The Offeror shall certify that the minimum personnel with the minimum qualifications for the following critical positions will be provided.

Labor Category

Qualifications

Program Manager (COR, All) Minimum Qualifications

· Bachelor’s degree in a business, technical, or engineering field

· Certification as Project Management Professional (PMP)

· 4 years of afloat maritime experience related to logistics processes to include configuration management, inventory management and procurement.

· Experienced in preparing content for executive briefs, studies and Concept of Operations (CONOPS) in MS Office products to support the spectrum of logistics concepts.

· 10 years of demonstrated knowledge, expertise, and relevant experience providing ship acquisition, fleet sustainment logistics support services, data management and supply chain management services to MSC, the U.S. Navy, the U.S. Coast Guard, or maritime ship operating companies, to include, but not limited to:

· Equipment provisioning and allowance modeling to support preventative (planned), corrective (unplanned), and alterative (e.g. TRANSALTs, MACHALTs, etc) maintenance.

· Sourcing of material from commercial and federal sectors.

· Development and maintenance of ship configuration baselines and equipment/systems top-down breakdown/hierarchical relationships.

· Marine engineering system functionality, components, and associated Integrated Logistics Support (ILS) elements to support planned/unplanned maintenance.

· Ship repair planning and specification development processes

· Marine engineering system preventative and corrective maintenance

· 8 years’ experience in managing contracts of a scope and complexity similar to that of this contract.

· Experienced with Logistics Innovation, Process Improvement and Benchmarking

Senior ILS/ Configuration Analyst
Minimum Qualifications

· High school diploma or equivalent

· 12 years of demonstrated knowledge, expertise, and relevant experience providing ship acquisition and/or fleet sustainment logistics support services to MSC, the U.S. Navy, the U.S. Coast Guard, or maritime ship operating companies, to include, but be limited to:

· Equipment provisioning and allowance modeling to support preventative (planned), corrective (unplanned), and alterative (e.g. TRANSALTs, MACHALTs, etc) maintenance.

· Sourcing of material from commercial and federal sectors.

· Development and maintenance of ship configuration baselines and equipment/systems top-down breakdown/hierarchical relationships.

· Marine engineering system functionality, components, and associated Integrated Logistics Support (ILS) elements to support planned/unplanned maintenance.

· Ship repair planning and specification development processes

· Marine engineering system preventative and corrective maintenance

Duties (Representative)

· For new construction programs, provides a full range of services to support;

(1) the documented accuracy of installed system/equipment configuration baselines, (2) the proper range/depth of material, equipage, and equipment is identified, procured, and fitted out to support MSC’s maintenance philosophy, operational requirements, and endurance levels, (3) the accuracy and completeness of technical documents/references, (4) the implementation and documentation of mandated programs, (5) the assessment logistics support risks and corresponding mitigation strategies, and, (6) improvements to processes, procedures, and/or ILS contractual requirements.

· For fleet sustainment (fleet, ship class, or individual ship level), provides a full range of services to support; (1) development, analysis, and management of system/equipment configuration baselines; (2) identification, development, and analysis of associated ILS documentation, (3) identification, development, and analysis of allowance documents and inventory levels/supply system posture to support planned/unplanned maintenance; (4) identification, analysis, and resolution of equipment/part supportability issues; (5) articulation of logistics contractual requirements and management/review of deliverables; (6) the assessment logistics support risks and corresponding mitigation strategies, (7) improvements to processes, procedures, and/or ILS contractual requirements.

ILS/

Configuration Analyst Minimum Qualifications

· High school diploma or equivalent

· 8 years of demonstrated knowledge, expertise, and relevant experience providing ship acquisition and/or fleet sustainment logistics support services to MSC, the U.S. Navy, the U.S. Coast Guard, or maritime ship operating companies, to include, but be limited to:

Ammunition Accounting Logistician

Minimum Qualifications

· High school diploma or equivalent

· Demonstrated knowledge, expertise, and experience of MS Office Suite, with emphasis on complex functions.

