About this file

This document is an addendum to a Request for Quotation (RFQ) for motor and generator manufacturing services for the 177th Fighter Wing (177FW), New Jersey Air National Guard.

Offerors must be registered in SAM.gov and remain registered throughout contract performance. Small business qualification is required under NAICS code 335312 (Motor and Generator Manufacturing). The response shall consist of two components: a Technical Approach limited to five pages describing how the vendor will meet requirements, including equipment specifications and a workplan narrative for generator and preventive maintenance; and a Price Quotation using the attached solicitation format or equivalent with matching CLIN structure. Pricing must cover the entirety of each line-item, and quotes must remain valid for 90 calendar days after the submission due date. Questions are due no later than Noon, local time on September 10, 2026, and quotes must be submitted to 177FW.contracting.org@us.af.mil, attention Johanna Paz, by the date and time listed in the SAM.Gov notice. Failure to submit to this email address will result in non-consideration for award.

Evaluation will be based on two factors: Technical Capability, requiring the vendor to demonstrate ability to provide all Statement of Work content, and Price, with awards based on total evaluated price (TEP) of all CLINs combined. The Government intends to award without discussions. FAR 52.232-18 (Availability of Funds) applies, indicating funds are not presently available and Government obligation is contingent upon appropriated fund availability. SCA Wage Determination No. 2015-4189, Revision 35 dated July 30, 2026 applies to this RFQ. The National Guard Agency Protest Program allows protests to be filed with the National Guard Bureau Office of the Director of Acquisitions within timeframes specified in RFO FAR 33.104.

Evaluation Factors for Award

RFO FAR 52.212-2 Evaluation—Evaluation-Commercial Products and Commercial

Services (Feb 2026) (Deviation 2026-O0038)

(a) Evaluation Factors: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the

Government, price and other factors considered. The following factors shall be used to evaluate offers:

(1) Technical Capability: The Vendor shall submit a plan describing how they will meet the requirements outlined in the Statement of Work. The Vendor shall demonstrate that they can provide all content within the Statement of Work.

(2) Price: The quotations will be ranked according to their total evaluated price (TEP) as identified by contract line-item total pricing. The Government will evaluate offers for award purposes by adding the total price for all CLINs. For a price to be reasonable, it must represent a price that a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is established through competitive quotations as described in RFO FAR 12.204(a).

Quotes will be evaluated to be technically acceptable or not technically acceptable based on the evaluation factors listed above.

mailto:177FW.contracting.org@us.af.mil

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful

Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

The Government intends to award a contract without discussions.

NATIONAL GUARD PROTEST PROCEDURES (P):

NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum.

Contract award or performance is suspended during the protest to the same extent, and within the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within

35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency’s Protest Decision Authority, but not both, in accordance with NG protest procedures.

To be timely, the protests must be filed with the periods specified in RFO FAR 33.104.

To file a protest under the NG Agency Protest Program, the protest must request resolution under that program and be sent to the address below:
