DESCRIPTION OF SERVICES
SCOPE OF WORK
The Contractor shall provide non-personal services, to include all management, supervision, labor, equipment, tools, and other items and services necessary to ensure that grounds maintenance is performed at Offutt Air Force Base (OAFB), Nebraska (NE) in a manner that will promote the growth of healthy grass, trees, shrubs, and plants to present a clean, neat, uniformed and professional appearance in accordance with (IAW) this Performance Work Statement (PWS). The Contractor’s performance will be based on the Contracting Officer’s (CO) and the Contracting Officer’s Representative (COR) evaluation of the results required by the Service Summary (SS). The frequency or method of performance will not be a factor in the performance rating. It is at the Contractor’s discretion to determine the levels of frequencies to attain the level of service required. The evaluation of results will be based on the COR’s performance assessment, tenant satisfaction, and customer complaints. Final results of the evaluations will be the determining factor for the success or failure of this contract (Para 12.4). The Contractor shall comply with applicable federal, regional, state and local laws, industry, and commercial standards. The Contractor shall obtain all applicable licenses, training and permits.
The Contractor Shall:
1. Be responsible to make the management and operational decisions to meet the quality standards required under this contract.
1. Use innovation, technology and other means and methods to develop and perform the most efficient services for the maintenance of the grounds covered under this contract.
1. Implement an effective Quality Control Plan (QCP).
1. Implement an effective service call system that results in prompt, professional, and courteous resolution of Contracting Officer Representative (COR) concerns as defined in this PWS.
1. Keep the Contracting Officer, or designee, informed of current status of the work being performed, provide work schedules, deliver reports and any other pertinent information needed by the Contracting Officer, or designee.
1. Reduce the environmental impacts of work performed under this contract by using, to the maximum extent, environmentally sound practices, processes, and products.
1. Provide training to all contract employees that will stress stewardship in maintenance practices. Ensure that contract employees are properly licensed and/or certified to operate all necessary equipment for which licensed and/or certified personnel are required by federal, state or local law, codes or ordinances (see Section 8, Contractor Personnel Qualifications).
1. Federal Requirements: The Contractor shall comply with all applicable federal, state and local laws, regulations and codes, including any supplements or revisions. The Contractor shall obtain all applicable licenses, training, and permits.
GROWING SEASON AT OFFUTT AFB, NE (OAFB)
The growing season at OAFB is considered to be 1 April through 31 October. Services that occur during the growing season shall not begin before 1 April and end no later than 31 October each year. All damage caused by the Contractor, or its employees, to Government property and personal property (to include facilities, fences, equipment, trees and shrubs, etc.) due to Contractor operations shall be repaired or replaced by the Contractor within fifteen (15) days after identification/notification at no additional cost to the Government. If a plant should die or become unhealthy due to damage caused by Contractor, the Contractor will be responsible for replacing, and maintaining until established, any damaged plant(s) with a plant of the same size and type. Plant replacement shall occur within fifteen (15) days after identification/notification.
MAINTAIN IMPROVED GROUNDS
The contractor shall provide services identified below for all improved grounds as identified in appendices below.
**NOTE: Areas and other nearby locations are scheduled to be under construction during the life of this contract, and grounds maintenance acreage/square footage will be affected. Appendices below show current and potential future changes to come.
MOW
The Contractor shall mow all improved grounds to present a neat and professional appearance at all times. Mow grass height between three (3) and five (5) inches uniform in appearance, free of skips, gaps, rutting, or scalping (including drainage ditches). Grass clippings shall be removed or mulched when visible after mowing, before leaving work area. The Contractor shall be required to pick up debris, natural and manmade, prior to mowing any area. The Contractor shall ensure that all mowing is accomplished in such a manner that debris is blown away from streets, sidewalks, vehicles, and personnel where possible. Use of mower deck deflectors is required. Ditches and drainage ways shall be free of shrubs, trees, silt and trash to in order to keep water free flowing. Contractor shall dispose of collected material in waste containers designated by the COR. The Contractor shall perform a final cut at the end of each growing season to the most restrictive standard of three (3) inches.
