ATTACHMENT 12

Sample Problem #1 USS BRIDGE (T-AOE 10), currently located in San Diego, CA is scheduled for a major conversion and subsequent transfer from the combatant Type Commander to MSC. The United States Navy uses the .5 FLSIP plus allowance model to compute its spares for USS BRIDGE. The Military Sealift Command uses the .1 FLSIP allowance model. An Integrated Logistics Review (ILR) will be conducted during the conversion availability. A complete equipment validation of the ship will be required prior to commencing with the conversion availability. Storeroom repair parts will be offloaded. A transfer of configuration data management files will take place prior to commencement of the validation, approximately 90 days prior to transfer for pre-turnover work package development with official transfer of Configuration Data Manager (CDM) duties occurring approximately 15 days prior to the actual date of transfer. The ship’s configuration will be imported into and maintained in MSC’s life cycle logistics process.

The ship will transit to a local shipyard within thirty miles of the Point Loma Submarine Base and will deploy immediately after completion of the availability and fitting out. Deployment preparations shall be completed at the end of the conversion period. The conversion period is expected to be twelve months from entry into the yard to delivery and will involve major habitability modifications/replacements, Fresh/Potable (Hot & Cold) Water System installation, Marine Sanitation Device System installation, Oily Water, Bilge & Ballast System installation, Air Conditioning Plant installation, HVAC System Installation, GMDSS System Installation, Chilled Water System Installation, cargo handling alterations, to include the installation of 20,000 lb capacity Elevators in cargo holds four and five, Firemain & Salt Water Flushing System installation, Miscellaneous Valve Replacements (approximately 110 different items of production), Main Feed Pump replacement and the Navigation Light installation. The contract award date is expected to be 60 days prior to start of the conversion.

MSC’s BATS warehouse facility will be used to receipt the Government Furnished material purchased in support of conversion and for allowance increases resulting from the .1 FLSIP model computations. Supply Management (SM) and ShipCLIP files shall be created and updated at the end of the conversion. All onboard repair parts will be screened for excesses, location consolidation, and shortages shall be screened through RRAM and shall be ordered for delivery no later than 10 days after the availability.

Upon completion of the conversion and prior to ship’s departure, all Government Furnished parts stored at the MSC warehouse facility must be back loaded prior to ship redelivery.

As the MSC ILS support contractor, you are required to develop the deliverables that would be required by the shipyard during the conversion. Estimate the universe of Technical Support Data (TSD) packages required and the associated TSD packages, develop a TSD submission schedule, estimate the number of new Technical Manuals and the associated equipments, provide a Technical Manual submission schedule, and provide a T-AOE 10 outfitting status report showing estimated universes, and a list of UID required items and the UID item markings.

Assumptions: Ship’s force will provide elevator/conveyer operators and MHE drivers, and will perform normal pre-deployment load out. All other tasks required by the problem will be performed by the MSC logistics support contractor. The MSC logistics support contractor’s system will be used as a tool to perform the inventory and equipment validations. Additionally, it is estimated that the Government Furnished – Store Room Item (GF-SRI) universe is 2344 line items and the Contractor Furnished –Store Room Items (CF-SRI) will have to be purchased, received, and placed onboard in the storeroom bins prior to redelivery.

Government personnel will perform oversight/QA roles only.

Sample Problem #2 – Transfer of Submarine Tenders (AS) from SUBLANT to MSC Submarine Tender (AS) ships are scheduled for transition to the Military Sealift Command (MSC). MSC will serve as Type Commander. The ships will remain as USS vessels with a mixed military and civilian mariner crew. MSC will operate Engineering, Organic ship supply support, Deck, Food and Hotel services on the ship and will provide life cycle support of all Hull, Mechanical, Electrical and Navigation equipment. The C4S and Combat Systems will be maintained by active duty military crew, using standard Navy maintenance procedures. All COSAL, repair parts, equipage and consumable support will be through MSC’s logistics systems. All Tender Load List material will be managed in SUADPS. USS EMORY S. LAND (AS-39) is scheduled to transfer to MSC in February 2008. The ship will remain as USS EMORY S. LAND with a military Commanding Officer and significant military department (MILDEPT) manning to support continued Navy operation of the Repair Department, Nuclear Repair Facility (NRF), Supply Department, Medical and other inherently military functional areas. Following completion of the transfer of the EMORY S. LAND, the transfer of USS FRANK CABLE (AS-40) will commence.

A shipboard equipment validation for all Engineering, Deck and Galley/Laundry equipment will be accomplished prior to transition to MSC for operations. Shipboard equipment validation and material offloads will be conducted by MSC logistics support contractor. Additionally, a transfer of configuration data management files will take place approximately 120 days prior to transfer for pre-turnover work package development with official transfer of Configuration Data Manager (CDM) duties occurring approximately 90 days prior to the actual date of transfer. The ships configuration will be imported into and maintained in MSC’s life cycle logistics process.

The contractor must be able to capture required data from current Shipboard Uniform Automated Data Processing System (SUADPS) files and convert/interface the data with MSC Configuration Logistics Information Program (CLIP), ShipCLIP and SM5 programs and manage data throughout the transfer and overhaul processes to ensure accurate update of all configuration data at the end of overhaul (EOH). The United States Navy uses the .5 FLSIP plus allowance model to compute its spares for USS EMORY S. LAND. The Military Sealift Command uses the .1 FLSIP allowance model.