· 7 years demonstrated knowledge, expertise, and experience performing shipboard ammunition logistics and inventory management using NAVSUP’s Ordnance Information System (OIS) for MSC, the U.S. Navy, or the U.S. Coast Guard, to include, but not limited to:

· Technical inventory data management

· Management of ammunition allowances

· Accountability of conventional ammunition and associated components/hardware

· Ammunition requisitioning using automated information technology systems

· Activity Host Reporting

· Ammunition disposition

· Material identification and Fleet Ammunition Sentencing including: Notice of Ammunition Reclassification (NAR), Overhead Fire (OHF), and Ammunition Information Notices (AIN)

· Ammunition tracking and expediting using Military Standard Requisitioning and Issue Procedures (MILSTRIP)

· Coordinate support for ammunition on-loads and off-loads

· Conduct analytical examinations of material in-transit and account out-of-balance

· Conduct causative research for inventory gains and losses

· Auditing, analyzing, and reviewing afloat (shipboard) inventory posture

· Report generation and submission of: Financial Liability and Investigation Property Loss (DD Form 200), Ordnance Inventory Accountability Performance Checklist, NAVSUP Inventory Readiness Review (NIRR), and Supply Discrepancy Reports (SDR)

· Participation in Shipboard Explosive Safety Inspection (SESI) and/or Explosive Safety Inspections (ESI)

· Duties (Representative):

· Responsible for managing and documenting shipboard ammunition inventories using Navy inventory management procedures via official information technology systems. Activities include:

· Ordering material,

· Managing and updating orders using DoD and Navy MILSTRIP requisition transactions. Reviewing, utilizing, and interpreting DoD and Navy MILSTRIP business rules, data elements, technical exception codes, and systems,

· Procuring and preparing reports,

· Coordinating on-loading and off-loading material,

· Identification of inventory shortages/excesses, and

· Reconciling inventories.

Small Arms Logistician
Minimum Qualifications

· High school diploma or equivalent

· Demonstrated knowledge, expertise, and experience of MS Office Suite, with emphasis on complex functions.

· 7 years of demonstrated knowledge, expertise, and relevant experience providing fleet sustainment logistics support services, data management and supply chain management services using NAVSUP One Touch web-based supply application and Naval Surface Warfare Small Arms Registry to MSC, the U.S. Navy, or the U.S. Coast Guard, to include, but not limited to:

· Technical inventory data management

· Management of small arms allowances

· Accountability of small arms and associated components/hardware

· Small arms requisitioning using automated information technology systems

· Material order submission, tracking, and expediting using DoD and Navy MILSTRIP requisition transactions.

· Material shipping, monitoring, tracing, and tracking using both commercial sources and the Defense Transportation System (DTS) for CONUS and OCONUS delivery

· Performing causative research for inventory gains or losses.

· Auditing, updating, analyzing, and determining shipboard inventory management posture

· Report retrievals, review, and submission of Navy Small Arms Asset Verification List

· Inventory reconciliation and trend analysis Duties (Representative)

· Responsible for managing and documenting small arms inventories using Navy inventory management procedures via official information technology systems. Activities include:

· Ordering material,

· Managing and updating orders using DoD and Navy MILSTRIP requisition transactions. Reviewing, utilizing, and interpreting DoD and Navy MILSTRIP business rules, data elements, technical exception codes, and systems,

· Procuring and preparing reports,

· Coordinating on-loading and off-loading material,

· Identification of inventory shortages/excesses, and

· Reconciling inventories.

Senior Supply Chain Management Analyst

Minimum Qualifications

· High school diploma or equivalent

· 12 years of demonstrated knowledge, expertise, and relevant experience providing ship acquisition and/or fleet sustainment logistics support services to MSC, the U.S. Navy, the U.S. Coast Guard, or maritime ship operating companies, to include, but be limited to:

· Supply financial and inventory management.

· Material identification and sourcing material from commercial and federal sources.

· Material order submission, tracking, and expediting using DoD and Navy MILSTRIP requisition transactions.

· Material shipping, monitoring, tracing, and tracking using both commercial sources and the Defense Transportation System (DTS) for CONUS and OCONUS delivery.

· Identifying, analyzing, auditing, and developing requirements for the acquisition of logistics information in support of planned maintenance, industrial assistance, equipment alterations, and removals. Reviewing, interpreting, and auditing acquisition documentation, specifications, technical manuals, vendor supplies data, vendor purchase orders, shipboard feedback, and other available technical information.

· Conducting inventories, developing mock-ups, layout, and supporting material on-loads and off-loads. Performing causative research for inventory gains or losses.

· Auditing, updating, analyzing, and determining inventory management posture. Ability to define stock levels and frequency of reordering for the command.

