About this file
This document is a comprehensive construction specification manual for the replacement of a water softener system at the Audie L. Murphy Memorial VA Hospital in San Antonio, Texas (Project 671-18-106). The specifications establish detailed requirements for general construction, safety, quality control, commissioning, and environmental management across all phases of the project.
The scope of work encompasses demolition and replacement of existing water softeners with new systems, renovation of the water softener room (including walls and floors), installation of an exterior brine tank with transfer pumps, and associated plumbing, electrical, mechanical, structural, and fire protection work. Key bid items include general construction/alterations, electrical work, mechanical work (water softeners, brine systems, HVAC equipment), fire protection modifications, and structural work (slab replacement and foundations). Critical requirements include infection control measures (Class II risk classification with dust control and HEPA filtration protocols), commissioning of plumbing systems and medical vacuum equipment (if bid alternate selected), phased construction to maintain continuous hospital operations, a minimum 50 percent construction waste diversion rate, Pre-Functional Checklists and Systems Functional Performance Testing for all commissioned equipment, comprehensive operator training with video documentation, and strict adherence to safety protocols including Activity Hazard Analyses and a designated Site Safety and Health Officer. The project demands a Critical Path Method schedule with detailed monthly updates, specialized personnel (graduate engineer/architect with 10+ years experience as the Quality Control System Manager), calibrated testing equipment, third-party laboratory testing for concrete and materials, and detailed as-built documentation. Additionally, the contractor must maintain temporary environmental controls, implement low-pollutant-emitting materials with recycled content documentation, manage tuberculosis screening for all employees, coordinate closely with VA personnel throughout all phases, and ensure no disruption to hospital operations during the 24/7/365 active medical facility.
