About this file

This is a bid specification document from the State of California Department of General Services (DGS) for portable Direct Current Fast Charger (DCFC) and accessories suitable for use as self-contained mobile Electrical Vehicle Supply Equipment (EVSE). The specification details requirements for two types of portable EVSE: trailer/semitrailer-mounted units and skid-mounted units. The trailer units must meet specific dimensional requirements (≤40 feet length, ≤8.5 feet width, <14 feet height) and have battery storage of ≥100 kWh, while skid units require ≥200 kWh storage. Both types must operate without cellular or wifi connections and provide output power ranging from low (≥30 to <150 kW), medium (≥150 to <250 kW), to high power (≥250 kW).

The equipment must comply with multiple safety standards including UL 2202, UL 2231-1, UL 2231-2, and various industry regulations. Technical requirements include input power capabilities up to 500V AC single or three phase, 50/60 Hz frequency, and charging cables of ≥10 feet length supporting both CCS1 and NACS connectors with appropriate adapters. Safety features include automatic fault detection, surge protection, and weather-resistant enclosures rated 3R, 3S, 3X, 3RX, 3SX, 4, 4X, 6, 6P, or IP54 and greater. No pricing terms, set-asides, or funding requirements are specified in this technical specification document.
