ADDENDUMS 52.212-1/ 52.212-2
ADDENDUM TO 52.212-1, PROPOSAL PREPARATION INSTRUCTIONS
A. To assure timely and equitable evaluation of the quote, the offeror must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The response shall consist of five parts:
Part I – Price Part II – Technical Part III – Past Performance Part IV – Fill-in Provisions and Clauses Part V – Signed Amendments
B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional data will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit cost data to the extent necessary for the contracting officer to determine the reasonableness of the price.
C. Questions and Answers. Questions concerning this solicitation shall be submitted no later than 2 February 2021 at 5:00 p.m. CDT. The Government reserves the right to accept questions after this date if it is within the best interest of the Government.
D. Submittal. Offerors shall submit all required documents to Russell Mihely (Russel.Mihely@us.af.mil) and Melissa Hergenrader (Melissa.Hergenrader@us.af.mil) via email by the date and time indicated on block 8 of the SF1449.
E. Specific Instructions:
In order for a quote to be considered, it must include:
1) Pricing Spreadsheet
2) Technical capabilities.
3) Past performance.
4) Fill-in provisions and clauses.
5) Signed SF1449 and amendments.
1. PART I – PRICING QUOTE – The offeror is required to submit one electronic copy of the Pricing Spreadsheet (Attachment 3).
(a) Completion of the Pricing Spreadsheet (Attachment 3) according to the instructions in the attachment.
2. PART II – TECHNICAL CAPABILITIES SUMMARY – Offerors are required to submit a technical capabilities document with the following:
(b) Current and clear color copy (front and back) of a Nebraska Pesticide Applicator License with appropriate categories to perform all of the requirements in the PWS 1.3.7.3.
(c) Demonstrate technical capabilities for the following:
i. Manning and shift plan to include: number of personnel, labor categories, anticipated hours, and shift schedules.
ii. Equipment plan to include number and type of equipment to be used. Annotate what services the equipment is being used for. Annotate if the equipment is currently in possession by the offeror or provide a timeline for equipment availability.
iii. Action plan to remove and maintain cattails in standing water areas IAW PWS 1.5.7.
iv. Plan to provide pest control services IAW PWS 1.3.7.
v. Plan to remove trees and stumps IAW PWS 1.8.4.
vi. Plan to provide bio pond/rain garden IAW PWS 1.3.14.
vii. Brief description of how the offeror plans to provide the services listed in the PWS that were not mentioned above. The contractor may provide any innovative or efficient processes that will be utilized.
viii. Mission essential contractor services plan describing how it will continue to perform the essential contractor services identified as "mission essential" in the Performance Work Statement during periods of crisis. The plan shall contain the items described under DFARS 252.237-7024
3. PART III – PAST PERFORMANCE SUMMARY – The Government will consider the data on each offeror from the Contractor Performance Assessment Reporting System (CPARS). In addition, offerors may submit up to 3 examples of you/your company successfully completing work of a similar scope and dollar value within the last 5 years.
(a) Must include the project name and performance location.
(b) Must include period of performance.
(c) Must include customer POC information.
(d) Must include contract number if applicable.
(e) Must include the CAGE and DUNS of the company performing the work if applicable.
(f) Must identify all prime and subcontractors involved in the effort as well as the scope of the work completed by each prime and subcontractor involved.
(g) Total number of acres maintained for cutting and total number of acres maintained for spraying.
(h) Must disclose if tree trimming, tree removal, and stump grinding were accomplished or not.
(i) Must identify grounds maintenance in a secured airfield location if applicable.
(j) Must identify herbicide and pesticide application if applicable.
(k) Must identify bio-pond/rain garden maintenance services if applicable.
4. PART IV – FILL-IN PROVISIONS AND CLAUSES
(a) Offerors are required to complete all clauses/provisions that require Fill-ins and submit them with its quote. Note: For 52.212-3, if the Offeror has completed the annual, representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. Only paragraph (b) of the provision is required.
5. PART V – SIGNED SF1449 AMENDMENTS
(a) The offeror shall acknowledge, sign, and submit a signed copy of the SF 1449. In doing so, the offeror accedes to the proposed contract terms and conditions as written in the solicitation, with attachments. Offerors must acknowledge all amendments to this solicitation (if Amendments are issued). Offerors shall acknowledge, sign, and submit all solicitation amendments with their quote.

ADDENDUM TO FAR 52.212-2:
BASIS FOR CONTRACT AWARD: This is a competitive RFQ solicited under FAR Part 13.5. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Price 2) Technical 3) Past Performance. Award will be made based on an integrated assessment of the evaluation factors and to the proposal that presents the best value to the government. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. If an offeror takes exception to the solicitation terms and conditions, the offeror may be eliminated from competition if the Government determines it is in the best interest of the Government. The evaluation process shall proceed as follows:
Step 1: Evaluate all responsive quotations based upon total quoted price, to include all options, from the Pricing Spreadsheet (Attachment 3).