EDGE
The Contractor shall edge sidewalks, driveways, street edges, curbs, barriers fixed/mobile and other hard surfaced areas located within the improved grounds so that grass height matches surrounding area grasses edging (level with surface) shall include removal of vegetation from expansion joints and cracks in sidewalks, driveways, curbs and other hard surfaces. Grass, vegetation and weeds shall be cut back no more than one-half (½) inch from the hard surface edged, maintaining an even contour with the edged surface, uniform in appearance and free of scalping, rutting, and uneven or rough cutting. This task shall involve all improved grounds as shown in appendices below. When the edging occurs in an area, the task shall be completed within forty eight (48) hours of a scheduled mowing. The approximate number of linear feet of sidewalks, driveways, and curbs are indicated in appendices below. The Contractor shall edge in such a manner that debris is blown away from streets, sidewalks, vehicles, and personnel where possible. Grass, vegetation and dirt from edging operations shall not be left on paved surfaces.
TRIM
The Contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders/limestone barricades, and other fixed obstacles and temporary obstacles/objects on improved grounds. Trimming height shall match, or be less than, surrounding area grass heights. The approximate number of linear feet of for trimming is indicated in appendices below. This task shall involve all improved grounds as shown in appendices below. When the trimming occurs in an area, the task shall be completed concurrent with a scheduled mowing. IAW contract clause FAR 52.237-2 (APR 1984), Protection of Government Buildings, Equipment and Vegetation, in the event damage occurs to trees or shrubs during mowing/trimming operations, and plants die or become unhealthy, the Contractor shall be responsible for replacement at no cost to the government. Replacement trees and shrubs shall be selected IAW the OAFB Integrated Natural Resources Management Plan, available from the COR upon request, with caliper size not to exceed 2.5 inches. The Contractor shall replace damaged shrubs and trees within fifteen (15) workdays after notification of noticed damage by the COR. Tree guards shall be installed on all replacement trees that are less than six (6) inches (measured on trunk at six (6) inches above the ground). Herbicides shall not be used for trimming.
All fence lines and gates shall be trimmed to prevent vegetation growth in the fence, including removal of vegetation growing up the links of the fence. Application of non-selective herbicides to control grass, weeds and vegetation around obstacles to include fence lines, shall only be allowed with CO or COR approval. Application of herbicides shall comply with all provisions in this PWS. Adjuvants and dyes may also be used to enhance and track chemical applications.
MAINTAIN BASE CEMETARY
Headstone trimming shall be accomplished in such a way to prevent grass from staining headstones and to protect the historical integrity of the area. Ground plaques shall be free of clipping and debris, and be visible after mowing. All other areas will be accomplished as established in the PWS for Maintaining Improved Grounds.
PRESERVING RUNNING TRACKS
The Contractor must follow the below guidelines when working around the track:
· Limit vehicular traffic to only light-weight maintenance equipment and mowers.
· Mower blades/decks must be elevated to the maximum height.
· All equipment shall cross track on plywood protected paths.
· Plywood shall be removed after crossing as to not interfere with runners on the track.
· Ensure no chemicals come in contact with the track surface.
· Do not allow weed eater cutting line to contact track surface.
REMOVE DEBRIS/POLICE GROUNDS
The Contractor shall perform general litter patrol in all areas of improved grounds with emphasis on the Distinguished Visitor (DV) route, identified in appendices below. Remove and dispose of natural debris, (tree limbs, dry brush, rodent habitats, dead animals, etc.) and man-made debris. The Contractor shall police identified areas to maintain a neat and professional appearance at all times.
PEST CONTROL
The Contractor shall provide all management, licenses, laboratory testing, tools, supplies, equipment, transportation and labor to develop and implement an Integrated Pest Management (IPM) plan in all areas covered by this PWS, and in a manner that will reduce broad leafed weeds, pest grasses and pest insects. The IPM shall be submitted to the CO and COR no later than (NLT) thirty (30) days of contract start date as Contract Data Requirement List A001 (CDRL A001). IPM shall be reviewed annually within thirty (30) calendar days of the option period start date.
There are four (4) pest control areas:
· The inside of the airfield, defined as the fenced area encompassing the airfield, Bird Air Strike Hazard (BASH) areas, and Protection Level (PL) areas.
· Outside the airfield, defined as both approach lights, and the grass area south of the Kenny gate and BASH.
· All Improved, Semi-Improved, and Unimproved grounds.