· Provide technical expertise to staff officials regarding supply procedures afloat and ashore during procurement of materials and services.

· Provide assistance to leadership by ensuring procurement actions are initiated for all standard (federal stock number) and non- standard (commercial source) material, equipment, and service requirements.

· Understanding of the Government Credit Purchase Card (GCPC) to meet mission requirements.

Duties (Representative)

· Provides functional/technical support for worldwide logistical support of all Supply Chain, Commodities Sustainment, and Distance Support. Support business processes, systems, tech editing, ordering, tracking, invoice processing, valuation, auditing, and performance measures. Conducts analyses and studies, recommending fully documented courses of action. Support N4 SME in documenting business process/procedures, recommend/define business process metrics based on best practices and identify areas within N4 (contractor/government) that could be improved with a change in technology and/or process.

GSC Senior Supply Management Analyst

Data Analyst III

Senior Type Desk Support Analyst

Senior Special Materials Type Desk Analyst

Minimum Qualifications A combination of a Master’s Degree in Business Administration from an accredited institution with at least four years of relevant experience Or

· Bachelor’s degree in a business, technical, or engineering field with at least six years of relevant experience Or High school diploma or equivalent and sixteen years of relevant experience.

*Minimum relevant experience is defined as follows:

· Demonstrated expertise and relevant experience providing fleet sustainment logistics support services to MSC, the U.S. Navy, the U.S. Coast Guard, or MSC ship operating companies, to include, but be limited to:

· Afloat supply financial and inventory management.

· Material identification and sourcing material from commercial and federal sources.

· Material order submission, tracking, and expediting using DoD and Navy MILSTRIP requisition transactions.

· Material shipping, monitoring, tracing, and tracking using both commercial sources and the Defense Transportation System (DTS) for CONUS and OCONUS delivery.

· Conducting shipboard inventories, developing storeroom mock- ups, layout, and supporting material on-loads and off-loads. Performing causative research for inventory gains or losses.

· Auditing, updating, analyzing, and determining inventory management posture.

Duties (Representative) This position will support:

(1)Shipboard/shore-based inventory analysis; identification of inventory shortages/excesses.
(2)Perform causative research for inventory gains and losses and ensure proper documentation is completed and distributed per N46 direction.

(3) Replenishment of CLF stock using CMLS-CLF, ShipCLIP-CLF, or any other DoD program as directed to generate reorders.

(4) Submit Navy Working Capital Fund (NWCF) requirements to the DoD Supply System using NAVSUP One Touch or any other DoD IT program as directed.

(5) Track, expedite (and document the expediting of) NWCF requirements using NAVSUP One Touch, IGC, commercial websites (e.g. FedEx/UPS/DHL etc.), DLA/FLC Cargo-on-Hand reports, CMLS, and any other IT tool as directed.

(6) Generate/submit and track 9M Defense Working Capital Fund (DWCF) subsistence orders as directed.

(7) Daily review positive and negative changes to WCF inventory (i.e. due to receipts, issues, losses, gains) and ensure the validity of all transactions before allowing them replicate into NAVSUP/DLA programs of record.

(8) In the interest of continual process improvement, document and announce to N46 leadership any potential processes or CMLS/system enhancements that could increase effectiveness and/or efficiency.

(9) Assist GSC in executing FIAR audits or any other inventory audit deemed necessary aby N46.

(10) Generate and analyze metrics as directed.

(11) As a professional courtesy, notify N46 staff of any leave requests or other known absences beyond one business day.

(12) Check classified SIPR email traffic as directed, at least weekly, unless at sea or on leave.

(13) Provide pier-side ship visits and embark CLFs to ride from port-to-port as needed. Typical assignments will include:

-Embark CLF and remain for first portion of deployment to ensure all WCF receipts are posted accurately in a timely fashion with correct NSN and shelf-life data.

-Execute pier-side ship visits to execute inventory actions such as those in response to FIAR audits or else directed by MSC N46 independently.

-Embark CLF OCONUS and ride the ship back to CONUS in order to conduct wall-to-wall inventory validity QA functions.

(14) Liaise directly with Civil Service Marines regarding the receipt, issue, stowage, and proper accounting of WCF material, offering ShipCLIP-CLF screenshots and oversight as needed.