USS EMORY S. LAND will transit from La Madallena, Italy to the Puget Sound Naval Shipyard for maintenance, repair and habitability upgrades. The ship will be in overhaul for approximately 10 months. As part of the conversion an Integrated Logistics Review (ILR) will be conducted. Repair parts will not be offloaded. This conversion availability will involve major engineering and habitability modifications. In support of the availability, the support contractor will monitor all equipment/systems removals, modifications or replacements to ensure that all technical support data (TSD) and technical manuals (TMs) are received or updated if required prior to end of the overhaul/availability (EOH) and that TM information is properly reflected in CLIP and ShipCLIP. The shipyard location for overhaul, maintenance and habitability upgrades for the USS FRANK CABLE (AS 40) has not been identified, but may be performed at Guam Shipyard located on Guam, M.I.

For both ship conversions and transfers, the contractor will review TSD and Technical Data to ensure that any allowance or equipment change requests (ACRs/ECRs) necessary to update the MSC life cycle support databases are processed to ensure proper repair parts and maintenance support is in place. The contractor will report any discrepancies (shortage or excess material) identified for repair parts to support new, modified or remaining installed equipment to the Program Manager Logistics (PML) representatives. The contractors will be responsible for submission of any material tracking reports for GFE/GFM/CFE or other progress reports as required or directed by the PML.

Remaining SRI and OSI material will be inventoried/validated onboard the ship by the logistics support contractor. During and in support of the availability, government furnished material and equipment (GFM/GFE) as well as any contractor furnished equipment (CFE) received during the availability will be received, stowed and installed onboard the ships. Prior to each ship’s departure from the conversion availability, all GFM, GFE and CFE as well as all SRI and OSI material will be properly identified and all automated inventory files (SM and SAMM) updated with valid locations and inventory quantities in SMIS-SM database.

Upon completion of the overhaul, it is anticipated that the USS EMORY S. LAND will transit to Diego Garcia (BIOT) for normal pre-deployment load-out. LAN upgrades/connections will be performed by shipyard/MSC information systems support contractor. At the end of the overhaul (EOH); CMIS/CLIP, SHIPCLIP and SM5 databases will require loading/updating and installation by the logistics support contractor. The USS FRANK CABLE will remain in or return to Guam, dependent upon the location of the shipyard selected for the overhaul and conversion maintenance.

Assumptions: SMIS-SM will be used as a tool to perform the inventory. All other tasks required by the problem will be performed by the MSC logistics support contractor. Government personnel will perform oversight/QA roles only.

Sample Problem #3 - T-AO Regular Overhaul in West Pac USNS PECOS (T-AO 197) is a forward deployed fleet oiler operating in the western Pacific in support of COMLOGWESTPAC underway refueling operations. SSU San Diego has developed a work package and awarded the contract to Sembawang Shipyard, Singapore forty days prior to the start of overhaul (SOH), in accordance with their POA&M. The contractor will perform an availability support visit in conjunction with the availability. Assume the following: (1) 230 line items of GFE/GFM have been ordered; (2) SSU Singapore has been utilized as a staging area for GFE/GFM; (3) the estimated universe of Technical Support Data (TSD) packages is 25; (4) the estimated universe of technical manuals is 8; (5) the CDM has 31 outstanding configuration change requests; and (6) there are 1275 invalid HSC records.

All tasks required by the problem will be performed by the MSC logistics support contractor with the exception of GFE/GFM ordering and work package preparation/contract award. Government/ship personnel will perform oversight/QA roles only.

As MSC’s logistics support contractor, conduct an Availability Support Visit (ASV) and identify all actions necessary to support this evolution.

Sample Problem #4 - New construction T-AGM® COBRA JUDY Ship Delivery and Turnover COBRA JUDY REPLACEMENT is to be delivered to MSC in 4 December 2006. The ship is scheduled to deploy within seven (7) days of delivery. Due to the scheduled deployment, the thirty (30) day Post Delivery Availability (PDA) will not be performed. This will be a Government Owned Contract Operated Ship (GOCO). Immediately after the government accepts delivery of the ship, it will turned over to a government contract operator. As the MSC logistics support contractor develop any process(s) (flowchart) that may be required to stow and record the final location for approximately 2,880 line items of Operating Space Items (OSI) and other miscellaneous items on board ship. Estimated line item count includes approximately 12,800 each Vehicle Lashing assemblies (VLA), which are to be hung throughout the ship’s cargo area. The shipbuilder will deliver material to the ship on a pre-determined schedule. Material will arrive on pallets and in sealed tri-walls, and be staged on board each day by the shipbuilder. Current estimate is approximately 129 tri-walls of OSI, and 175 pallets of VLA.

All tasks required by the problem will be performed by the MSC logistics support contractor. Government personnel will perform oversight roles only.

Sample Problem #5 - Hierarchical Structure Code (HSC) Development The T-AO 187 CLASS HSC baselines are developed utilizing the Expanded Ship Work Breakdown Structure (ESWBS) numbering scheme as described in the NAVSEA Technical Specification 9090-700A (SHIP CONFIGURATION AND LOGISTICS SUPPORT INFORMATION SYSTEM), the Military Sealift Command’s Master HSC Tables and SAMM data base. All configuration baseline and configuration data management functions for these ships are under the cognizance of the Military Sealift Command and its subordinate command Military Sealift Fleet Support Command (MSFSC). MSC ships use Automated Integrated Language System Identification Number (AILSIN) type HSCs.

Using the below sample baseline, develop Hierarchical Structure Code (HSC) baseline additions for the following newly developed equipment to expand the capability of the T-AO 187 class oilers, providing HSCs and Equipment Functional Descriptions for the new equipment. Explain how these additions would be developed and applied to the configuration database for the first and thirteen follow-on ships.

All tasks shall be performed by the MSC logistics support contractor. The contractor shall clearly identify any differences in technical approach, time, and labor estimates between the first and follow-on ships. Government personnel will perform oversight roles only.

As MSC’s support contractor, identify all actions necessary to support this evolution.