· All streets, sidewalks adjacent to streets, parking lots, curb lines and cracks, outside of the airfield for weed control is outlined in (para 1.3.12).
Every piece of equipment used for each applications shall have Global Positioning System (GPS) capabilities to ensure all pesticides are dispersed evenly and accurately. The Contractor shall provide weed control without affecting adjacent desirable vegetation. The Contractor shall accomplish all pesticide tasks identified in this PWS and appendices below in order to meet the requirements within the Service Summary (SS). The Contractor shall use only approved pesticides as stated in DoD Instruction 4150.07, DoD Pest Management Program, , Para 1.2, Section c. and AFMAN 32-1053, Integrated Pest Management, Para 2.13.4. The Contractor shall comply with current federal, state, local, DoD, and Air Force regulations, plans, and policies. The Contractor shall comply with all applicable parts of 29 Code of Federal Regulations (CFR) 1910, Labor, Occupational Safety and Health Standards, 29 CFR 1925, Safety and Health Standards for Federal Service Contracts, 40 CFR 150-189, Protection of Environment, Pesticide Program, and 49 CFR 171, Subchapter C, Hazardous Materials Regulations, Transportation, General Information, Regulations, and Definitions.
The Contractor shall ensure that all workers have current state certification for all pest control services being performed. Control weeds in improved grounds through execution of a weed control program appropriate for the area to maintain a professional appearance. Restore grounds made barren where weeds are removed to the level of care of the surrounding area (i.e., semi-improved, improved, etc.). All pesticides used must be on the installation approved inventory list as approved by the IPM, and applied by certified personnel. The IPM plan will require approval by the MAJCOM Pest Management Consultant (PMC) prior to implementation and is subject to the CO and COR’s approval. The Contractor’s IPM plan shall establish the strategy and methods for conducting a safe, effective, and environmentally sound pest management program. Prospective contractors may review the installation’s historical records of pest activity and abatement actions, survey facilities and grounds, consult with the Installation Pest Management Coordinator (IPMC) at 402-294-5435, and/or the MAJCOM PMC in order to develop a pest management plan. The IPM approach should use targeted, effective, environmentally sound methods, including habitat/facility modifications, biological/genetic/cultural control, mechanical or physical control, and where necessary, the judicious use of the least hazardous pesticides.

APPLICATION RESTRICTIONS
The herbicide/pesticide application shall be coordinated with the COR at (402) 232-3785, Base Operations at (402) 294-3240. Applications may have to be delayed or expedited dependent on insect activity at the time. The Contractor shall use all pesticides as labeled and approved by the Environmental Protection Agency (EPA) and MAJCOM PMC for the target pests. OAFB’s airfield is classified as “Rangeland” for label directions. Follow the label directions when applying all pesticides; the application rate of fluid ounces per acre, per year, per pesticide cannot be above the approved application rate printed on the label. The Contractor shall be fully responsible for ensuring that the effects of the pesticides will be limited to turf areas. After the scheduled applications of these pesticides; any missed areas shall be retreated by the Contractor, as identified by the Government, at no additional cost to the Government. The Contractor shall be responsible for replacement of any vegetation damaged due to off target application. The Contractor shall make every effort to treat the areas, when wind speeds are below 10 mph. The Contractor shall utilize equipment that allows pesticides to be applied at higher wind speeds such as a shrouded boom sprayer.
PESTICIDE APPLICATION PROCEDURES
The Contractor shall perform pesticides treatments IAW federal, state and local regulations, and DoD Pest Management Programs prescribed in AFMAN 32-1053, Integrated Pest Management, Para 2.7.2 and DoDI 4150.07, DoD Pest Management Program. Pesticides will be applied IAW label directions, including required personal protective equipment, application rates, and use restrictions. The Contractor shall submit a report to the COR within five (5) calendar days after each application (CDRL A002). The report must contain, at minimum: the target pest, temperature, wind speed, wind direction, acres, application rate and per acre, type of pesticides used per location, total quantity of finished product applied, and pesticide applicator(s) name. Wind speed information can be obtained from the Base Weather Office at 402-294-3459.
