About this file
This is a questions and answers matrix documenting industry comments and FAA responses regarding the Airspace Non-Cooperative Surveillance Radar (ANSR) system specification. The matrix contains 43 questions focused primarily on technical requirements and clarifications about the ANSR system.
Key themes in the Q&A include multiple vendor inquiries about using passive radar solutions (which FAA rejected, requiring an active transmitter subsystem), clarifications about environmental requirements, requests for various FAA documentation, and questions about the surveillance-as-a-service model. The FAA's responses indicate that vendors would be responsible for securing land and permits for locations not on air operations areas, service delivery points would be at TRACONs and ARTCCs, and legacy ASR systems are expected to operate until 2035. The FAA also clarified that solutions would need either ADS-B or WAM input capability (but not both simultaneously) and that non-rotating antenna solutions would be considered if they can provide data as if rotating.
