About this file

This is a bid specification document from the State of California Department of General Services (DGS) for portable Direct Current Fast Charger (DCFC) electric vehicle supply equipment (EVSE). The specification details requirements for commercial grade DCFC chargers and accessories that can function as self-contained mobile charging units, to be used at facilities, garages, and emergency off-site locations. The equipment must comply with various standards including ADA requirements, Federal Motor Vehicle Safety Standards, California Vehicle Code, and multiple UL safety standards. The specification outlines two types of portable EVSE configurations: trailer/semitrailer mounted units and skid-mounted units.

The technical requirements specify output power ranges from low power (30-150 kW), medium power (150-250 kW), to high power (≥250 kW). Battery storage requirements are minimum 100 kWh for trailer units and 200 kWh for skid units. The units must accommodate both CCS1 and NACS charging standards with appropriate adapters. Safety features include automatic fault detection, ground fault protection, and weather-resistant enclosures rated NEMA 3R or better. Input power cables must be available in 25-foot and 50-foot lengths, while charging cables must be at least 10 feet long with self-retracting or hanging management systems.