PESTICIDE CERTIFICATION REQUIREMENTS
All applicators will hold full State of Nebraska Department of Agriculture Pesticide Applicator License in the categories appropriate to the type of pesticide application performed. Any Contractor employees not fully trained and licensed shall not apply products on DoD Installations. All Contractor employees will be required to have in their possession a valid state identification. If the Contractor spills or releases any hazardous substances (i.e., substances listed in 40 CFR 302.4, Designation of hazardous substances), the contractor should immediately notify the Government representative and Base Environmental Coordinator at (402) 294-4087.
SPECIAL QUALIFICATIONS
All pesticides must be approved by the IPMC and the MAJCOM PMC, prior to use. Any pesticide not already approved must be submitted at least thirty (30) days prior to any planned application to the COR and/or IPMC.
SAFETY DATA SHEETS (SDS)
The Contractor shall make Safety Data Sheets (SDS) available to their employees IAW 29 CFR 1910.1200, Hazard communication. SDS shall also be made available to the IPMC for approval prior to use, and to the COR upon request. The Contractor shall prepare and submit a Hazardous Materials Inventory to the COR within thirty (30) days of contract start date, and as applicable (CDRL A003). The inventory shall itemize all hazardous materials by specific type as sold with individual SDS, and include information pertaining to approximate quantities of each type and exact locations where hazardous materials are to be used on the premises.
STORAGE AND DISPOSAL
Storage and mixing of pesticides by the Contractor is not allowed on OAFB. The Contractor must have a spill kit on each vehicle capable of containing 110% of the greatest container volume. All wastes shall be the responsibility of the Contractor and will be disposed of offsite IAW all federal and state regulations pertaining to hazardous chemicals, wastes, and pesticides.
SCHEDULE OF APPLICATIONS
The information below is the intended schedule of herbicide and insecticide applications. Due to variable weather conditions, plant growth, insect activity, other acts of nature, or events at the base, the schedule may shift as necessary. The Contractor shall give a three (3) calendar day notice to the CO and/or COR prior to application of herbicide and/or insecticide. It is the Contractors responsibility to verify when the conditions are right for application, as it applies to the chart below. If the Contractor must reapply herbicide and/or insecticide at any time, it will be at no additional cost to the Government. Upon notification, the contractor has a two (2) week timeframe to begin application. Once the application has started, of Improved, Semi-Improved and Un-Improved shall be completed within twenty-one (21) days from notification. The airfield application shall be completed within five (5) days. Exceptions are weather, at the convenience of the Government, or at the discretion of the COR. All BASH areas outside the airfield fence shall be done within seven (7) days of the Airfield application. Airshow applications are only if funding is available. Airshow applications shall be done within one (1) week of the start of the event. POC’s are Airfield Management at (402) 294-3240, BASH at (402) 294-2793, Flight Safety at (402) 294-3404, COR at (402) 232-3785, and IPMC at (402) 294-5435.
Estimated Schedule: (may vary due to insect activity)

· Spring – May/June – Herbicide/Insecticide inside Strip spraying, Herbicide on alternating Strip.
· Spring – May/June – Improved and Semi-Improved – Herbicide only.
· Summer – Aug/Sept – Insecticide, alternating from spring application, inside.
· Fall – Oct/Nov – Herbicide inside and outside fenced area of BASH.
· Fall – Oct/Nov - Improved and Semi-Improved– Herbicide only.
· Airshow – Aug - Insecticide (only if funding is available) inside.
WEED CONTROL
The Contractor shall provide weed control by the application of pesticides with low rates per acre for the areas described in appendices below. Provide updates to the COR within five (5) calendar days after each application while in progress as referenced in appendices below (CDRL A002). The Contractor shall provide weed control without affecting adjacent desirable vegetation. Weed control consists of, as a minimum: broad leaf weeds in lawn areas, aquatic weeds, noxious weeds, brush in perimeter fence, germination of seeds in flower beds, and graveled areas. The Contractor shall coordinate all aquatic application operations with IPMC at (402) 294-5435. If chemical methods cannot be utilized due to conditions beyond the Contractors control (i.e., high winds, precipitation, areas closed for construction projects, etc.), non-chemical methods can be used with COR’s approval.
CRACK GRASS
All non-airfield streets, sidewalks adjacent to streets, parking lots, curb lines and cracks as shown in appendices below, shall be kept 95% weed free as outlined in Table 2, SS-1. Contractor shall follow application restrictions as outlined in (Para 1.3 through 1.3.12). A dye shall be used to keep from over spraying and to track progress. This service will only be provided from 1 April through 31 October each year.
