About this file
This justification and approval document recommends using other than full and open competition to acquire one Toyota Hilux double cabin pickup truck for $61,500 on behalf of the General Services Officer at the U.S. Consulate General in Karachi, Pakistan. The vehicle will be used by the ICASS motorpool to transport locally employed staff and consulate property between locations in Karachi as well as occasional trips through the consular districts of Sindh and Balochistan provinces. The justification cites Toyota as the only suitable manufacturer with certified local dealerships in Karachi that can provide genuine parts and quality repair services. Competition will be conducted between Toyota dealers, with award going to the lowest price technically acceptable offer. Historical knowledge indicates Toyota is the only brand for which parts and service are regularly available in Karachi, and consulate mechanics are familiar with Toyota's requirements.
