Construction Plans for Lake Powhatan Recreation Area WWTP Decommissioning and Municipal Sewer Connection
This document contains construction plans for the decommissioning of a wastewater treatment plant (WWTP) and connection to municipal sewer at Lake Powhatan Recreation Area, located at 375 Wesley Branch Road, Asheville, NC 28806 in Buncombe County, North Carolina. The plans were prepared for the U.S. Forest Service by High Country Engineering, P.C. and are intended to guide construction activities at the facility. The project involves multiple infrastructure modifications including removal of existing water service lines, sewer infrastructure, and treatment equipment; installation of new municipal sewer connections; and restoration of the site to natural conditions. Key components include decommissioning of a wastewater treatment facility with specific procedures for draining units, removing equipment, and site remediation; installation of construction entrances and natural area restoration; and detailed engineering specifications for force mains, erosion control measures, and site drainage.
The construction plans contain detailed technical specifications across multiple sheets, including site layouts, force main alignments along roadways (Wesley Branch Road and Bent Creek Road), profile views showing elevation changes and utility locations, and standard construction details for items such as temporary sediment fencing, asphalt and gravel driveway replacement, air release valves, thrust blocking, meter vault modifications, and electromagnetic flow meter installation. Decommissioning notes specify requirements for inspection, removal of water and sewer services, equipment dismantling, sludge management, and restoration work. The plans identify specific control points, stream indexes, and access routes throughout the Lake Powhatan Recreation Area site. All work is subject to approval by the U.S. Forest Service, and emergency contact information for the contracting officer is provided.