BLDG 500, BLDG 185 AND KENNEY GATE– VEGETATIVE AND INERT BEDS
The Contractor shall maintain vegetative and inert beds as identified in appendices below to present a neat and professional appearance. Maintenance activities may include, but are not limited to, weeding, mulching, maintaining borders, edging, and repairing or replacing damaged plants and shrubs. The Contractor shall prune/trim shrubs and other plants to maintain their natural growth characteristics to enhance the beauty and health of the plant IAW ANSI 300, American National Standards Institute for Bldg. 500 Complex Bldg 185 and Kenny Gate. Hedges shall be maintained in a professional and natural height and shape. Shrubs, plants, hedges, and ground cover/vines shall be pruned/trimmed six (6) inches away from buildings, fences, curbing, sidewalks, and other fixed (permanent and temporary) obstacles. All ground cover and plants shall be kept within the bed borders. All plants around landscape and ground lights shall be pruned/trimmed to allow light usage for its intended purpose. Shrubs and hedges located on street corners, curb easements, etc. shall be pruned/trimmed to keep from obstructing view of oncoming traffic. Contractor may be required to replace plants that are killed or harmed due to contractor negligence. Areas beneath shrubs and hedges shall be kept free of all grass, weeds, vegetation, and debris. Vegetative and inert beds shall be policed a minimum of two (2) times per month. Volunteer tree growth seedlings shall be removed at no additional cost to the Government. New growth shoots on shrubs and hedges shall not exceed six (6) inches in length. The Contractor shall treat and/or control insect pests on all ornamental plantings around the Bldg. 500 Complex, Bldg 185 and Kenney Gate. The Contractor shall complete a one (1) time clean-up in the fall (in the month of October) of each year to cut back all herbaceous perennials and ornamental grasses to a minimum of ground level, NTE eight (8) inches tall.
USSTRATCOM (BLDG 1000) – BIO RETENTION PONDS, AND ORNAMENTAL GRASS AREAS AND BEDS Bio retention ponds/beds and vegetative and inert beds will be maintained free of weeds using manual labor, chemical application, and equipment appendices below. Contractor will avoid damage to established plants. Maintenance activities may include, but are not limited to, weeding, mulching, maintaining borders, edging, and repairing or replacing damaged plants and shrubs. The Contractor shall prune/trim shrubs and other plants to maintain their natural growth characteristics to enhance the beauty and health of the plant. Bio retention ponds, ornamental grass areas and beds shall be policed a minimum of two (2) times per month. Contractor shall be required to replace plants that are killed or harmed due to negligence. The Contractor will be provided drawing and information on established planning before starting work. Application of non-selective herbicides to control grass, weeds and vegetation around shall only be allowed with CO and/or COR approval. Application of herbicides shall comply with all provisions in this PWS section 1.3.7 through 1.3.12. Adjuvants may also be used to enhance chemical applications. The Contractor shall utilize equipment that will not cause rutting in the grounds area during operations. The Contractor shall complete a one (1) time clean-up in the spring (in the month of April) of each year to cut back all herbaceous perennials and ornamental grasses to a minimum of ground level, NTE eight (8) inches tall. The Contractor shall maintain all standards identified in this PWS during dry and rainy season.
PARADE GROUNDS AND STATIC AIRCRAFT DISPLAYS
This will only be executed as funds become available, and as approved by the CO or COR via a work order. The Contractor shall maintain vegetative and inert beds as identified in appendices below to present a neat and professional appearance. At a frequency of two (2) times per month as funded. Maintenance activities may include, but are not limited to, weeding, mulching, maintaining borders, edging, and repairing or replacing damaged plants and shrubs. The Contractor shall prune/trim shrubs and other plants to maintain their natural growth characteristics to enhance the beauty and health of the plant IAW ANSI 300, American National Standards Institute for the Parade Grounds and Static Aircraft Displays. Hedges shall be maintained in a professional and natural height and shape. Shrubs, plants, hedges, and ground cover/vines shall be pruned/trimmed six (6) inches away from buildings, fences, curbing, sidewalks, and other fixed (permanent and temporary) obstacles. All ground cover and plants shall be kept within the bed borders. All plants around landscape and ground lights shall be pruned/trimmed to allow light usage for its intended purpose. MAINTAINING SEMI-IMPROVED GROUNDS
Semi-improved grounds are identified in appendices below.