Step 2: Evaluate offeror's technical and past performance.
Step 3: Make a Best-Value decision based on price, technical, and past performance evaluations.
A. Price Quote Evaluations.
A.1 Evaluation of the option and extension CLINs shall not obligate the Government to exercise such option or extension CLINs.
A.2 Pricing will be evaluated based on the following:
i. Pricing shall be good for a minimum of 30 days from submission of quote.
ii. Fair and Reasonableness: For a price to be fair and reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable through the use of one or more of the price analysis techniques at FAR 15.404-1(b)(2). An offeror must be determined fair and reasonable to be considered awardable.
iii. Unbalanced pricing: Contractors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one (1) or more contract line items is significantly over or understated. The Government shall analyze offers to determine whether they are unbalanced with respect to separately priced line items or sub-line items. An offer that is determined to be unbalanced may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
B. Technical Summary Evaluations.
| B.1. | Evaluation of the quotes will be based on the offeror’s technical capability to perform the services required within the attached Performance Work Statement (PWS). The Government will evaluate the offeror’s submission of the following: |

B.1.2. Technical Capabilities with the following:
i. The manning and shift plan included the following: number of personnel, labor categories, anticipated hours, and shift schedules. The offeror has demonstrated its capability to perform the requirements of the PWS based on the manning and shift plan submitted.
ii. The equipment plan to include number and type of equipment to be used and what the equipment will be used for was submitted. The offeror annotated if the equipment is currently in possession by the offeror or provided a timeline for equipment availability. The offeror has demonstrated its capability to perform the requirements of the PWS based on the equipment plan submitted.
iii. The offeror provided an action plan to remove and maintain the cattails in standing water areas. The offeror has demonstrated its capability to perform the cattail removal and maintenance IAW PWS 1.5.7.
iv. The offeror provided a plan to provide pest control services. The offeror demonstrated its capability to provide the services IAW PWS 1.3.7.
v. The offeror provided a plan to remove trees and stumps. The offeror demonstrated its capability to provide the services IAW PWS 1.8.4.
vi. The offeror provided bio pond/rain garden plan. The offeror demonstrated its capability to provide the services IAW PWS 1.3.14.
vii. The offeror provided a brief description of how the offeror plans to provide the services listed in the PWS that were not mentioned above. The description demonstrated the offerors capability and knowledge to perform the requirements of the PWS. Any innovative or efficient processes that will be utilized by the offeror were considered.
viii. Mission essential contractor services plan. The plan contained the items described under DFARS 252.237-7024. The offeror demonstrated its capabilities to provide the mission essential services during a time of crisis.
B.2. The Government will assign an overall technical rating based on its assessment.
Overall Technical Ratings:
- Outstanding: Proposal indicates an exceptional approach and understanding of the requirements and risk of unsuccessful performance is low.
- Good: Proposal indicates a thorough approach and understanding of the requirements and risk of unsuccessful performance is low to moderate.
- Acceptable: Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
- Marginal: Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
- Unacceptable: Proposal does not meet requirements of the solicitation, and/or risk of unsuccessful performance is unacceptable Proposal is unawardable.
C. Past Performance Summary Evaluations.
C.1 The past performance of offerors will be evaluated. Contracting Officer shall seek recent and relevant past performance information on the offeror's ability to successfully provide grounds maintenance services based on past performance provided by the offeror and data independently obtained from other Government and commercial sources. Recent performance includes grounds maintenance services similar in scope, complexity, and magnitude to the requirements of the PWS conducted within the last five (5) years. Relevant contracts include those contracts that showcase the offeror's ability to perform grounds maintenance services similar to those required in the PWS. The purpose of the past performance evaluation is to allow the Government to assess the offeror's ability to perform the effort described in the solicitation, based on the offeror's demonstrated present and past performance.
C.2. The assessment process will result in an overall performance confidence assessment rating of Substantial Confidence, Satisfactory Confidence, Limited Confidence, No Confidence, or Unknown Confidence as defined below. Past performance regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement will not be considered as highly as past performance information for the principal offeror. Offerors with no relevant past or present performance history or the offeror's performance record is so limited that no confidence assessment rating can be reasonably assigned shall receive the rating "Unknown Confidence", meaning the rating is treated neither favorably nor unfavorably.
Past Performance Ratings:
- Substantial Confidence: Based on the offeror's recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
- Satisfactory Confidence: Based on the offeror's recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
- Unknown Confidence: No recent/relevant performance record is available or the offeror's performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
- Limited Confidence: Based on the offeror's recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
- No Confidence: Based on the offeror's recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
D. Award.
The Government will start by ranking all responsive quotes based on the total quoted amount, to include all option periods, from the Pricing Spreadsheet (Attachment 3). Next, the offerors will be evaluated for price, technical approach, and past performance. The Government will make a best-value decision based on price, technical and past performance evaluations. The Government intends to award the contract without discussions.