· Demonstrated knowledge and expertise executing ship sustainment support services utilizing MSC/Navy databases/systems such as CLIP/CMLS, ShipCLIP, R-Supply (Force Level), One Touch and ISIS.

· Expert experience in generating MILSTRIP requirements and reviewing them for accuracy.

Experience with expediting DoD material

Minimum Qualifications

· Bachelor’s degree in business, technical, or engineering field

· 10 years technical experience relevant to logistics systems and data management expertise executing ship acquisition and fleet sustainment support services utilizing MSC/Navy databases/systems such as CMLS, ShipCLIP, R-Supply, WinMASP, CDMD-OA or MERLIN.

· 5 years’ experience in extracting and using data from Relational Data Management Systems database (RDBMS) using Structured Query Language (SQL)

· Experience in developing metrics, pivot tables, graphs to support logistics Key Performance Indicators such as inventory posture, CASREPs, customer wait time and requisition trends.

Performs numerous ad hoc data analyses, including assembling the right data sources, conducting rigorous analysis, and formatting the results for presentation to senior leadership.

Minimum Qualifications

· High school diploma or equivalent

· 14 years of demonstrated knowledge, expertise, and relevant experience providing ship acquisition and/or fleet sustainment logistics support services to fleet vessels of the MSC, U.S. Navy, or U.S. Coast Guard with specific focus on the representative duties outlined below:

Duties (Representative) Fleet sustainment programs

· Demonstrated knowledge, expertise, and relevant experience providing a full range of Integrated Logistics Support (ILS) support services sustaining the mission of vessels assigned to operate across all theaters worldwide to include;

(1) Development, analysis, and maintenance of accurate shipboard system/equipment configuration baselines at both the class and individual ship level to include:

· Identification new, removed and obsolete equipment.

· Analysis of ship work specification packages to identify equipment scheduled to be installed, removed or relocated and their associated actions.

· Identification and data maintenance of MSC Item Unique Identification (IUID) information.

· Development, and analysis of associated ILS documentation such as XRIC and APL/AEL identification.

· Analysis to identify and correct configuration deficiencies.

· Preparation, review and submission of feedback documentation.

(2)Development, analysis and maintenance of accurate shipboard and ashore allowance baselines at the class and individual ship level to support mission requirements to include:
·Identification, development, and analysis of allowance documents and inventory levels/supply system posture to support planned/unplanned maintenance;
·Identification, analysis, and resolution of equipment/part supportability issues.

· Alignment of class allowances.

(3) Research, submission, tracking and validation of requisitions and material required to support ship mission, repair, ashore allowances and shipboard allowance requirements to include:

· Technical edit screening and market research for material requirements.

· Technical manual reviews to determine correct spares.

· Preparation and submission of supporting documentation in accordance with MSC and Federal requirements.

· Preparation and review of documentation to move material between MSC and vendor sites.

· Research and update of material identification and pricing in support of FIAR.

(4) Task administration, team training and quality assurance activities to include:

· Articulation of logistics contractual requirements and management/review of deliverables;

· The assessment logistics support risks and corresponding mitigation strategies,

· Improvements to processes, procedures, and/or ILS contractual requirements.

· Preparation and submission of Ad-Hoc reports.

· Application approved MSC QMS procedures

· Active participation in meetings and presentations.

· Customer service skills to include written and verbal communication with Government Type Desk personnel.

(5) Use and expertise using various Government and Commercial automated systems and databases to include:

· Microsoft Office Suite

· LogiQuest/OneTouch or other research tools.

Development of maintenance-driven (e.g. Reliability Centered Maintenance (RCM)) sparing levels (afloat/ashore) to improve system/equipment Operational Availability (Ao).

(6) Research, submission, tracking and validation of requisitions and material required to support ship mission, repair, ashore allowances and shipboard allowance requirements to include:

· Technical edit screening and market research for material requirements.

·Technical manual reviews to determine correct spares.
·Preparation and submission of supporting documentation in accordance with MSC and Federal requirements.

Assists in the management of centrally managed stock in support of AT/FP, CBRD, DC, MED, and SOLAS programs. Monitors warehouse inventory for declining threshold levels and ensures prompt restocks. Identifies material shortages for all MSC customer vessels, allocating material accordingly. Oversees all customer inquiry responses, feedback reports, vessel configuration records, and program metrics for each respective program. Interfaces with senior leadership, other agency representatives, and vendors on all logistical aspects of each area