MOW
The Contractor shall mow grass to a height between four (4) and ten (10) inches in all semi-improved grounds areas (including drainage ditches). Ditches shall be free of shrubs, trees, silt, and trash in order to keep water free flowing. This includes a one hundred (100) foot strip around the Ammo Depot fence as outlined in appendices below. Use of mower deck deflector is required. The Contractor shall perform a final cut at the end of each growing season to the most restrictive standard of four (4) inches.
TRIM
The Contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders/limestone barricades, and other fixed obstacles and temporary obstacles/objects on semi-improved grounds. Trimming height shall match surrounding area grass height. When the trimming occurs in an area, the task shall be completed concurrent with a scheduled mowing. This task shall involve all semi-improved grounds as shown in appendices below. IAW contract clause FAR 52.237-2, Protection of Government Buildings, Equipment and Vegetation, in the event damage occurs to trees or shrubs during mowing/trimming operations, and plants die or become unhealthy, the Contractor shall be responsible for replacement, at no additional cost to the Government. Replacement trees and shrubs shall be selected IAW the OAFB, Integrated Natural Resources Management Plan, available from the COR upon request, with caliper size not to exceed two and one-half (2.5) inches. The Contractor shall replace damaged shrubs and/or trees within fifteen (15) business after notification to the Contractor by the COR, and with COs verification and approval, and maintain care until plant is fully established. Tree guards shall be installed on all replacement trees that are less than six (6) inch caliper (measured on trunk at six (6) inches above the ground). Herbicides shall not be used for trimming.
All fence lines shall be trimmed to prevent vegetation growth in the fence, including removal of vegetation growing up the links of the fence. Application of non-selective herbicides to control grass, weeds and vegetation around obstacles to include fence lines, shall only be allowed with CO and/or COR approval. Application of herbicides shall comply with all provisions in this PWS section 1.3.7-1.3.12. Adjuvants and dyes may also be used to enhance and track chemical applications.
MAINTAIN BASH AIRFIELD
The Contractor shall provide services identified below for all BASH airfield grounds as identified in appendices below.

MOW
The Contractor shall provide services identified below for all BASH airfield grounds as identified in appendices below. BASH airfield grounds shall be maintained as identified in appendices below between seven (7) and fourteen (14) inches IAW AFI 91-212, Bird/Wildlife Aircraft Strike Hazard (BASH) Management Program. Grass, weeds and vegetation shall be maintained between seven (7) to fourteen (14) inches. The grass shall not be shorter than seven (7) inches in height to prevent dust and debris on the airfield, and never be more than fourteen (14) inches in height to prevent bird habitation. The Contractor shall begin mowing operations at the active runway paved surface and move away from active runway to the outermost area. This causes insects and animals to move toward the outside of the field, and away from the runway. Alternate the directional pattern of mowing to prevent the development of ruts and subsequent ponding of water. The contractor shall be responsible for insuring that all foreign objects and debris produced by grounds maintenance is cleared off all runways, taxiways, and aircraft parking aprons before leaving the work area. Ditches and drainage ways shall be free of shrubs, trees, silt and trash in order to keep water free flowing this includes all concrete drains on the airfield) as identified in appendices below. The Contractor shall perform a final cut at the end of each growing season to the most restrictive standard of seven (7) inches.
MOW TAXIWAY, RUNWAY EDGE, LIGHTS AND SIGNS
Grass, weeds and vegetation shall be mowed/trimmed to maintain a ten (10) foot diameter circle between four (4) and seven (7) inches around runway edge lights, taxiway lights, distance markers, visual glide slope indicators, other fixed and temporary obstacles/objects and signs within the airfield. All lights and signs shall be mowed concurrent with BASH airfield mowing. The contractor shall be responsible for insuring that all foreign objects and debris produced by grounds maintenance is cleared off all runways, taxiways, and aircraft parking aprons before leaving the work area.
TRIM
The Contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders/limestone barricades, and other fixed obstacles and temporary obstacles/objects on BASH. Trimming height shall match, or be less than, surrounding area grass heights. Litter, trash or other debris shall be picked up and disposed of properly during trimming operations.
