About this file
This is a Systems Commissioning Plan for a Water Softener Plant replacement project under federal contract VA257-17-C-0110 for San Antonio Water Softeners. The plan, prepared by O'Brien Engineering, Inc., outlines comprehensive procedures for installing, testing, and operationalizing a water softener system comprising multiple ion exchange tanks, brine tanks, brine day tanks, pumps, and associated controls.
The commissioning scope includes verification of equipment installation per specifications; testing of plumbing, electrical, and instrumentation systems; calibration and testing of control systems; functional testing of alarms and interlocks; performance testing for design parameter compliance; and operational staff training. Specific activities encompass pre-commissioning checks with installation verification and documentation compilation; plumbing systems commissioning including pressure and leak tests; electrical systems commissioning with voltage and phase sequence verification; instrumentation and control systems commissioning with sensor and transmitter calibration; chemical handling system setup with brine tank filling and pump operation testing; initial regeneration cycle performance tests; safety and alarm testing including emergency shutdown procedures; staff training with certification; and comprehensive documentation of all tests and inspections. Equipment materials include fiberglass reinforced plastic or stainless steel ion exchange tanks; polyethylene or fiberglass brine tanks; PVC, CPVC, or stainless steel piping; and corrosion-resistant pumps. The control system utilizes PLC-based technology with HMI interface and includes high/low level, pressure, and equipment failure alarms. Timeline start and end dates are to be determined.
