Small Business Participation Commitment Document

2. Participation of Small Businesses: The small business concerns (SBC) as defined in FAR Part 19 that are to be used in your proposed approach to satisfying the requirements of this solicitation for the entire performance period, including company name, business category(ies), description of products or services and NAICS code to be provided by each SBC and the nature of the commitment with the SBC (i.e., letter of commitment, joint ventures, mentor protégé agreements, others). Binding commitments shall become enforceable, contractual requirements. Use the table/format below in proposing this required information.

2. Small Business Participation Percentage: The Government’s Small Business Participation objective for this contract is: 25%. This percentage is also known as the minimum quantitative requirement (MQR). The MQR is the minimum percentage of the Total Contract Value (TCV) the awardee shall subcontract to U.S. based small businesses. The offeror may propose a Small Business Participation percentage higher than the stated minimum, as long as the percentage is supported by the related Small Business Participation approach. The Offeror’s proposed Small Business Participation percentage for this contract shall be incorporated into the contract upon award.

1. Small Business includes ALL small business dollars, inclusive of all socio-economic categories.

2. Small Business dollars planned for firms that qualify in multiple socio-economic categories shall be included in each category for which they qualify (i.e. a firm that is both WOSB and SDVOSB shall be included in both the WOSB and SDVOSB categories in the table above). The sum of these small business subcategories will not necessarily equal the Small Business total above.

3. The Government will review the Contractor’s Small Business Participation on an annual basis with the Small Business Participation Progress Report, as stated in attachment 17 Failure to meet proposed minimum quantitative requirements (MQR) for small business and small business socio-economic categories shall be considered a major nonconformance and may result in the following actions taken by the contracting officer:

Unsatisfactory rating to Small Business Subcontracting and Management or Business Relations Contract Performance Assessment Reporting System (CPARS) evaluation factors (See FAR 42.1503(b)(2), Table 42-2).