The Contractor shall maintain perimeter fences and gates. The Contractor shall trim any vegetation encroaching through the fence. The Contractor shall maintain vines, shrubs, and trees on the inside and outside of the fence to provide a minimum clearance of five (5) feet from the fence line, sidewalks and roads on each side, resulting in a ten (10) foot total perimeter (where accessible). The Contractor shall maintain the fence line and gate areas to the same standard as semi-improved grounds of between four (4) and ten (10) inches. If it is determined by the Contractor that providing this clearance may be detrimental to the health of the shrub or tree, the Contractor must contact the COR for his/her determination. If approved, chemicals are used to treat and prevent vegetation growth, the Contractor shall not exceed four (4) inches on each side at the base of the fence. No vines or other growth shall be left in the fence. Contractor shall be responsible for any damage caused by their own actions, to include property outside of perimeter fence. Fence lines to be maintained outside the fence are identified in appendices below. The Contractor shall perform a final cut of the perimeter fences at the end of each growing season to the most restrictive standard of four (4) inches. Perimeter fences maintained are identified in appendices below.
AIRFIELD COORDINATION
The Contractor shall coordinate all activities on the airfield by contacting Airfield Management at (402) 294-3240. Work will be accomplished only after Airfield Management has approved scheduled times. Work required within one hundred-fifty (150) feet of the edges of all runways and runway overruns and within fifty (50) feet of all taxiways shall be accomplished when there are no flying activities. The Contractor shall mow in such a manner that grass clippings are blown away from the runway, taxiway, or parking apron where possible. The Contractor shall remove all Foreign Object Damage (FOD), debris, and grass clippings after mowing or trimming from all taxiways, runways, aircraft parking aprons, and all other paved areas.
FLIGHT-LINE DRIVERS
Training must be completed prior to operating vehicles or mowers on the flight line. All Contractor employees working on airfield grounds shall be required to have a valid AF Form 483, Certificate of Competency (Flight-Line Driver’s License) with them at all times. Vehicles must have a valid personally owned vehicle (POV) pass issued by Airfield Management prior to operating on the flight line. No equipment will be left unattended at any time while working in these areas. The Contractor shall be responsible for insuring that all FOD and debris produced by grounds maintenance is cleared off of all taxiways, runways, and aircraft parking aprons before leaving the work area. The Contractor shall appoint a primary and alternate Land Mobile Radio (LMR) Custodian within fourteen (14) calendar days of contract award date, and they are responsible for obtaining training via the LMR Office at (402) 294-6320.
Unauthorized release of gate encryptions/codes or lack of adherence to flight line procedures, will result in immediate revocation of the individual's Certificate of Competency. Any contract delays or costs associated with the revocation of individual's Certificate of Competency shall be the Contractor's responsibility and shall not result in additional costs to the Government. The contract performance period will not be extended due to revocation of Certificate of Competency. The Contractor shall comply with AFI 13-213, Airfield Driving, and the instruction of the Airfield Manager at all times.
AIRFIELD TOWER COMMUNICATIONS
The Contractor shall be radio-equipped to maintain constant two-way radio contact with the control tower and Airfield Management when operating near runways, overruns, and taxiways. The Government will sign out all communication equipment to the Contractor required for this contract. The Contractor shall maintain contact with the control tower when operating on or within one hundred-fifty (150) feet of the runway. The Contractor shall respond immediately to the directions of the Air Traffic Control tower personnel. Radio contact with the control tower shall be required at all times during airfield mowing operations. Work in the airfield area shall require that a contractor supervisor be present at all times, and carry a Government furnished radio on their person. Contractor personnel and equipment shall be removed from the airfield within fifteen (15) minutes of notification by Base Operations for emergency recovery of aircraft. The Base Operations Officer will approve resumption of work after termination of an emergency. The Contractor is responsible to verify and ensure that all airfield equipment operate with a rotating yellow beacon light or flashing yellow lights at all times.
L-SHAPED/WET AREAS
These areas must be maintained at or below height standards of the areas they are located, as defined in appendices below. The areas included are in the appendices below and will also include drainage ditches not included in this appendix. Height of all vegetative growth including cattails must be kept at a maximum fourteen (14) inches in height. Removal can also be attempted by mechanical or chemical means. Spraying shall be coordinated with the COR and base operations when it is inside of BASH area. Spraying shall include all vegetation above the height standard. Spraying shall be done with pesticide applicator certified in aquatic application with properly labeled pesticides. Contractor is responsible for establishing application rates, determining depths and acre inches or surface acres. Adjuvants may be used to increase efficacy of product. Mechanical methods of removal/ height control are also acceptable.
