About this file
This document is a Blanket Purchase Agreement (BPA) Terms and Conditions attachment that establishes the operational framework for maintenance and inspection services. The BPA covers equipment maintenance for the 436th Civil Engineering Squadron at Dover Air Force Base, including Kubota and Kawasaki equipment, Yamaha vehicles, utility trailers, and various lift platforms (man-lifts, boom-lifts, scissor lifts, and aerial platforms). The agreement period runs from February 12, 2026, through March 11, 2031, with services to be performed on an as-needed basis when called by the Contracting Officer or authorized representatives.
The BPA establishes key operational parameters including a $25,000 individual call limitation (with only the Contracting Officer able to authorize exceeding this threshold), mandatory monthly invoicing supported by delivery tickets, and contractor-submitted price lists that must include all covered items with beginning and expiration dates. Price changes or new items require submission of updated price lists with a 14-calendar-day grace period allowed between submissions. An Authorized Caller List identifying authorized personnel and their individual dollar limitations will be provided and updated annually. Both parties reserve the right to cancel the BPA with 10 days written notice. All maintenance, inspections, and service calls must comply with manufacturer instructions and industry standards.

TERMS AND CONDITIONS (IAW FAR 13.303-3)
This is a "Blanket Purchase Agreement", which is a simplified form of a monthly charge account. You will be authorized to provide maintenance and inspection services for the list of equipment provided in the Statement of Work and Price List, when called by the Contracting Officer or their designated representative(s) during the period of 12 February 2026 to 11 March 2031. Designated representatives will be identified on a separate Authorized Caller List and will be updated annually.
1. It is understood and agreed that this BPA obligates the Government only to the extent that authorized calls are made against it and then only when delivery against such calls has been completed.
2. Prices to the Government are in accordance with the price list submitted by the contractor and approved by the Contracting Officer.
3. PURCHASE (CALL) LIMITATION: No individual purchase (call) placed against this agreement by any authorized caller shall exceed $25,000.00. Only the Contracting Officer may authorize or obligate purchases (calls) which exceed $25,000.00.
4. The Contracting Officer will provide the contractor a list of individuals (Authorized Caller List) authorized to make purchases (calls) for this service under the BPA identified by name, organizational component, and the dollar limitation per purchase (call).
5. Each delivery will be accompanied by a delivery ticket, which will contain all the following information (as a minimum):
(i) Name of supplier.
(ii) BPA number.
(iii) Date of purchase.
(iv) Purchase number.
(v) Itemized list of supplies or services furnished.
(vi) Quantity, unit price, and extension of each item, less applicable discounts.
(vii) Date of delivery.
6. A summary invoice shall be submitted at least monthly or upon expiration of the BPA, whichever occurs first, for all deliveries made during a billing period, identifying the delivery tickets covered therein, stating their total value, and supported by receipted copies of the delivery ticket.
7. Price lists will be furnished to the contracting office as requested by the Contracting Officer. Price lists must include all items to be covered under the BPA. Beginning and expiration dates of the price list must be included.
· If at any time during the period of performance, there is a price change, or a new item added, a price list must be submitted. Please allow up to 14 calendar days grace period between submissions of a new price list, if any.
8. The Government and/or the contractor reserves the right to cancel this BPA at any time and are bound only to the extent that the other party must be given 10 days written notification prior to exercising this right.
