(c) Administrative Contracting Officer/Contract Administrator or equivalent

(d) Other (As specified in your Past Performance Fact Sheet)

The Past Performance Fact Sheet information is intended to assist in determining relevancy of a given project and will not, by itself, be evaluated for performance.

2.4 Volume III – Technical Proposal: The technical proposal is comprised of four (4) subfactors:

2.4.1 Subfactor 1 – Bonding: The Offeror shall submit a bid bond of at least 20% of the proposed total evaluated price. To be considered, the contractor must have a letter from an approved surety that states the contractor has a relationship with the company and required bonding capacity has been obtained or will be obtained upon award. Letters must be notarized and signed by someone who can represent the surety. Letters signed by agents are unacceptable unless accompanied by a Power of Attorney granting proper authority to the agent. List of certified sureties:

2.4.2 Subfactor 2 – NIST Compliance: IAW with DFARS 252.204-7019 & 252.204-7020 as a covered contractor you are required to implement NIST 800-171r2 and have a current summary level score of 110 to be fully compliant. “Current” is considered not more than 3 years old. If your organization does not currently have a NIST summary level score on file you can conduct a Basic assessment and enter it directly in SPRS or send via email as outlined in DFARS 252.204-7019(d) or the NIST quick entry guide located at NIST SP 800-171. If your organization’s summary level score is below 110 a copy of your company’s plan to become compliant will need to be forwarded to the contracting office for inclusion in the contract file prior to award.

2.4.3 Subfactor 3 – Schedule and Methodology: The Offeror shall provide a technical approach that demonstrates their ability to execute all critical aspects of construction within the performance period of the contract. The Offeror shall be specific and complete in explaining their project management approach. The Offeror shall also demonstrate an understanding of the issues related to the aircraft fire training facility repair, replacement and maintenance and detail a method for risk mitigation. The Offeror may use a critical path or other method of his/her choice; however, schedules shall be graphically represented. The length of the schedule must match the proposed contract duration. NOTE: The summary schedule will, after contract award, be replaced with a final schedule as required by FAR Clause 52.236-15, Schedules for Construction Contracts. The schedules shall be task oriented, indicating the number of calendar days, after notice to proceed, by which milestones are to be achieved. Legibility, clarity, and coherence are very important. Provide as specifically as possible the actual methodology you would use for accomplishing the requirements outlined in the seed project SOW. Address your solution for meeting or exceeding the Government's minimum performance or capability requirements in the SOW. All the requirements specified in the solicitation are mandatory. By your proposal submission, you are representing that your firm will perform all the requirements specified in the solicitation. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation.

2.4.4 Subfactor 4 – Organization and Key Personnel: Offerors are cautioned to read FAR Clause 52.219-14, Limitations on Subcontracting. The contracts resulting from this solicitation are not intended for management firms or construction firms who self-perform only administrative or management functions. Include an Organizational Chart listing company personnel and their roles for the areas of consideration required. Include a narrative describing personnel to include their names, duties, and level of responsibility for the following key personnel: Project Manager, Site Superintendent(s), Quality Control Manager and Safety Manager. State the lines of authority and duties such as overall project management, site superintendence, quality control, and safety.

Additionally, in accordance with Operation and Maintenance Instruction TO 35E1-2-13-1 Aircraft Training Facility, selected contractors will need to meet AFCEC/CXF certification and licensing qualifications to perform the repair work called for under this requirement. Those qualified agencies (manufacturing firms) are: Prosafe, Inc., Kidde Fire Trainers, Kirila Fire Training Facilities, WRG Training Systems, and Fire Blast 451. The main purpose of this project is to provide and install a new control tower and a MOCKUP with all the gas piping and connections in stainless steel. If offeror is not one of the above listed manufacturers, proof of being certified and licensed technicians for their systems or proof of subcontracting through an AFCEC/CXF approved vendor is required as part of the technical proposal.

2.5 Past Performance Questionnaire (PPQ): The Past Performance Questionnaire (Attachment 14) is a key method used by the Government to obtain past performance information and validate the Past Performance Fact Sheet. Each Past Performance Fact Sheet should have a corresponding PPQ. The offeror shall send out and track the completion of the PPQ with the POCs identified. The responsibility to send out and track the completion of the PPQs rests solely with the offeror. Offerors shall exert their best effort to ensure a PPQ is returned for each Past Performance Fact Sheet submitted. A completed PPQ must be submitted directly to the Government not later than the date and time established in the RFP for receipt of proposals. Completed PPQs submitted by the offeror will not be accepted nor evaluated.

POCs shall submit their completed PPQs electronically, via email, to:

viviane.filias@us.af.mil Sandy.guite@us.af.mil

Past Performance evaluation is not limited to review of the information provided in Volume II or PPQs received. The Government reserves the right to review all available past performance information in the integrated assessment.
