Attachment 1: Non-cooperative Surveillance Request for Information Response (Government Owned/Government Operated procurement) If a respondent has more than one system that meets the qualifiers in Question 1.1, please complete this Attachment 1 Form for each product.

Section 1 – SSD Compliance/System Design Question 1.1 - What current non-cooperative radar product(s) does the respondent have that are operationally used by Air Navigation Service Providers (ANSPs) today. Please explain how these products align with FAA use of terminal radars and meet the system specification requirements? Please specify which ANSPs currently use the respondent's system.

Question 1.2 - What are the requirements in the draft SSD that your non-cooperative product does not meet? What level of developmental costs would be required for compliance? List cost impact requirements.

Question 1.3 - Does the respondent's product have an Open Systems Architecture design? Ex. Standard interfaces? In what other ways is the architecture open to support future design flexibility? Describe in detail.

Question 1.4 - Does your existing non-cooperative radar product meet the notional performance requirements defined in Section 3.2 of Attachment 3 without a cooperative surveillance source?

Section 2 – Maintenance/System Control Question 2.1 - Describe in detail the maintenance and logistics plan for the respondent's proposed ANSR solution(s).

Question 2.2 – What test target generator capabilities for Built In Test exist in the respondent’s existing non-cooperative radar product? Are these capabilities at the digital and/or RF level? Please describe it in detail.

Question 2.3 - Does the respondent's solution have remote maintenance capabilities to reduce technician site visits? If so, please describe the available functions.

Question 2.4 - How many hours of preventative maintenance does the respondent's solution require per year? What data does the respondent have to demonstrate that these figures are accurate? What preventative maintenance does your product require?

Section 3 – Spectrum Question 3.1 - What mitigation techniques does the respondent's solution use for potential interface issues such as 5G interference? How effective have these mitigation techniques been in field applications?

Question 3.2 - Please describe how your product could meet requirements should the frequency band shrink from 2700—2900 MHz to a narrower operating bandwidth, for example, 2700—2800 MHz, or some other limits.

Section 4 – Implementation Question 4.1 - What are the respondent's capabilities to implement an ANSR solution at existing sites as they relate to reusing the shelter, reusing existing antennas, and interfacing with a Cooperative Surveillance Radar (CSR)?

Question 4.2 - What is the respondent's approach to installation, optimization and testing that minimizes the operational outages required by the legacy system?

Question 4.3 - What type of risk does the respondent foresee related to reusing the existing shelter, existing legacy antenna and/or existing legacy rotary joint/encoder?

Question 4.4 - What are the respondent's capabilities to provide new equipment shelter/housing with HVAC and power distribution system, UPS and engine generator? Please provide information on the material used for the shelter.

Section 5 – Documentation Question 5.1 - What documentation does industry need from the FAA, such as an Interface Control Document (ICD) or others, to replace all non-cooperative components below the antenna system?

Question 5.2 - What is the respondent's approach regarding data rights (limited, unlimited, restricted, etc.) for hardware and software that would be granted to the FAA?

Section 6 – Production Capacity Question 6.1 - What is the respondent's current production capacity in terms of numbers of systems per year? How long will it take for the respondent to reach a production rate of 25 systems per year? How long is the respondent able to sustain a production level of 25 systems per year?

Question 6.2 - What is the current timeline from system order to producing a system?

Section 7 – Security Question 7.1 - Describe the respondent’s extent of development required to meet the cyber security requirements in the SSD.

Section 8 – Cost Question 8.1 - What is the expected unit cost to the FAA for a respondent’s non-cooperative radar system? Would the respondent provide discount unit pricing, and if so, at what quantities?

Question 8.2 - What are the respondent’s expected implementation costs associated with existing FAA sites that have radar shelters, towers and antennas? What are the respondent’s expected implementation costs for green field sites, that require new shelter, tower, and antenna?

Question 8.3 - What is the respondent’s expected Non-Recurring Engineering (NRE), unit costs and operational/maintenance cost impact if weather requirements are removed?

Section 9 – Risk Question 9.1 - What other technical/cost/schedule risks do you perceive? What are your proposed options to address tradeoffs associated with technical, cost, and schedule risks and how would you mitigate these risks?
