Attachment 2: Non-cooperative Surveillance Request for Information Response (Surveillance as a service procurement) If a respondent has more than one solution that meets the qualifiers in Question 1.1, please complete this Attachment 2 Form for each unique non-cooperative radar service.

For the purposes of the questions listed below, a Service Volume is defined by the Coverage Volume specified in Section 3.2.1 of Attachment 3.

Section 1 – General Question 1.1 - Describe how the respondent would provide non-cooperative radar as a service to the FAA?

Question 1.2 - Has the respondent ever provided non-cooperative surveillance as a service for any other ANSP? If so, please detail the service provided.

Question 1.3 - Does the respondent recommend any changes to the FAA assumptions regarding the ANSR as a service model (e.g., legacy GFE equipment, FAA communications network, etc.)? If so, provide the recommended changes with supporting rationale.

Question 1.4 - Describe how the respondent would provide non-cooperative radar as a service to the FAA without regard to the availability of any cooperative surveillance data (CSR, ADS-B, WAM) and still meet system specifications defined in Section 3.2 of Attachment 3?

Question 1.5 - In a non-cooperative radar as a service model, how would you envision interfacing with the FAA’s cooperative radars? Could the respondent also be able to provide cooperative surveillance as a service?

Section 2 – Contractual and financial Question 2.1 - Please discuss your recommended pricing construct and construct for performance incentives/disincentives for a Service-Based acquisition.

Question 2.2 - What is the desirable duration of a contract for radar as a service and how would that vary with the number of system volumes deployed and implementation plan?

Question 2.3 - What is the excepted Non-Recurring Engineering (NRE) costs to the Government to validate an initial service deployment?

Question 2.4 - What assumptions are made in developing your estimated annual service volume availability costs to the Government?

Question 2.5 - To reduce upfront costs to the Government, what capacity does the respondent have to amortize the NRE costs to reach initial service deployment across the life of the contract? Based on responses to Attachment 1, please provide a general comparison and time phasing of peak yearly costs for the Government Owned-Government Operated and ANSR as a Service solution.

Question 2.6 - How would tiered operational availability metrics impact service lifecycle costs? For example, if the Government approved lower operational availability for a lower density airspace service volume how would this reduced availability impact costs overall?

Question 2.7 - Please provide the costs associated with respondents providing telecommunications infrastructure as opposed to using FENS to provide ANSR data to FAA facilities?

Section 3 – Collaboration Question 3.1 - Describe the respondent’s interest in a pilot project to test the viability of surveillance as a service. How would the vendor envision such a pilot program such as scope, service volume, duration and other factors of the respondent’s choosing?

Question 3.2 - How does the vendor envision its role with the FAA in developing the service, testing the service, distributing the data, and maintaining/optimizing the service?

Question 3.3 - How does the respondent plan to coordinate with the Government for repairs, down times, replacements, and all other associated maintenance activities?

Section 4 – Schedule Question 4.1 - Based on current capabilities, what is the respondent’s proposed timeline for having a solution for start test in order to qualify the service in one Service Volume. Please be as detailed as possible.

Section 5 – Data Quality/Monitoring Question 5.1 - Describe the tools the respondent has or would propose for the Government to monitor service volume performance to ensure its adequacy for use by Air Traffic?

Question 5.2 - What are the appropriate technical parameters to monitor for the tools available in 6.1? Examples may include availability, accuracy, latency, coverage volume, detections, false targets, track continuity, others, as appropriate. How can these metrics be defined and reported? Examples may include service volume, individual radar sites or others as the respondent deems appropriate.

Question 5.3 - How does the respondent envision continuous integrity monitoring of the data?

Section 6 - Maintenance, Logistics, Training Question 6.1 - Describe the respondent’s capabilities to provide logistics, training, maintenance, and sustainment support processes throughout the project lifecycle.

Section 7 – Telecommunications Question 7.1 - What telecommunications infrastructure does the vendor envision or propose to deliver the non-cooperative service data?

Question 7.2 - While the current assumption is that non-cooperative surveillance data would be provided over the respondent’s own telecommunications infrastructure to Service Delivery Points (SDPs) at the FAA network, the FAA is evaluating how FENS could be utilized for ANSR. There are multiple architectural options for integrating ANSR with FENS. These could include delivering ANSR data to FAA facilities (e.g., TRACONs and ARTCCs) delivering ANSR data to FENS at the radar shelter, or a combination of the above. For your recommended technical solution, please discuss Options for FENS that would fit into the overall architecture for your solution and any implications of using FENS within your architecture.

Section 8 – Configuration Management Question 8.1 - Describe the vendor’s approach to configuration management for hardware, software, and other parts or changes to the surveillance system.

Section 9 – Cybersecurity Requirements Question 9.1 - Describe how the respondent intends to address cybersecurity within the respondent’s provide telecommunications infrastructure?

Question 9.2 - Describe how the respondent would safeguard NAS sensitive flight data in accordance with FAA Order 1600.75.

Section 10 – Risk Question 10.1 - Does the respondent have any upfront risks (technical or cost) to share or present to the government regarding non-cooperative surveillance as a service? If so, please elaborate.
