and irrelevant.
2f - Domestic TDSL Zone Linehaul
Domestic Baseline Linehaul TDSL Prices (per mile per cwt) - all costs associated with transportation of a TDSL shipment point to point; based on origin SA, mileage range, and weight bands. TDSL shipments are a mode-agnostic level of service defined by the number of days until required delivery (i.e., next-day, second-day, or third-day) indicating faster-than normal service where the Contractor determines the final mode or modes used to transport material. All TDSL shipments follow Tier 1 response and pickup times in which the Contractor shall respond with a service response (EDI 220) within four customer support hours of receipt of logistics service request (EDI 219). Contractor shall pick up order within eight operational hours of EDI 219 receipt.
4a - Accessorials
Accessorial Prices - includes all cost associated with the defined accessorials by shipment type: LTL, TL, TDSL, Rail. Accessorial definitions are found in PWS Appendix A., Accessorial Definitions.
3a-3c - International Shipping / Linehaul Prices
Shipping / Linehaul Price (per cwt) - includes all costs associated with transportation of a shipment from point to point including, but not limited to, customs, forwarding costs, insurance, excess carries, and additional shipping and linehaul costs associated with the shipment.
4c - Price Escalation Discount
IHS Markit Pricing and Purchasing Industry Forecasting Adjustment - a factor multiplied by the IHS Markit Pricing and Purchasing Industry Forecasting adjustment to discount the price escalations set by the Government in tab 4c. Contractor proposed a factor for each contract year that will be multiplied by the IHS Markit Pricing and Purchasing Industry Forecasting adjustment for that respective contract year to determine the actual price escalation that will be applied. These discounted price escalations will then be applied to all prices for that contract year.
These factors only function as a way to discount the Government-set escalations. Because of this, the Contractor was not to propose a factor greater than 1.00. The proposal of a factor of 1.00 indicates that the Offeror will use the Government-set IHS Markit Pricing and Purchasing Industry Forecasting price escalations and will not provide any discount on these rates. Any proposed factors greater than 1.00 will not be allowed and will be treated in calculations as 1.00.
For purposes of evaluating proposals, the Government utilized IHS Markit Pricing and Purchasing Industry Forecasting Adjustments as detailed in tab 4c. However, prices were only projected for purposes of evaluating proposals and the actual economic price adjustment will be calculated and applied to the rates on day one of each performance period in accordance with, PWS, Appendix J.
2g - Scheduled Truck Prices
Scheduled Truck Prices (per trip) - all costs associated with transportation of a re-occurring scheduled shipment for each origin/destination pair.
4b - Additional Prices
Additional Prices:
System implementation - Contractor proposed one price for system implementation that includes the price for system connections between the contractor's Transportation Management System (TMS) and the Government systems including the Global Exchange Service, Distribution Standard System (DSS), DLA Warehouse Management System (WMS), Vendor Shipment Module (VSM), Global Freight Management (GFM), and the DoD third party payment system, US Bank, at the enterprise level. In addition, system implementation includes all services required to manage all requirements contained in Attachment 1, Performance Work Statement (PWS) except for paragraphs 1.5.
Site implementation - Contractor proposed one price for each site outlined in PWS, Appendix G. The price includes site specific connections between the contractor's TMS and the Government systems. In addition, site implementation covers all requirements detailed in Attachment 1, PWS paragraph 1.5 as well as any other implementation requirements including, but not limited to, training and cyber security.
One Time Only (OTO) general and administrative overhead - Contractor proposed a percentage for general and administrative overhead for each OTO order in accordance with Attachment 1 - PWS, 1.6.6.2. OTO Process and PWS Appendix F. The OTO general and administrative overhead fee is calculated for each order as a percentage of the total subcontractor linehaul quote.
Equipment Factor - a factor multiplied by shipment prices to determine the price associated with the Government requested specialized equipment shipment. Contractor proposed a factor that will be multiplied by domestic prices or international prices to determine the respective prices for specialized equipment shipments. Refer to tab 4b.) for applicable exclusions.
The all-inclusive factors for equipment shall not include accessorial services required for specialized equipment use. Accessorial services are priced separately as defined in tab 4a.).
2h - Next Flight Out Not to Exceed (NTE) Prices
Next Flight Out NTE (per lbs.) - maximum costs associated with transportation of a next flight out shipment (i.e., next day delivery); based on origin / destination band and weight band. NFO services shall operate under the established not to exceed (NTE) rates on contract. Upon coordination with the Contractor, the shipper will submit a TDSL 1-day service with notes in the EDI 219 that request NFO service. TDSL shipments are a mode-agnostic level of service defined by the number of days until required delivery (i.e., next-day, second-day, or third-day) indicating faster-than normal service where the Contractor determines the final mode or modes used to transport material. All TDSL shipments follow Tier 1 response and pickup times in which the Contractor shall respond with a service response (EDI 220) within four customer support hours of receipt of logistics service request (EDI 219). Contractor shall pick up order within eight operational hours of EDI 219 receipt.
