About this file
This is Amendment 0001 to solicitation 36C25726R0040 issued by the Department of Veterans Affairs Network Contracting Office for a water softener system replacement project (Project 671-18-106) at a VA healthcare facility. The amendment provides Requests for Information responses, updates the Past Performance Relevancy Key, and includes three attachments: a site visit sign-in sheet, the OEI VASA Water Softener Commissioning Plan, and the Appendix D Geotechnical Report. All other terms and conditions of the original solicitation remain unchanged.
The RFI responses clarify critical project requirements including: the project is subject to the Buy-American Act and Texas tax exemptions for VA materials; utility shutdowns affecting patient care must occur during night hours or weekends; the VA will provide commissioning services through A/E O'Brien Engineering, Inc.; temporary equipment storage is limited to the project site with no contractor trailers permitted; ICRA Class 3 infection control requirements apply; lead paint and suspected asbestos materials are present; the system configuration comprises three water softener tanks plus one brine tank (approximately 750 gallons) with N+1 redundancy capability; above-ground interior piping over 3 inches NPS must be stainless steel; Building Automation System integration is required; temporary fencing is mandatory; and all medical gas certifications are required. The Past Performance Relevancy Rating Key establishes evaluation criteria with "Very Relevant" status for similar water softener replacement projects valued at $2 million or greater with the VA on a healthcare campus, and progressively lower ratings for smaller projects or different agencies.

36. The equipment selection and plan sheets indicate a triplex softener configuration with two options. A true (N+1, three 60x 60 tanks) and a (N+2, two Duplex 60x72 design 4 tank). There are multiple conflicting references within the plans that call for three and four tanks. The equipment schedule and notes list 4 tanks, but multiple plan details only show 3 tanks.
Under standard redundancy definitions:
A three‑tank configuration represents N+1 (two duty + one redundant). A true N+2 configuration would require four tanks total (two duty + two redundant). The design notes reference an N+2 configuration while only showing three tanks. (attachment 1 pg-34)
· Is the project intended to be an N+1 system with three total tanks, and the N+2, three vessel label is a documentation error: or
· Is the project intended to be a true N+2 system, requiring four total tanks, specs need to be updated accordingly?
The intent is to have 3 tank configurations for the water softeners and 1 brine tank. The system is intendent to be functional with the single brine tank and one water softener tank. The other two water softener tanks are to be redundant. One water softener tank should be able to enter a regeneration cycle independent of the other two water softener tanks. The brine tank should be sized so all three water softener tanks can regenerate at the same time.
Updated Past Performance Relevancy Rating Key
The Government intends to use the following rating system to guide its evaluation of the relevance of past performance information:
Past Performance Relevancy Rating Key
Rating
Definition
Very Relevant
Present/Past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
An example would be a replacement of water softener system project of $2M or greater, with the VA in a healthcare campus. *Note, $2M is used as a benchmark based off the project’s magnitude Between $2,000,000 and $5,000,000.
Relevant
Past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
An example would be a replacement of water softener system project of $2M or greater, with other Government agencies on a healthcare campus.
Somewhat Relevant
Past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
An example would be a replacement of water softener system project worth less than $2M on a healthcare campus.
Not Relevant
Past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
An example would be a replacement of water softener system project worth less than $2M and with a non-government business.