MAINTAIN PROTECTION LEVEL (PL) AREA
The Contractor shall provide services identified below for all PL grounds as identified in appendices below.

MOW
Grass, weeds and vegetation shall be maintained between four (4) and eight (8) inches, in designated PL including buildings 470, 499, 524, and 565. Along all fence lines, a thirty (30) foot clearing (fifteen (15) feet on both sides) shall be maintained between four (4) and eight (8) inches. Extra care shall be taken around sensitive equipment installed in this PL area. The Contractor shall perform a final cut at the end of each growing season to the most restrictive standard of four (4) inches.
TRIM
The Contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders/limestone barricades, and other fixed obstacles and temporary obstacles/objects. Trimming height shall match or be less than surrounding area grass height. Litter, trash and other debris shall be picked up and disposed of properly during trimming operations.
The Contractor shall maintain perimeter fences shall trim any vegetation encroaching through the fence. The Contractor shall maintain vines, shrubs, and trees on the inside and outside of the fence to provide a minimum clearance of fifteen (15) feet from the inside and outside of the fence line. If it is determined by the Contractor that providing this clearance may be detrimental to the health of the shrub or tree, the Contractor must contact the COR for his/her determination. If approved, chemicals are used to treat and prevent vegetation growth, the Contractor shall not exceed four (4) inches on each side at the base of the fence. No vines or other growth shall be left in the fence. Contractor shall be responsible for any damage caused by the Contractor’s action to include property outside of perimeter fence. Fence lines to be maintained outside the fence are identified in appendices below. The Contractor shall maintain to the semi-improved standard between four (4) and ten (10) inches. The Contractor shall perform a final cut at the end of each growing season to the most restrictive standard of four (4) inches. Perimeter fences to be maintained are identified in appendices below.
MAINTAIN UNIMPROVED GROUNDS
The Contractor shall provide services identified below for all unimproved grounds as identified in appendices below.

MOW
The Contractor shall maintain grass and vegetation in unimproved grounds to prevent woody encroachment. Grass, weeds, and vegetation shall be mowed between ten (10) and fourteen (14) inches on unimproved grounds three (3) times a year and scheduled six (6) to eight (8) weeks apart (including drainage ditches). The first mowing shall begin on approximately 15 May, or at the COR’s discretion. The contractor will coordinate the remaining mowing ditches shall be free of shrubs, trees, silt and trash in order to keep water free flowing. The Contractor shall perform a final cut at the end of each growing season to the most restrictive standard of ten (10) inches.
TRIM
The Contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders/limestone barricades, and other fixed obstacles and temporary obstacles/objects on unimproved grounds. Trimming height shall match or be less than surrounding area grass height. All areas shall be trimmed concurrent with mowing. Litter, trash or other debris shall be picked up and disposed of properly during trimming operations.

SPECIAL REQUIREMENTS
The Contractor shall perform all special requirements IAW with this PWS.
LEAF REMOVAL
This will only be executed as approved by the CO or COR via a work order. Upon execution of this service: leaves, sticks, branches, tree debris and other natural materials shall be removed from improved grounds and fence line surrounding the flight-line. Leaf removal areas will include rock beds, under/around all shrubs, parking lots, ditches and fence lines. Sparse amounts of leaves may be mulched in place if the residual mulch does not excessively cover turf. The leaf removal season is from October to April, outside of the normal mowing season. The Contractor shall dispose of collected material at the base’s natural debris collection area at the recycling center or other area/container as designated by the COR. The Contractor shall have seven (7) business days from the work order award date to complete this task.
TREE TRIMMING AND REMOVAL
This will only be executed as approved by the CO or COR via a work order. Each work order will require a Work Request Proposal (WRP), per example in appendices below. The Contractor shall prune or trim all trees as necessary in the areas of responsibility identified in appendices below. The Contractor shall be responsible for identifying all trees that require pruning or trimming. Pruning or trimming shall be accomplished IAW the American National Standards Institute ANSI A300, Part 1 industry standards.
