About this file

This is a comprehensive scope of work and technical specifications document prepared by the New Hampshire Department of Administrative Services, Division of Procurement and Support Services, for roofing replacement services at the Murphy Dam Tender Residence in Pittsburg, Coos County. The project encompasses complete roof replacement for a historic two-story home and two-car garage originally constructed in the mid-1800s, encompassing approximately 3,800 square feet of roofing surface. Work includes selective demolition and removal of existing asphalt and metal roofing systems, mold remediation in accordance with OSHA and EPA standards, potential repair or replacement of roof decking, installation of new ice and water shield underlayment, Class A asphalt roof shingles, chimney repointing and new stainless steel chimney cap, gutter and downspout replacement with splash pads, and new blown insulation in attic spaces. The bid was distributed on June 23, 2025, with closing at 9:00 AM Eastern Time on July 16, 2025. The contract term is approximately one year from August 27, 2025, with potential two-year renewal extensions. The specifications require compliance with the 2018 International Building Code, NFPA standards, ASTM material standards, OSHA regulations, EPA guidelines, and New Hampshire Department of Health requirements. Contractors must provide all labor, materials, equipment, and permits while maintaining comprehensive insurance coverage and workers' compensation certification.

The specifications mandate low volatile organic compound (VOC) content for all paints, adhesives, and sealants, sustainable and locally-sourced wood products certified by the Forest Stewardship Council, and zero urea-formaldehyde resins in wood-based materials. Contractors are required to develop and implement a comprehensive waste management plan with periodic reporting on recycling, salvage, reuse, and landfill disposal of construction waste, with minimum diversion of aluminum and plastic beverage containers, corrugated cardboard, wood pallets, clean dimensional wood, and metals from landfills. A preconstruction meeting is mandatory with attendance by the owner, contractor, and architect to address execution of bonds, insurance certificates, submittal schedules, and project coordination procedures. Submittals must include product data, shop drawings, samples, manufacturer certifications, and sustainability reports demonstrating compliance with environmental requirements. The specifications establish detailed procedures for quality assurance, testing and inspection, progressive cleaning, protection of installed work, and comprehensive closeout procedures including operation and maintenance manuals, warranties, and bonds. No specific budget amount is stated in the specifications; however, the solicitation indicates a 15% contingency in the pricing structure. The document does not specify set-aside designations, incumbent vendors, or funding sources but emphasizes comprehensive workmanship warranties and manufacturer product warranties for all materials and systems installed.
